1. " የ ዞን አ ስተዳደር " TKƒ K›e}ÇÅ^© U‡’ƒ“ 1. “Zonal Administrative” means an area KG<KÑw ¾MTƒም ሆነ የ መልካም አ ስተዳደር describing those places selected to serve Y^­‹ ሙሉ }ðíT>’ƒ c=vM ¾¡MK< `°e as centers of Woredas embraced therein, Se}ÇÉ` }Ö] ê/u?ቶችን ”Ç=ÁslUበት በዚህ which is decided or to be decided in this ደን ብ የ ተወሰነ ወይም የ ሚወሰን ና በውስጡ የ ታቀፉ ወረዳዎች regulation, whereby representative offices የ ሚማከሉበት ›"vu= ’¨<፣ accountable to the Head of the Regional Government may be established for an administrative convenience and implementation of all embracing developmental as well as good governance activities.

Establishment and Accountability 1. በብሔራዊ ክልሉ ውስ ጥ ከዚህ በታች የ ተመለከቱት የ ዞ ን 1. The following zonal administrations are አ ስ ተዳደሮች ተቋቁመዋል፦ established in the regional state. ሀ . ¾U°^w ÑAËU µ” ›e}ÇÅ` A. West Gojjam Administrative Zone ለ. ¾UY^p ÑAÍU µ” ›e}ÇÅ B. East Gojjam Administrative Zone ሐ. የ ሰ ሜን ሽዋ ዞ ን አ ስተዳደር C. North Shoa Administrative Zone መ. ¾Åu<w ¨KA µ” ›e}ÇÅ` D. South Wollo Administrative Zone ሠ. ¾cT@” ¨KA µ” ›e}ÇÅ` E. North Wollo Administrative Zone ረ. ¾Åu<w ÑA”Å` µ” ›e}ÇÅ`ና F. South Gondar Administrative Zone ሰ. ¾cT@” ÑA”Å` µ” ›e}ÇÅ` G. The Zonal Administratives, indicated ›e}ÇÅሮች Y^†¨<” ¾T>ÁŸ“¨<’<ƒ ¾¡MK<” under sub art. /1/ of this Article hereof, Se}ÇÉ` uS¨ŸM ሲሆን }Ö]’†¨<U shall carry out their functions on behalf of ለተጠቀሰው U¡` u?ƒ“ K`°c Se}ÇÉ\ ÃJ“M:: the regional government and their accountability being to the council and head of the regional government. 3. ¾wN?[cw ›e}ÇÅa‹” ›Å[Í˃“ YM×” 3. Without prejudice to what has been ›eSM¡„ በተሻሻለው የ ¡Mሉ QÑ S”ÓYƒ provided for under Chapter 8 of the U°^õ eU”ƒ Y` የ ተደነ ገ ገ ው ”Å}Öuk revised constitution as regards the J• ›Óvw’ƒ ÁL†¨< ¾²=I Å”w É”ÒÑ@­‹ organization and powers of the nationality uwN?^© ¡MK< ¨<eØ uT>Ñኙት ¾›©' ¾ዋግ administrations, the relevant provisions of ¦U^“ ¾*aሞ ብሔረሰብ አስተዳደሮች LÃU this regulation shall mutatis mutandis u}SXXà }ðíT>’ƒ Õ^†ªM:: apply to the Awi, Wag Hemera and Oromo nationality administrations with the National Regional State. www.abyssinialaw.com ገፅ-5- ዝክረ-ሕግ ጋዜጣ ቁጥር 12 ህዳር 3 ቀን 2003 ዓ.