SShhoorrtt TTiittllee ይህ ደንብ ”በአማራ ብሔራዊ ክልል የታላቁ የኢትዮጵያ ህዳሴ ግድብ ግንባታ ድጋፍ አሠባሳቢና አስተባባሪ ምክር ቤት ማቋቋሚያ ክልል መስተዳድር ምክር ቤት ደንብ ቁጥር 82/2003 ዓ.ም” ተብሎ ሊጠቀስ ይችላል። This regulation may be cited as “The Grand Ethiopian Renaissance Dam Construction Public Support Mobilizing and Coordinating Council of the Amhara National Regional State Establishment, Council of the Regional Government Regulation No 82/2011”. 2. ትርጓሜ 22.. DDeeffiinniittiioonn በዚህ ደንብ ውሰጥ ”ህዝባዊ ድጋፍ" ማለት በአባይ ወንዝ ላይ ለሚሠራው ለታላቁ የኢትዮጵያ ህዳሴ ግድብ ሥራ መሳካት የክልሉ ህብረተሠብ በግልም ሆነ በጋራ የሚያበረክተው የጥሬ ገንዘብ፣ የዓይነትም ሆነ የጉልበት አስተዋፅኦ ሲሆን እንደተገቢነቱ በተደራጀ መንገድ የሚገለፁ የሞራል ድጋፎችንና ሌሎች ማበረታቻዎችን ይጨምራል። In this regulation, “Public Support” shall mean individual or collective contribution of the region’s community, made available in cash, in kind or through labor, for the successful accomplishment of the Grand Ethiopian Renaissance Dam to be built on the Abay River; and may include, as deemed appropriate, moral assistance and other encouragements to be demonstrated in an organized manner. www.abyssinialaw.com ገፅ- 4 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 4 3. ስለመቋቋምና ተጠሪነት 33.. EEssttaabblliisshhmmeenntt aanndd AAccccoouunnttaabbiilliittyy 1. በአማራ ብሔራዊ ክልል የታላቁ የኢትዮጵያ ህዳሴ ግድብ ሥራ ህዝባዊ ድጋፍ አሠባሳቢና አስተባባሪ ምክር ቤት ከዚህ በኃላ "ምክር ቤቱ” እየተባለ የሚጠራ አካል በዚህ ደንብ ተቋቁሟል። 2. የምክር ቤቱ ተጠሪነት ለብሔራዊ ክልላዊ መንግስቱ ርዕሰ መስተዳድር ይሆናል። 3. በዚህ አንቀጽ ንዑስ አንቀጽ (1/ ሥር የተቋቋመው ክልል አቀፍ ምክር ቤት በኢፌዲሪ ሚኒስትሮች ምክር ቤት አማካኝነት ለተመሳሳይ ዓላማ ከተደራጀው ብሔራዊ ምክር ቤት ጋር በቅርብ ይሠራል። 1. A body is hereby established, under this regulation, in the form of a Public Support mobilizing and Coordinating Council, hereinafter , referred to as “the Council” for the Project of the Grand Ethiopian Renaissance Dam, in the Amhara National Regional State. 2. The Council shall be accountable to the Head of government of the Amhara National Regional State. 3. The region- wide council established under sub-Art. (1) of this Article hereof, shall work closely with the National Council organized by the Council of Ministers of the FDRE for similar objectives. 4. ዓላማዎች 4. OObbjjeeccttiivveess ምክር ቤቱ በዚህ ደንብ መሠረት የሚከተሉት ዓላማዎች ይኖሩታል፡ The Council shall, pursuant to this regulation, have the following objectives: 1. በገጠርም ሆነ በከተማ የሚገኘው መላው የክልሉ ነዋሪ ህዝብ ለታላቁ የኢትዮጵያ ህዳሴ ግንባታ የሚያደርገው ሁለገብ ተሣትፎ ተጠናክሮ እንዲቀጥል የሚያስችሉ ምቹ ሁኔታዎችን መፍጠር፤ 1. To create suitable conditions enabling the strengthened continuance of the multi dimensional participation to be availed by the overall populace inhabiting in the region, be