Article 3 of the Law stipulates: "The organ in charge of the quarantine of animal products leaving China for trade purpose shall be designated by the State Council as it deems appropriate." The State Council maintains that, from a long-term point of view, it is more appropriate for the agricultural department to exercise a unified administration over the quarantine of animal products leaving China for trade purpose, but this cannot do without a process. The State Council has, therefore, decided that the quarantine work of animal products leaving China for trade purpose shall continue to be undertaken by the State's department of commodity inspection.
