Governmental Order No. 456 regarding validation of the list of lines of activities subject to special permit (licence) and institutions authorized to issue such permits (licences)

On the List of Lines of Activities Subject to Special Permit (License) and Bodies to Issue Such Permits (Licenses) Decision of the Government of the Republic of Belarus № 456 of 21 August, 1995 (Decision contains all the later amendments and additions. Last amendments of this Decision: Decision of the Government of the Republic of Belarus № 277 of February 28, 2002) With the object of perfecting the state regulation of the activity of economic entities (legal entities and individuals), the Cabinet of Ministers of the Republic of Belarus decides: 1. To approve the list of lines of activity that require a special permit (a license), and bodies to issue such permits (licenses), hereinafter, the List. 2. To establish that all special permits (licenses) for the right to exercise the lines of activity enumerated in the List approved by the present Decision and which have been issued prior to this Decision, are valid within the entire period for which they have been granted. 3. Ministries and other central bodies of administration, oblast executive committees and Minsk City Executive Committee, state concerns should: in accordance with the List, by 1st October 1995, to introduce amendments (as required) into legislation in force which regulates licensing of all lines of activity under their responsibility; to ensure bringing this Decision to the notice of, and abiding by, all the enterprises and organizations within their jurisdiction. 3-1. To establish that special permits (licenses) to exercise separate line of activities associated with specific goods (works, services) shall be issued by the republican bodies of state administration, on the ground of a decision made by the Interagency Commission for Military and Technical co-operation and Export Supervision under the Security Council of the Republic of Belarus. 4. To recognize the decisions of the Government according to the list attached to be invalid. Approved by Decision of the Government of the Republic of Belarus № 456 of August 21, 1995 List of Lines of Activities Subject to Special Permit (License) and Bodies to Issue Such Permits (Licenses) National Bank Banking activity, in accordance with the List of lines of activities which, in conformity with legislation, are subject to licensing External audit of banks and non-banking financial (credit-and-financial) organizations. Ministry of Architecture and Construction Design and survey *1) activity for construction, development, reconstruction and capitalized repairs of I and II Liability Class objects/sites (including design works associated with the reconstruction and preservation of historical and cultural monuments), residential houses (blocks) of all types, as well as the working out of urban development and design and laying-out documentation Execution of construction and erection and special works (with exception of projects works on which are to be licensed by other ministries and other central bodies of administration) Production of glass bottles intended for bottling, storage and transportation of alcoholic beverages Exercise of engineering supervision under construction *1) Licenses for and gas weaponry, including gas containers, and ammunition thereto Detective activity Operation, maintenance and control of fire-hazardous and highly explosive production facilities and sites of mass gathering; a list thereof should be determined by the Chief Fire-fighting Administration of the Ministry of Internal Affairs Design, assembly, adjustment and technical maintenance of automated fire-fighting equipment and anti-smoke protection Conduction of tests of substances, materials, articles, equipment and building constructions for fire hazard and fire-resistance Organisation and functioning of (sub) units meant for fire prevention and extinguishing at enterprises, in establishments and organizations Production and capitalized repair of fire-fighting technique (vehicles and