it in rural or urban areas, for the construction of the Grand Ethiopian Renaissance Dam; 2. ይህንኑ መነሻ በማድረግ የህብረተሠቡን የቁጠባ ባህል ማዳበርና በራስ የመተማመን መንፈስ ማጐልበት፤ 2. To enhance, on this initiation, the saving culture of the community and thereby strengthen the spirit of its self reliance; www.abyssinialaw.com ገፅ- 5 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 5 3. በግድቡ ሥራ መነሻና በዘላቂ ጥቅሞቹ ዙሪያ ጉዳዩ በሚመለከታቸው ወገኖችና በህብረተሰቡ ዘንድ የጠራ ግልፅነት ኖሮ ሣይንሣዊ አመለካከት እንዲያዝና የላቀ ብሔራዊ መግባባት እንዲሠፍን መሥራት። 3. To work for the prevalence of an utmost national consensus on the basis of a scientific outlook to be held having a standard clarity on the part of the community and the stake holders concerned, as to the initial purpose of the dam project and the sustainable benefits therefrom. 5 ስለምክር ቤቱ ተዋፅኦና የአባላት ጥንቅር 55 Constitution of the Council and its membership Composition 1. ምክር ቤቱ ከሚከተሉት አባላት ተወጣጥቶ የሚሠየም ይሆናል፡ 1. The council shall be designated having been drawn from among the following members: ሀ. ለሥራው ቅርበት ያላቸው የብሔራዊ ክልሉ መስተዳድር ምክር ቤት አባላት፤ A. Members of the Council of the National Regional Government closer to the duty; ለ. የዞንና የብሔረሰብ ዞን ዋና አስተዳዳሪዎችና የዋና ዋና ከተሞች ከንቲባዎች፤ B. Chief Zonal and Nationality Zonal Administrators as well as Mayors of principal cities; ሐ. የክልሉ ንግድና ዘርፍ ማህበራት ምክር ቤት ሊቀመንበር ወይም ተወካይ፤ C. Chairperson or representative of Regional Trade and Sectoral Associations’ Council; መ. የዋና ዋና ኃይማኖቶች መሪዎችና ተዋቂ የማህበረሰብ ተጠሪዎች፤ D. Leaders of the main religions and prominent community representatives; ሠ. የህዝባዊያን ማህበራት አመራሮች ወይም ተወካዮች እና ታዋቂ ግለሰቦች፤ E. Leaders or representatives of mass associations and prominent personalities; ረ. የሙያ ማህበራት ተወካዮች። F. Representatives of professional associations. 2. በዚህ አንቀጽ ንዑስ አንቀጽ (1) ሥር የተደነገገው ቢኖርም የምክር ቤቱ አባላት ቁጥር ከ50 የዘለለ አይሆንም። 2. Notwithstanding the provision of sub Art./1/ of this Article hereof, the number of members of the council may not exceed fifty. www.abyssinialaw.com ገፅ- 6 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 6 6 ስለምክር ቤቱ አመራርና ተጠሪነት 66 Leadership and Accountability of the Council 1. ምክር ቤቱ የራሱ ኘሬዚደንትና ፀሐፊ ይኖሩታል። 1. The council shall have its own president and secretary. 2. የምክር ቤቱ ፕሬዚደንት የብሄራዊ ክልላዊ መንግስቱ ርዕሰ መስተዳድር ወይም በእሱ የሚሰየም ተወካይ ይሆናል። 2. The president of the council shall be the Head of the National Regional Government or a representative designated by him. 3. የምክር ቤቱ ፀሐፊ ለሥራው ቅርበት ካላቸው የብሄራዊ ክልላዊ መንግስቱ ተወካዮች መካከል በርዕሰ መስተዳድሩ አማካኝነት ተመርጦ የሚሰየምና ከመደበኛ ሥራው በተጨማሪ ይሄው ኃላፊነት የሚሰጠው ሰው ይሆናል። 