22/10/2019 文章打印 商务部 海关总署公告2017年第40号 关于执行联合国安 理会第2371号决议的公告 文章来源：商务部对外贸易司 2017-08-14 16:04 文章类型：原创 内容分类：政策 【发布单位】中华人民共和国商务部 海关总署 【发布文号】公告2017年第40号 【发布日期】2017-8-14 为执行联合国安理会第2371号决议，根据《中华人民共和国对外贸易法》，现对涉及朝鲜 进出口贸易的部分产品采取下列管理措施： 一、自公告执行之日起，全面禁止自朝鲜进口煤、铁、铁矿石、铅、铅矿石、水海产品。 对于在公告执行之日前已运抵我口岸的上述货物，可予以放行。自9月5日零时起，不再办理进 口手续（包括海关已接受申报但尚未办理放行手续的货物）。此后，进境的上述产品一律按禁 止进口货物处理。 二、上述措施不适用于出口国根据可信情报证实非朝鲜原产且经由朝鲜罗津港（Rason） 转口的煤，但出口国须事先通报联合国安理会根据第1718号决议设立的委员会。经罗津港进口 非朝鲜原产煤炭的中国企业须持出口国向联合国安理会根据第1718号决议设立的委员会通报材 料办理通关手续。 三、有关禁运产品详情见附件。 本公告自2017年8月15日起执行。 附件：根据联合国安理会2371号决议新增对朝鲜禁运部分产品清单 商务部 海关总署 2017年8月14日 Print www.mofcom.gov.cn/sys/print.shtml?/b/e/201708/20170802626082 1/1