ም Zikre-Hig Gazette No.12 12th Day of November, 2010, page -5 4. የ ዞ ን አስ ተዳደር YM×”“ }Óv` 4. Powers and Duties of the Zonal Administrative በዚህ ደን ብ መሠረት የ ተቋቋመ የ ዞ ን አ ስተዳደር በተደራጀበት A zonal administrative, established in ዞ ን ውስጥ የ አ ካባ ቢው ከፍተኛ ህግ አስ ፈፃ ሚና አስ ተዳደራዊ accordance with this regulation, shall be the አ ካል ሲሆን ¾T>Ÿ}K<ƒ ዝርዝር YM×”“ }Óv^ƒ higher executive and administrative body and Õ\ታM:- have the following specific powers and duties:- 1. u}Å^Ëuƒ ›"vu= ¾}ssS<ƒ” M¿ M¿ 1. Co-ordinate, support, and supervise closely p`”Ýõ ê/u?„‹“ K?KA‹ }sTƒ Y^ዎች the activities of various branch offices and በቅርብ ይከታተላል፣ ÃÅÓóM' Áe}vw^M& other institutions established within the area of its organization; 2. uµኑ ¨<eØ ¾T>"H@Æትን þK+"©' 2. Direct and monitor political, social, T%u^©' ›=¢•T>Á©“ ›e}ÇÅ^© economic, and administrative undertakings Y^­‹ uuLÃ’ƒ ÃS^M' ይቆጣጠራል& carried out within the zone; 3. uµ’< ¨<eØ ¾Ÿ}V‹ MTƒ ¾T>óÖ”uƒ”' 3. Create conducive atmosphere whereby ¾”ÓÉ Y^­‹ ¾T>eóፉuƒ”“ urban development may be sped up, ›=”Æeƒ]Á© °Éу እ ውን ሆኖ የ ህዝቡ የ ላቀ commercial activities promoted, and ተጠቃሚነ ት ¾T>[ÒÑØuƒ” U‡ G<’@• industrial growth, being actualized with the ÃðØ^M:: super beneficiary of the population, realized within the zone concerned; 4. u}Å^Ëuƒ ›"vu= QÓ“ Y`¯ƒ SŸu\”“ 4. Ensure that law and order is maintained and ¾Q´u< WLU“ ÅI”’ƒ SÖul” public peace and security safeguarded Á[ÒÓ×M& within the area of its establishment; 5. u¡MK< U¡` u?ƒ“ uwN?^© ¡MK< 5. Ascertain and closely supervise that Se}ÇÉ` ›T"˜’ƒ ¾T>¨Ö< þK=c=­‹' policies, proclamations, regulations, ›ªÐ‹ ' Å”x‹' SS]Á­‹“ ¨<X’@­‹ directives and decisions enacted by the uµ’< ¨<eØ uƒ¡¡Mና ያለ አድሎ ተፈፃ ሚ regional council and the national regional መሆናቸውን በቅርብ ይከታተላል፣ Á[ÒÓ×M& government, without discrimination, are effectively implemented within the zone concerned; www.abyssinialaw.com ገፅ-6- ዝክረ-ሕግ ጋዜጣ ቁጥር 12 ህዳር 3 ቀን 2003 ዓ.ም Zikre-Hig Gazette No.12 12th Day of November, 2010, page -6 6. በሥሩ የ ታቀፉን ወረዳዎች የ ምፍፀ ም አቅም ይገ ነ ባ ል፣ 6. Build up the capacity of performance, give የ ሚያ ስ ፈልጋቸውን ÉÒõ በታቀደ አ ኳኋን ይሰጣል፣ the support needed in a planned manner, co- እ ቅዶቻቸውን Ác}vw^M፣ ክን ውኖቻቸውን ordinate the plan, evaluate the performance በመገ ምገ ም የ እርምትና የ ማስ ተካከያ እ ርምጃዎችን and take corrective and remedial measures ይወስዳል& to the woredas embraced therein;