3. The Secretary of the council shall be designated by the Head of Government from among the representatives of the National Regional State closer to the duty and be entrusted with this responsibility in addition to his permanent office. 4. የምክር ቤቱ ፀሐፊ ተጠሪነት ለኘሬዚዳንቱ ይሆናል። 4. The secretary of the council shall be accountable to the president. 7 ስለምክር ቤቱ ጽሕፈት ቤት 77.. Office of the Council 1. ምክር ቤቱ የዕለት ከዕለት ሥራውን የሚያከናውንበትና በዚህ ደንብ መሠረት ህጋዊ ሰውነት ያለው የራሱ ጽ/ቤት ይኖረዋል። 1. The council shall have an office of its own in which to perform its day-to-day activities and one conferred with legal personality pursuant to this regulation. 2. የጽ/ቤቱ መደበኛ አድራሻ የክልሉ መንግስት ርዕሰ ከተማ ይሆናል። 2. The principal residence of the office shall be in the capital city of the Regional State. 3. ጽ/ቤቱ በምክር ቤቱ ፀሐፊ የሚመራ ሲሆን እንደአስፈላጊነቱ ረዳት ዳይሬክሮችና ደጋፊ ሠራተኞች ይኖሩታል። 3. The office shall, having been directed by the secretary of the council, have assistant directors and support employees, as may be necessary. www.abyssinialaw.com ገፅ- 7 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 7 4. የረዳት ዳይሬክተሮች ቅጥርና ምደባ በፀሐፊው ተከናውኖ በምክር ቤቱ መፅደቅ ይኖርበታል። 4. The recruitment and assignment of assistant directors shall be undertaken by the secretary and approved by the council. 8 የምክር ቤቱ ሥልጣንና ተግባር 8 Powers and Duties of the Council ምክር ቤቱ በዚህ ደንብ መሠረት የሚከተሉት ሥልጣንና ተግባራት ይኖሩታል፡ 1. በዚህ ደንብ አንቀጽ 4 ሥር የተመለከቱትን ዓላማዎች ለማሳካት የሚረዱ ልዩ ልዩ መርሐ ግብሮችንና ኘሮጀክቶችን ለመንደፍ የሚያስችሉ ሀሣቦችን ያመነጫል፣ በጉዳዩ ዙሪያ የክልሉን መንግሥት ያማክራል፤ 2. ከሚመለከታቸው የክልሉ መንግሥት አካላት ጋር በመመካከር መላው ህብረተሠብ ለግድቡ ሥራ በሚያስፈልገው ህዝባዊ ድጋፍ አሠባሠብና በገጽታ ግንባታ ዙሪያ ንቁ ተሳትፎ እንዲኖረው ይቀሰቅሳል፣ ያበረታታል፤ 3. በግድቡ ግንባታ ከሚገኘው ተሞክሮ በመነሳት የክልሉ ተወላጆችና ሌሎች የልማቱ ደጋፊዎች በሁሉም የአገር ግንባታ መስኮች ሁለንተናዊ ተሣትፎቸውን እንዲያጠናክሩ ያበረታታል፤ 4. ከሚመለከታቸው የመንግሥት አካላት The council shall, pursuant to this regulation, have the following powers and duties: 1. Initiate proposals which may be enabling to formulate various programs and projects that may assist the successful accomplishment of those objectives stated under Art.4 of this regulation hereof and advice the Regional Government with regard to the matter; 2. Agitate and henceforth encourage, in consultation with the concerned bodies of the regional government, the whole community on the collection of the necessary public support and thereby image building towards the construction of the dam; 3. Encourage, on the basis of the experience to be obtained from the construction of the dam, the natives of the region and other development supporters to strengthen their