Both countries are in SADC; ZIMRA lists the SADC Protocol among the agreements under which Zimbabwean exporters and goods are registered for preferential origin, and SADC certificate-of-origin forms are sold by ZimTrade. Whether this changes anything for HS 7108 depends on South African duty on gold, not confirmed. There is no recorded lawful flow data: Zimbabwe files no HS 710812 data with UN Comtrade, and South Africa excludes gold imported for processing from its statistics. South Africa is the main overland smuggling route for Zimbabwean gold, via Beitbridge and through Botswana.

Where practice departs from the law
What credible sources show happening that the law does not provide for.
Mining Zimbabwe reports that nearly 40% of gold mined in Matabeleland is believed to be smuggled directly to South Africa, mainly through the Beitbridge border post, with a Botswana route used to avoid checks. The gold is hidden in clothing, modified vehicles and tankers.
Figures: ~40% of Matabeleland output
SecondarySWISSAID names Zimbabwe as the main source of smuggled gold entering South Africa. South Africa's special-trade reporting leaves gold imported for processing out of its statistics, so no official flow figure exists on either side.
SecondaryOCCRP, citing a July 2022 CNRG report, estimates that about 36 t a year is smuggled out of Zimbabwe, more than the 29.6 t officially produced in 2021, typically through South Africa, Zambia and Mozambique.
Figures: ~36 t/yr (2022 estimate)
