The discharge into surface waters, groundwater or the waters of the sea of any detergent coming under one or other of the following cate gories: Anionic detergents; Cationic detergents; Ampholytic detergents; Nonionic detergents shall be prohibited whenever the biodegradability of such detergents is less than 80 percent. 2. lt shall be prohibited to place on sale or otherwise make available to the public washing or other cleansing materials containing detergents of one or more of the categories referred to in Article 1 whose biodegrada bility is less than 80 percent for each of the categories concerned. SS V/4c 3. The following shall be dctermined by joint orders of the Ministers conccmed: l'rocedurcs for mcasuring the biodcgradability of each of the four catcgorics of dctergenls referred to in Article 1, above, which may be contained in the aforesaid washing or other cleansing materials. The list of laboratories approved for conducting the measurements in question. 4. l lowever, the prov1s1ons of this Dccree shall not apply lo detergents or preparations containing such ddergcnts when these are intended for analytical laboratories or for export. 5. OOicers and other agents of the judicial policy and the olficials and othcr agents referred to in Article 9 of Act No. 64- 1245 of 16 December 19641, shall proceed to the inspection and reporting of offences umler this capital Dccrec and any enactmcnts made for ils enforcemcnt. 6. This Dccrec shall enter into force one year following publication and, al the earliest, six months fol!owing the pubblication of the Decrcc rcfcrreJ to in Article 3, above, relative to the category of the products concerned. 7. The Kccper of the Scats, M inister of Justice, the Minister of the Interior, the Minister for Economie and Vinancial Affairs, the Minis\er Delcgate, in the office of the Prime Ministcr, for the National Plan and Regional Planning, the Ministcr for Industrial and Scicntific Development, the Ministcr for Basic Facilitics and Housing, the Minister of Agriculture, the Ministcr of Transport, the Minister of Public Health and Social Secu rily, the Secretary of Statc, in the office of the Minister of the Interior, and the Sccretary of Statc for Economie and Financial Affairs shall be responsible, each to the extent that he is conccrned, for the implementation of this Decree, which shall be published in the Journal officiel of the French Republic.