overall participation in all aspects of the national endeavor; www.abyssinialaw.com ገፅ- 8 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 8 ጋር በመተጋገዝ በዚህ ደንብ አንቀጽ 4 ሥር የተመለከቱትን ዓላማዎች ለማሣካት የሚያስፈልጉ የህዝብ ግንኙነት ሥራዎችን ያስተባብራል፤ 5. የህብረተሰቡ የቁጠባ ባህል እንዲዳብር በልዩ ልዩ ዘዴዎች ያስተምራል፣ ይመክራል፤ 6. ግድቡ በሚገነባበት ተፋሰስ ውስጥ የተፈጥሮ ሃብት ልማትና እንክብካቤ ሥራዎች በስፋትና ያለማቋረጥ እንዲከናወኑ ያበረታታል፤ 7. የሥራ አስፈፃሚ ኮሚቴውን ዕቅድና ሪፖርት ይመረምራል፣ ያፀድቃል፤ 8. በምክር ቤቱ ኘሬዚደንት አማካኝነት ስለእንቅስቃሴዎቹ በየጊዜው ለብሔራዊ ምክር ቤቱ ግብረ መልስ ይሠጣል፤ 9. የበታች ምክር ቤቶችን እንቅስቃሴ በቅርብ ይከታተላል፣ ድጋፎችን ይሠጣል፤ 10. በፀሐፊው አማካኝነት ተከናውኖ የሚቀርብለትን የረዳት ዳይሬክተሮች ቅጥርና ምደባ ተቀብሎ ያፀድቃል፤ 11. ዓላማዎቹን ከግብ ለማድረስ የሚረዱ ሌሎች ተዛማጅ ተግባራትን ያከናውናል። 4. Coordinate the public relation activities desired for the attainment of the objectives laid down under Art. 4 of this regulation, in collaboration with the concerned governmental bodies; 5. Preach and advice the community in various ways so that it would develop the culture of saving thereof; 6. Encourage the activities of the natural resource development and preservation, in the basin, wherein the dam is to be constructed, which should be undertaken widely and in uninterrupted manner; 7. Examine and approve the plans and reports of the executive committee; 8. Submit regular feedbacks on its activities to the National Council through its own president; 9. Closely follow-up the activities and render support to the subordinate councils; 10. Receive and approve the recruitment and assignment of assistant directors carried out and submitted to it by the secretary thereof; 11. Perform such other related activities as may assist the fulfillment of its objectives. www.abyssinialaw.com ገፅ- 9 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 9 9 ስለበታች ምክር ቤቶች 9. Subordinate Councils ምክር ቤቱ በሁሉም የክልሉ ዞኖችና የብሔረሰብ፣ የወረዳ፣ የከተማና የቀበሌ አስተዳደሮች ውስጥ ለየዕርከኑ የሚመጥኑ የበታች አደረጃጀቶች ይኖሩታል። ዝርዝሩ ይህንን ደንብ ለማስፈፀም በሚወጣ መመሪያ ይደነገጋል። The council shall have subordinate organizational setups compatible with the hierarchy pertaining to Zonal and Nationality, Woreda, Urban and Kebele administrations in the region. Details shall be provided for in the directive issued to execute this regulation. 10. ስለምክር ቤቱ ሥራ አስፈፃሚ ኮሚቴ 10 Executive Committee of the Council 1. ምክር ቤቱ ከ7 የማያንሱና ከ9 የማይበልጡ አባላትን የሚያካትት የሥራ አስፈፃሚ ኮሚቴ ያደራጃል። 2. የእጩ ሥራ አስፈፃሚ ኮሚቴ አባላቱ ዝርዝር በኘሬዚደንቱ አማካኝነት ለምክር ቤቱ ቀርቦ የሚፀድቅ ይሆናል። 3. የሥራ አስፈፃሚ ኮሚቴው ተጠሪነት ለምክር ቤቱ ሲሆን ምክር ቤቱ በማይሠበሠብበት ወቅት ለኘሬዚደንቱ ይሆናል። 1. The council shall organize an executive committee comprising members not less than 7 and not exceeding 9. 