7. Ÿ›”É ¨[Ç uLà ÓMÒKAƒ ¾T>cÖ< 7. Resolve difficulties, if any which might be TIu^©“ ›=¢•T>Á© }sTƒ ÁÒÖT†¨< encountered by those social and economic ‹Ó` u=•` ÃðM' }Ñu=¨<” ÉÒõ institutions rendering service beyond the Ãc×M& limit of one woreda and thereby provide for appropriate support thereof; 8. ¯S© ¾ê/u?~” ¾u˃ [mp ›²ÒÏ„ 8. Prepare the annual budget proposal of the K`°c Se}ÇÉ\ Ák`vM' c=ðkÉU office, submit same to the head of the u}Óv` Là Á¨<LM& government and implement upon approval; 9. ¾µ’<” ¾Y^ ”pcnc? ¾}Ÿ}K uª“ 9. Submit reports to the head of the ›e}ÇÇ]¨< ›T"˜’ƒ K`°c Se}ÇÉ\ government through the agency of the chief ]þ`ƒ ÁÅ`ÒM& administrator in close follow-up of the activities of the zone; 10. u`°c Se}ÇÉ\“ በክልሉ Se}ÇÉ` U¡` 10. Perform such other related duties as may be u?ት ¾T>cÖ<ƒ” K?KA‹ ተዛ ማጅ }Óv^ƒ delivered to it by the head and council of ÁŸ“¨<“M:: the national regional government. 5. አደረጃጀት 5. Organization የ ዞ ን አስ ተዳደር በዚህ ደን ብ አን ቀጽ /4/ ሥር የ ተሰ ጠውን The zonal administrative shall, to be able to አ ጠቃላ ይ ተልዕ ኮ ለማሣካት ይቻለው ዘ ን ድ የ ሚከተሉት accomplish the general mission submitted አ ካላት ይኖሩታል፦ under Article /4/ of this regulation, have the following organs:- ሀ/ የ ዞ ን አ ስተዳደር ምክር ቤት a) Council of zonal administration; ለ/ ዋና አስ ተዳዳሪ ና b) Chief administrator; and, ሐ/ የ አስ ተዳደር ጽ/ቤት c) Office of the administration. 6. ስለ ዞ ን አስ ተዳደር ም/ቤት 6. Council of Zonal Administration 1. በዚህ ደን ብ መሠረት የ ዞ ን ከፍተኛ ህግ አ ስፈፃ ሚነ ትና 1. Pursuant to this regulation, being the higher አ ስ ተዳደራዊ ስልጣን ለዞ ን አ ስተዳደር ም/ቤት ተሰጥቷል። executive body and the power of administration of the zone is given to the council of zonal administration. www.abyssinialaw.com ገፅ-7- ዝክረ-ሕግ ጋዜጣ ቁጥር 12 ህዳር 3 ቀን 2003 ዓ.ም Zikre-Hig Gazette No.12 12th Day of November, 2010, page -7 2. በዚህ አ ን ቀጽ ን ዑስ አ ን ቀጽ /1/ ሥር የ ሰ ፈረው 2. Without limiting the generality stated under አ ጠቃላ ይ አነ ጋገ ር እ ን ደተጠበቀ ሆኖ የ ዞ ን አ ስተዳደር sub article /1/ of this Article, the council of ምክር ቤት በዚህ ደን ብ መሠረት የ ሚከተሉት ልዩ ሥልጣን ና zonal administration shall, in accordance ተግባራት ይኖሩታል፦ with this regulation, have the following powers and duties:- ሀ/ የ ዞ ን የ ዋና ዋና ዓላ ማ አስ ፈላ ፃ ሚ መ/ቤቶችና እ ነ ርሱ a) examine and approve the draft of the የ ሚመሯቸው ሌሎች ተቋማት የ ሥራ እቅድና በጀት corrective and remedial method used to አ ፈፃ ፀ ም ግልጽነ ት ባ ለውና ውጤታማ በሆነ መን ገ ድ evaluate, in a brief and effective way and ወቅቱን ጠብቆ የ ሚቀርብበትን ና የ ሚገ መገ ምበትን on time, the plan and budget የ መከታተያ ና የ ማረሚያ ስልት ረቂቅ መርምሮ ያ ፀ ድቃል፣ implementation of the main objective executors of the zonal offices and other organizations directed by them; ለ/ በከባቢው የ ሚገ ኙ ወረዳዎችን የ ልማትና የ ፋይናን ስ b) After receiving the developmental and እ ቅዶች በየ ምክርቤቶቻቸው አ ማካኝነ ት ተመክሮባቸው financial plans, which are discussed and ከፀ ደቁ በኋላ ሲላ ኩለት አ ጠቃሎና ገ ምግሞ ለክልሉ approved under their councils, of woredas መስ ተዳድር ም/ቤት ያ ስተላልፋል ሲፈቀድም found around, evaluate, conclude, and ተፈፃ ሚነ ታቸውን ያ ቀላጥፋል፣ transfer same for the council of regional government; ሐ/ በዞ ኑ የ ሚሸፈኑ ወረዳዎችን ሥራ አ ፈፃ ፀ ም ብቃት c) Design a system that enables to develop ለማሳደግ የ ሚያ ስ ችል ሥርዓት ይቀይሳ ል፣ the work efficiency of woredas covered in the zone; መ/ በወረዳ መካከል የ ሚፈጠር አ ለመግባ ባት ቢኖር d) Find a technique to resolve, if there is an በሰ ላማዊ መን ገ ድ የ ሚፈታበትን ብልሃ ት ያ ፈላ ልጋል፣ occurrence of disagreement between ከአ ን ድ በላ ይ በሆኑ ወረዳዎች መካከል የ ቅን ጅታዊ woredas, it in a peaceful manner. Composition of the Members of the ጥን ቅር Zonal Administrative Council 1. የ ዞ ን አስተዳደር ምክር ቤት ከዚህ በኋላ /ም/ቤቱ/ 1. Designation and Accountability of the Chief Administrator 1. የ ዞ ን ዋና አስ ተዳዳሪ በክልሉ ርዕ ሰ መስተዳድር ተመርጦ 1. The Office of Zonal Administration 1. ዋና አ ስተዳዳሪው በዚህ ደን ብ መሠረት የ ተጣለበትን 1. Appointment and Accountability of the Head of the Office 1. የ ዞ ን አስ ተዳደር ጽ/ቤት ኃላ ፊ የ ትምህርት ዝግጅትን ፣ 1. The accountability of the head of the office of zonal administration is to the chief administrator. 3. የ ጽ/ቤቱ ኃላፊ የ ዞ ኑ አ ስተዳደር ምክር ቤት ፀ ሐፊ በመሆን 3. Repealed and Inapplicable Laws 1. የ ሚከተሉት ህጐች በዚህ ደን ብ ተሽረዋል፦ 1. The following laws are repealed hereby this regulation:- ሀ/ የ ዞ ን አስ ተዳደር ጽ/ቤቶች ማቋቋሚያ ና ሥልጣን ና a) The Establishment and Determination ተግባራት መወሰ ኛ ክልል መስ ተዳድር ምክር ቤት of Powers and Duties Council of ደን ብ ቁጥር 1/1994 ዓ.ም፤ Regional Government Regulation No 1/2001. ለ/ የ ዞ ን አስ ተዳደር ካቢኔ ዎች ማደራጃና የ ወል ተግባ ርና b) The Zonal Administration Cabinets ሃ ላ ፊነ ት መወሰኛ መመሪ ያ ቁጥር 1/1994 ዓ.ም። Organization and Determination of Common Duties and Responsibilities Directive No 1/2001 2. ከዚህ ደን ብ ጋር የ ሚቃረን ማናቸውም ሌላ ደን ብ፣ መመሪያ 2. Transfer of Rights and Duties ቀደም ሲል በክልል መስተዳድር ምክር ቤት ደን ብ ቁጥር The rights and duties that were given to www.abyssinialaw.com ገፅ-18- ዝክረ-ሕግ ጋዜጣ ቁጥር 12 ህዳር 3 ቀን 2003 ዓ.ም Zikre-Hig Gazette No.12 12th Day of November, 2010, page -18 1/1994 ዓ.ም ተቋቁመው ለነ በሩት የ ዞን አ ስተዳደር the zonal administrative offices ጽ/ቤቶች የ ተሰ ጡት መብቶችና ግዴታዎች በዚህ ደን ብ መሠረት established before by the Council of እ ን ደገ ና ወደ ተቋቋሙት የ ዞ ን አ ስተዳደሮች ተላልፈዋል። Regional Government Regulation No 1/2001 are hereby transferred to the zonal administrations re-established under this regulation. 18. መመሪያ የ ማውጣት ሥልጣን 18.
