第 28 号 《重点管控新污染物清单（2023年版）》已于2022年11月29日由生态环境部2022年第五次部务 会议审议通过，并经工业和信息化部、农业农村部、商务部、海关总署、国家市场监督管理总局同 意，现予公布，自2023年3月1日起施行。 生态环境部部长 黄润秋 工业和信息化部部长 金壮龙 农业农村部部长 唐仁健 商 务 部 部 长 王文涛 海 关 总 署 署 长 俞建华 市 场 监 管 总 局局长 罗 文 2022年12月29日 重点管控新污染物清单（2023年版） 第一条 根据《中华人民共和国环境保护法》、《中共中央 国务院关于深入打好污染防治攻坚 战的意见》以及国务院办公厅印发的《新污染物治理行动方案》等相关法律法规和规范性文件，制 定本清单。 第二条 新污染物主要来源于有毒有害化学物质的生产和使用。 本清单根据有毒有害化学物质的环境风险，结合监管实际，经过技术可行性和经济社会影响评 估后确定。 第三条 对列入本清单的新污染物，应当按照国家有关规定采取禁止、限制、限排等环境风险 管控措施。 第四条 各级生态环境、工业和信息化、农业农村、商务、市场监督管理等部门以及海关，应 当按照职责分工依法加强对新污染物的管控、治理。 第五条 本清单根据实际情况实行动态调整。 第六条 本清单自2023年3月1日起施行。 附表 重点管控新污染物清单