2. The specific list of the candidate executive committee members shall be submitted by the president to and approved by the council. 3. The executive Committee shall be accountable to the council; provided, however, that it may be accountable to the president, where the council is not in session. 11. ስለስራ አስፈፃሚ ኮሚቴው ሥልጣን 11. Powers of the Executive Committee የሥራ አስፈፃሚ ኮሚቴው የምክር ቤቱ ቋሚ ወኪል ሆኖ የሚያገለግል ሲሆን በዚህ ደንብ መሠረት የሚከተሉት ዝርዝር ሥልጣንና ተግባራት ይኖሩታል፡ 1. የምክር ቤቱን ውሣኔዎች መሠረት በማድረግ በዚህ ደንብ አንቀጽ 4 ሥር የተመለከቱትን ዓላማዎች ለማስፈፀም The executive committee shall, being assigned to serve as the permanent representative of the council, have the following specific powers and duties in accordance with this regulation: 1. Transfer those programs and projects in the expression of public participation being carried out under the coordination of the council to the appropriate governmental offices pursuant to the submission to and decision of the Regional government, at the time when the construction of the Grand Renaissance Dam shall have been completed; 3. Carry out such other related activities which it finds necessary for the continuous collection of the public support and referred to it by the Council. 12 የፕሬዚደንቱ ሥልጣንና ተግባር 12. Powers and Duties of the President የምክር ቤቱ ፕሬዚደንት በዚህ ደንብ መሠረት የሚከተሉት ዝርዝር ሥልጣንና ተግባራት ይኖሩታል፡ 1. በዚህ ደንብ አንቀፅ 8 መሠረት ለምክር ቤቱ የተሰጡት ሥልጣንና ተግባራት በአግባቡ መፈፀማቸውን በበላይነት ይቆጣጠራል፤ 2. የምክር ቤቱንና የሥራ አስፈፃሚ ኮሚቴውን ስብሰባዎች ይጠራል፣ ይመራል፤ The president of the council shall, pursuant to this regulation, have the following specific powers and duties: 1. Supervise over the proper implementation of the powers and duties vested in the council pursuant to Art. 8 of this regulation hereof; 2. Closely follow-up the implementation of those decisions of the council; 4. Carry out such other related duties that may be required to widen the public mobilization activities of the Regional community and thereby ensure their sustainability around the construction of the Grand Ethiopian Renaissance Dam. 13 የምክር ቤቱ ፀሐፊ ሥልጣንና ተግባር 1133.. PPoowweerrss aanndd DDuuttiieess ooff tthhee SSeeccrreettaarryy ooff tthhee CCoouunncciill የምክር ቤቱ ፀሐፊ በዚህ ደንብ መሠረት የሚከተሉት ዝርዝር ሥልጣንና ተግባራት ይኖሩታል፡ 1. ምክር ቤቱንና የሥራ አስፈፃሚ ኮሚቴውን በፀሐፊነት ያገለግላል፣ የመወያያአጀንዳዎቻቸውን ከፕሬዚደንቱ ጋር በመመካከር ያዘጋጃል፣ፕሬዚደንቱን በቅርብ ያግዛል፤ The secretary of the council shall, pursuant to this regulation, have the following specific powers and duties: 1. Serve both the council and the executive committee in the capacity