State-dominated industrial origin. The state combines NMMC and AMMC mine, process and refine gold in their own LBMA-compliant refineries. The CBU has a priority (since 2019 no longer exclusive) right to buy refined gold, priced off the LBMA AM fix, and in practice buys almost all of it: 109 t in 2025, of which 100 t was exported as reserve sales. Prospectors can win alluvial plots at e-auction (Subsoil Law ZRU-987, in force 2.2.2025) and sell to combines, jewellers or, since 2025, via the exchange. Gold not bought by the CBU goes to jewellers via exchange or direct contract. Individuals may export CBU bars with the certificate. Subsoil use tax is 7% (secondary sources), with a 50% profit tax above 15% of revenue for NMMC.

Special rent tax on mineral extraction
- Rate
- Minimum 25% of the taxable base
- Base
- Sales revenue (net of VAT and excise) less extraction expenses

- Subsoil users designated by the Tax Code

SecondaryNot recordedLegal basis: Tax Code as amended by ZRU-741 of 29.12.2021, Arts 454-1 to 454-7
Researcher's note: Whether it applies to gold producers was not confirmed; validFrom assumed as 1.1.2022, the year after ZRU-741.
Subsoil use tax on gold (royalty)
Extracted gold
- Rate
- 7% (gold, silver, copper); from 1.1.2026 local councils may apply an increasing coefficient of up to 1.3 to subsoil use tax (non-metallic materials and cement limestone excepted)
- Base
- Value of extracted (recovered) gold; special base rules for certain metals in Tax Code Art. 451-1
- Paid by
- Subsoil user (state combines, private miners)
- Collected by
- Tax Committee
SecondaryNot recordedLegal basis: Tax Code, Chapter 64; rates in Art. 452
Researcher's note: Rate from PwC (reviewed 16.01.2026) and GRATA; the Art. 452 table could not be read. NMMC's 2025 'royalty (mineral extraction tax)' of USD 1,239m is about 12.4% of its USD 9,987m sales to the CBU, well above 7%. The base, coefficient or a special rate may explain the difference; this is unresolved. Verification 2026-09-22: PwC confirms 7% for gold from 1.1.2025; Gazeta.uz (2026 changes) describes the up-to-1.3 coefficient as a power of local councils over subsoil use tax generally, without naming gold, so whether any council applies it to gold is unknown.

Dealers in precious metals and stones, pawnshops and purchase points are reporting entities under Law 660-II, supervised by the Ministry of (Economy and) Finance; STRs go to the DCEC (FIU). Banks must identify clients for bar and gram-gold sales. Commodity-exchange members have their own internal control rules (No. 2038, last amended 28.04.2026).

Where practice departs from the law
What credible sources show happening that the law does not provide for.
EAG (2022) found the DPMS sector had the weakest understanding of STR obligations. Supervision of DNFBPs is insufficient, and sanctions are patchy or not applied outside banks and exchanges.
StandardBlockedBy law the CBU holds only a priority right, and other buyers are allowed. In practice the CBU takes nearly all output: NMMC's only disclosed gold customer is the CBU, and the CBU's 109 t purchase in 2025 is close to total national production.
