Short Title This Regulation may be cited as the "Food, Beverag< and Pharmaceutical Industry Development Institut' Establishment Council of Ministers Regulatior No. 287/2013". No. 44 June 20111 2013 Page 6889 Establishment 11 The Food, Beverage and Phannaceutical In dustry Development Institute (hereinafter the "Institute") is hereby established as an autono mous federal government institution having its own legal personality. 2/ The Institute shall be accountable to the Min istry. Head Office The Institute shall have its head office in Addis Ababa and may have branch offices elsewhere, as may be necessary. Objective The objective of the Institute shall be to provide all round support to the food, beverage and pharmaceuti cal industry and thereby accelerate technology trans fer, achieve transformation and enable the industry to be competitive at international level. Organization of the Institute 8. The Institute shall have: 1/ 2/ 3/ an Advisory Council (hereinafter the "Council"); a Director General and, as may be necessary, Deputy Director Generals to be appointed by the government; and the necessary staff. Duties of the Council The Council shall: 11 advise the InStitute on its activities; 2/ evaluate and forward its recommendation on polices, strategies, plans, studies and research formulated with a view to accelerating the development of the food, beverage and phar maceutical industry; 3/ forward its opinions on capacity building programs; 4/ ; i evaluate the implementation of the plans of the Institute every three months and suggest ) remedial directions. 10. Meetings of the Council 11 The Council shall meet every three months; provided, however, that it may meet at any time where necessary . Powers and Duties of the Director General 1/ · The Director General shall be the chief ex ecutive officer of the Institute and shall direct and administer the activities of the Institute. Federal Negarit Gazette · No. 44 June 20th 2013 Page 689S 2/ Without limiting the generality of sub-article (1) of this Article, the Director General shall: a) exercise the powers and duties of the Institute specified under Article 6 of this Regulation; b) employ and administer employees engaged in support services of the Institute in accordance with the fed c) d ) e) f) eral civil service laws and, in the case of professionals engaged in the core functions of the Institute, in accor dance with directives approved by the government following the basic prin ciples of the federal civil service laws; prepare and submit to the Ministry the strategic plans, annual plans, work programs and budgets of the Institute and implement same upon approval; effect payments in accordance with the approved budget and work pro gram of the Institute; represent the Institute in its dealings with third parties; prepare and submit to the Ministry the performance and financial reports of the Institute. 3/ The Director General may delegate part of his powers and duties to other officers and staff of the Institute to the extent necessary for the effective performance of the activities of the Institute. Book of Accounts 11 2/ The Institute shall keep complete and accu rate books of accounts. The books of accounts and financial docu ments of the Institute shall be audited annu ally by the Auditor General or an auditor as signed by him. 14.