of a secretary, prepare their discussion agenda in consultation with the president and closely assist the latter thereof; 2. የምክር ቤቱና የሥራ አስፈፃሚ ኮሚቴው ውሣኔዎች በሥራ ላይ መዋላቸውን ያረጋግጣል፤ 2. Ensure the implementation of the decisions of both the council and the executive committee; 3. በዚህ ደንብ አንቀፅ 7 ንዑስ አንቀፅ (3) መሠረት የጽህፈት ቤቱን ሥራዎች በበላይነት ይመራል፣ይቆጣጠራል፤ 3. Direct and supervise over the activities of the office in accordance with Art. 7 Sub Art. /3/ of this regulation hereof; 4. የጽ/ቤቱን ቋሚና ጊዜያዊ ሠራተኞች ይቀጥራል፤ያስተዳድራል፤ ያሠናብታል፤ 4. Employ, administer and dismiss permanent and temporary employees of the office; www.abyssinialaw.com ገፅ- 12 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 12 5. የጽ/ቤቱን የሥራ ኘሮግራምና የማስፈፀሚያ በጀት ረቂቅ አዘጋጅቶ በኘሬዚደንቱ አማካኝነት ለምክር ቤቱና ለሚመለከተው የመንግስት አካል እንዲቀርብ ያደርጋል፤ 5. Prepare the draft working program and executionery budget proposal of the office as well as cause same to be submitted to the council and to the concerned governmental body through the president; 6. ለጽ/ቤቱ በተፈቀደው የሥራ ኘሮግራም መሠረት ገንዘብ ወጭ ያደርጋል፤ 6. Disburse money in accordance with the authorized work program of the office; 7. ከምክር ቤቱ ኘሬዚደንት በመለስ ከ3ኛ ወገኖች ጋር በሚኖሩት ግንኙነቶች ረገድ ጽ/ቤቱን ይወክላል፤ 7. Represent the office as regards those transactions it carries out with third parties, below the president of the council; 8. በፕሬዚደንቱ የሚሰጡትን ሌሎች ተግባራት ያከናውናል፡፡ 8. Discharge other functions to be assigned to him by the president. 14 ስለምክር ቤቱ የሥራ ዘመን፣ የስብሰባ ጊዜና የውሳኔ አሠጣጥ ሥነ-ሥርዓት 1144 TTeerrmm ooff OOffffiiccee,, MMeeeettiinngg TTiimmee aanndd DDeecciissiioonn-- MMaakkiinngg PPrroocceedduurreess ooff tthhee CCoouunncciill 1. የምክር ቤቱ የሥራ ዘመን ታላቁን የኢትዮጵያ ህዳሴ ግድብ ሠርቶ ለማጠናቀቅ የሚወስደው ጊዜ ይሆናል። 2. ምክር ቤቱ መደበኛ ስብሠባውን በ3 ወር አንድ ጊዜ የሚያካሂድ ሲሆን እንደአስፈላጊነቱ ከዚህ ባነሰ ጊዜ አስቸኳይ ስብሠባዎችን ሊያደርግ ይችላል። 1. The term of office of the council shall be the period in which the construction of the Grand Ethiopian Renaissance Dam takes to be accomplished. 2. The council shall convene its regular meeting once in three months. It may, however, hold an extra ordinary meeting in times less than what has been prescribed hereof, as deemed necessary. 3. ከምክር ቤቱ አባላት መካከል 2/3ኛው የሚሆኑት በስብሠባው ላይ ሲገኙ መልዓተ-ጉባኤ ይሆናል። 3. There shall be a quorum where two third of its members are present at a meeting. www.abyssinialaw.com ገፅ- 13 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 13 4. በስብሠባው ላይ ከተገኙት አባላት መካከል 50 ወይም ከዚያ በላይ በሚሆኑት ድምፅ የተደገፈ ማናቸውም ጉዳይ የምክር ቤቱ ውሳኔ ሆኖ ያልፋል። ሆኖም ድምፁ እኩል ለኩል የተከፈለ እንደሆነ ስብሳቢው ያለበት ወገን የምክር ቤቱ ውሳኔ ተደርጐ ይወሠዳል። 