"Agricultural Research" means research under­ talcing amied at improving the p1roduction and productivity ofplantc;, animals and na.tural resources (forests, Soils, aquatic resources). 3. "Board" means the Southern Nation:s, Nationalities and Peoples' region Agricultural Res,earch board. 4. Agricultural research Centre'' means an agricultural research organ established or to be established or administered by the Southern Nation:s, Nationalities and Peoples' Regional State Agriculltural Research Institute. Article 3 3. Establishment 1. The Southern Nations, Nationalities and Peoples' Regional State Agricultural Resc:arch Institute (hereinafter referred to as "Institulte") is hereby established as an autonomous regional body of the Southern Nations, Nationalities and Peoples Regional State. 2. The Institute shall be accountable 1to the regional agricultural research board and to th,e regional ,:ural development coordination bureau. Article 4 4. Head office The head office of the Institute shall be in Awassa. Article 5 5. Objectives of the Institute The Institute shall: 1. generate, develop . and adapt agricultural tech• nologies that focus on the needs ,of the over all development strategy, agricultural policy of the region and their beneficiaries; 2. Build up a research capacity and establish a system that will make the agricultural research of the regioa efficient, effective and based on devc:lopment n~ 3. Populariz agricultural research resul:sts among uscss in collaboration, whenever necessary, with &b& regional Agriculture and Natural Resources Do­ velopment Bureau, and other relevant Institutions. Article 6 6. Powers and Duties of the Institu'te The Institute shall have the powers and duties to: 1. formulate agricultural research stratJ:gies and dela­ mine research prioperties based on the regioa" agricultural development policies; develop plans and programs and implement when appro by the board and the regional government. follow up the implementation therco1f; 2. follow up the implementation of agricul research Policy of the region, initiate new improved policy proposals and submit the same the board, and when approved by the reg government, implement and follo,w up the plementation thereof; 3. issue guidelines for the proper formulation preparation of agricultural research programs projects in line with the region''s develo requirements; Where appropriate e·valuate w the proposed projects, programs arnd budget • accordance with the guidelines and submit thca the board for approval: 4. IAlf'I jtC~-r OhAft· f"J-flC'i 9"'C9"'C l'l·rt--1':( Ollu,~-l- 9'"C9"'C "'1'1't-"-1 ouh;J-+A'i' ou.fllJmCr f P' t,.' ~7"C-r9" oo+OAI Oh Afr a>-(1'1' 0"111C'i 9'"C9'"C r+t»"'lt-a>-1 ~,:ar1r (lm- ou11-it1 1fC'll~') P9J'1JI I~• f')-fll.-l- (),\fl.•1- ODtJ' '}, a>·A oo'f''f'At ovtJ(l{\'i '11'h(ll\l 5. reorganize any agricultural research center under the Institute and establish new ones in different agroecological zones as deemed necessary; 6. establish a system, in collaboration with appropriate organs, to make effective coordination between agricultural research centres of the region and the end users and implement and follow up the implemen­ tation so that useful agricultural research results will be popularized and utilized by the end users; 7. advertise agricultural research results in the lan­ guages of the different nations and nationalities using appropriate means in collaboration with relevant organs, in order to widen the agricultural knowledge base of the society . 8. decide the working relations between the Institute and the Ethiopian Agricultural Organization, Agricultural Research Institutes and Centers of other regions, international Agricultural Research Ins­ titutions in consultation with relevant federal and regional government bodies; establish relaitonships, cooperate and conclude agreements with institutions at different administrative levels, national, continen­ tal and global institutions having similar objectives, based on the relevant law and implement and follow up the implementation thereof; 9. collect, organize and disseminate infonnation on agricultural research activities and results that are available in the region, country and elsewhere in the world and develop and coordinate infonnation ex­ change mechanisms; 10. participate in the development and upgrading of human resources that will take part in regional agricultural research; fonnulate and implement strategies to develop and build up the capacity ol human resources of the institute; 11. create suitable wor)cjng conditions to encourag< agricultural researchers and support staff; develor and improve a professional career structure fo1 researchers and implement when approved by th< board; 12. participate and advise the regional government i1 all matters related to agricultural research in th, region; 13. establish a system, in cooperation with relevan institutions, to avoid unnessary duplication o research projects and subsequent wastage of rcsour ces in different institutions in the region; 14. follow up and supervise the implementation of th regional agricultural research strategy by govern mental and non-governmental organziations tha undertake agricultural research in the region, ani receive reports; register and maintain the list of an: person involved in agricultural research in th region; 15. Accomplish other tasks related to the arove in order to fulfill its objectives. 7. Institutional structure The Institute shall have: Article 7 1. Agricultural research Board (here in after referred to as "Board") 2. A Director General to be appointed by the president of the regional state upon presentation by the Board, 3. Research Dirctors to be appointed by the board upon presentation by the Director General, 4. Agricultural Research Centres established (A wassa, Arcka, Jinka) or to be established under the Institute. 5. Center Directors to be appointed by the Director General upon election of candidates by researchers of the respective centers, and 6. The necessary staff 8. members of the Board The Board shall have a chairperson and members who are representing relevant bureaus and will be .appointed by the regional government. 9. Accountability of the Board The board shall be accountable to the regional govern­ ment. 10. Powers and Duties of the Board The Board shall have the power and duties to: I . overview the objectives of the institute enumerated in Article 5 of this proclamation; 2. direct the powers and duties of the Institute en­ umerated in Article 6 of the proclamation, and supervise and follow up their implementation. 3. submit for approval by the regional government the structure of the Institute and its centers; follow up its implementation when approved. 4. approve the directives in which the personnel of the Institute will be administered. 5. review the annual work program and budget of the Institute and submit to the regional government for approval. 6. propose to the regional government the establish­ ment of new research centers that represent different agroecological zones and farming systems that have a decisive role in the agricultural economic sector of the region and having potenial natural resources as deemed ncessary; evaluate and propose policy issues to the regional government for decision 7. e·stablish a technical advisory committee, designate members of the committee and receive technical evaluation reports from the committee before ap­ proving budget for project proposals, projects and programs. 8. Evaluate the Regional Research, Extension and Farmer linkage Advisory Council; receive accom­ plishment report from the council. 9. Perform other functions based on the directives issuc:d by the head office. 14. So~o,flncome l. The Institute shall have incomes from the following SOW'lt:CS: a) lt>udgct allocatc:d by the government b) laboratory service or sale of research by­ ·products, and \c) :any other income obtainc:d from other sources. 15. Book of'accounts 1. The Institute shall keep a complete and an accurate book of accounts, and 2. the Institute book of accounts shall be audited by the Auditor General or by another auditor designated by him .. 16. Inapplicable Laws Any other laws which arc in contradiction with this proclamation shall no be applicable with respect ro matters 1providc:d for in this proclmation. 17.
