V/4c - WATER POLLUTION CONTROL FRANCE. - Dccrce No. 70-871 rl'lative to the discharge of certain products into surface waters, groundwater, and the waters of the sea wilhin the territorial limits and the placing on sale or otherwise making available to the public of such products (D~cret N° 70-871 relatif au dél'ersement de certains produits dans les ea.ux superficielles, souterraines et de mer dans les limites territoriales et à leur mïs-e en 1·e11te et dijji,sion). - 2S September 1970. - Journal officiel de la Rér111bliq11e française No. 227, 30 September 1970, p. 9086. 1. The discharge of certain products inlo surface waters, groundwater or the waters of the sea within the territorial limits may be prohibited or regulated by Decree in Council of State issued in consultation with the National Water Committee and the Higher Council for Public Hygiene of France. 54 V/4c 2. The Dccrce rcfcrrcd to in Article l, above, or, where appropriate, any subsequent Dccree issucd undcr the same procedure, may rcgulat the sale or otherwise making available to the public of products of which it prohibits or regulalcs the discharge into surface waters, groundwater and the waters of the sea. 3. The Decree referred to in Article 2, above, shall establish the date from which the provisions corne into effect. 4. The Keepcr of the Seals, Minis ter of Justice, the Minis ter of the lnterior, the Minister for Economie and Financial Affairs, The Minister Dclcgatc, in the office of the Prime Minister, for the National Plan and Rcgional Planning, the Minister for lndustrial and Scicntific Devclopmcnt, the Min ister for Basic Facilitics and Housing, the Ministcr of Agriculture, the Ministcr of Trnnsport, the Minister of Public Health and Social Sccurity, the Secrctary of Statc, in the office of the Mi nistcr of the I ntcrior, and the Sccretary of State for Economie and Financial Affairs shall be respon sible, each to the extcnt that he is conccrned, for the implcmentation of this Dccree, which shall be published in the Journal officiel of the French Republic.