4. All matters having the support of 50 or above of those members present at the meeting shall pass to be the decision of the council. In case of a tie, however, the motion supported by the chairperson shall be taken to be the decision of the council. 5. በድምፅ የተለየ ወገን ቢኖር አነስተኛ አስተያየቱ በምክር ቤቱ የቃለ-ጉባኤ ሠነድ ላይ ተመዝግቦ ይያዝለታል። 5. The opinion of the dissenting minority shall, if any, be recorded and maintained in the minute of the council. 6. በዚህ አንቀጽ ከንዑስ አንቀጽ 1–5 የሰፈሩት ድንጋጌዎች እንደተጠበቁ ሆነው ምክር ቤቱ የራሱን ዝርዝር ውስጣዊ የሥራ ማከናወኛና የውሳኔ አሠጣጥ ሥነ ሥርዓት መመሪያ ሊያወጣ ይችላል። 6. Without prejudice to the provisions of Sub- Arts. 1-5 of this Article hereof, the council may issue its own specific internal working and decision-making procedural directive thereof. 15 ስለሥራ አስፈፃሚ ኮሚቴው የስብሠባ ጊዜና የውሳኔ አሠጣጥ ሥነ-ሥርዓት 1155 MMeeeettiinngg TTiimmee aanndd DDeecciissiioonn-- MMaakkiinngg PPrroocceedduurree ooff tthhee EExxeeccuuttiivvee CCoommmmiitttteeee 1. የሥራ አስፈፃሚ ኮሚቴው መደበኛ ስብሰባ በየወሩ ይካሄዳል። ሆኖም እንደ ሥራው ስፋትና ውስብስብነት እየታየ ከዚህ ባነሠ ጊዜ አስቸኳይ የኮሚቴው ስብሠባዎች ሊጠሩ ይችላሉ። 1. The regular meeting of the executive committee shall be carried out monthly; provided, however, that an extra ordinary meeting may be called for in times less than what has been prescribed hereof, depending on the extent and complexity of the work. 2. በዚህ ደንብ አንቀጽ 14 ከንዑስ አንቀጽ 3–5 ምክር ቤቱን በሚመለከት የሠፈሩት ድንጋጌዎች ለሥራ አስፈፃሚ ኮሚቴውም በተመሳሳይ ተፈፃሚነት ይኖራቸዋል። 2. The provisions of Art. 14 sub-Arts. 3-5 of this regulation hereof, as regards the council, shall, mutatis mutandis, apply to the executive committee thereof. www.abyssinialaw.com ገፅ- 14 - ዝክረ-ህግ ጋዜጣ ቁጥር 16፣ ግንቦት 4 ቀን 2003 ዓ.ም Zikre-Hig Gazette No,16 .12 th Day of May, 2011 Page - 14 16 ስለሠራተኛ ማስተዳደሪያ ህግ 1166 PPeerrssoonnnneell AAddmmiinniissttrraattiioonn LLaaww የምክር ቤቱ ጽ/ቤት ሠራተኞች ቅጥርና አስተዳደር በክልሉ ሲቪል ሠርቪስ ህጐች ፣ ደንቦችና መመሪያዎች መሠረት የሚመራ ይሆናል። The employment and administration of the staff belonging to the office of the council shall be governed in accordance with the Regional Civil Service Laws, Regulations and Directives. 17 ስለበጀት 1177 BBuuddggeett ለምክር ቤቱ ጽ/ቤት የሚያስፈልገው ጥቅል በጀት በክልሉ መንግስት ይመደባል። The block budget required for the office of the council shall be allocated by the Regional Government. 18 ስለሂሣብ መዛግብት 1188 BBooookkss ooff AAccccoouunntt 1. የምክር ቤቱ ጽሕፈት ቤት የተሟሉና ትክክለኛ የሆኑ የሂሳብ መዛግብት ይይዛል። 2. የጽሕፈት ቤቱ የሂሳብ መዛግብትና ገንዘብም ሆነ ንብረት ነክ ሰነዶች በክልሉ ዋና ኦዲተር መስሪያ ቤት ወይም እርሱ በሚሰይማቸው ኦዲተሮች በየጊዜው ይመረመራሉ። 1. The office of the council shall maintain complete and accurate books of account. 2.
