The development of cashewproduction and processing in thenear future must ensure the best exploitationofeconomic, social andenvironmental protectionbenefitsandcompatibility withthenational planning onrestructuring ofagricultural andforestry production. 2.Toapply scientificandtechnological advances, raise productivity, qualityand efficiency, and form consolidated.cashew-growingareas inassociationwith theprocessing industryandconsumptionmarkets. i. Tomobilize resources of different economic sectors, inwhichtheState providespartial support for investment inthedevelopment oftrafficandirrigation infrastructure ofconsolidatedcashew-growing areas, theresearch <U1d transferofscientificandtechnological advances, varieties andcultivation processes. II. DEVELOPMENT ORIENTATIONSAND MAJURTARGETS 1.Development orientations To expand the cashew areas in regions where conditions permit, especiallygray-soil regions inthe CentralHighlands,EasternSouthVietnamandSouthem CentralVietnamcoast; toconcentrateontheintensive growing of,andreplacement ofoldcashewvarieties with, newcashewvarieties ofhighyieldandquality; to renew processingequipmentandtechnologies towards modernizationandin-depthprocessing forraising the production valueandefficiency. © VIETNAM LAW & LEGAL FORUM 10 OFFICIAL GAZETTE Issue nos 04·051May il007 (Cong Baa nos 316·3171May22,2007) 2.Major targetsup to20I° The cashew-growing areanationwide: 450,000 ha;harvestarea:360,000 ha. Average yield: 1.4tons/ha; inhigh-yield regions: over2tonslha. Outputofrawcashewnuts: 500,000 tons. Total processingcapacitywillbemaintained atthe existing levelof715,000tonsofrawnuts/year. Thevolumeofrawcashewnurs put to processing will be625,000tons,of which 125,000 tonswillbe imported. Outputofcashewkernels: 140,000 tons. Exportturnover: USD670million. 2.Orientations to2020 • The stablecashew-growing ureawillbe around 400,00000. TheexporttumoverwillreacharoundUSD820 million. III. By2010,thetotal processing capacityof factories upto HACCPstandards willrepresentmore than70%ofthecapacityofprocessing establishments nationwide; flBasedonmarketdemands, tomakedevelopment investment inthein-depthprocessinganddiversification ofproducts forsustainable development; by20I0, to process around 20%ofcashewkemels intoinstantfood products (salt-roastedcashew kernels, butter-fried cashewkernels; cashew-kernel confectioneries, etc.), to turn out products processed from cashew fruits (liquors, beverages, etc.)andcashewoil furthe domestic marketandexport; g!To study and rapidly apply mechanization to processing stagestoredresstheshortage oflaborers. 4.Investment Thestatebudget funds shallbegiven totheimport, evaluation andpropagation ofnewcashewvarieties, theinvestment inmajor irrigation andtraffic worksin consolidated cashew-growing areas, and the mechanizationofprocessing stages. 5.Consumption andtradepromotion TheStateencourages andfacilitates processingand exporting enterprises to build brands of,andconduct tradepromotionfor, cashewproducts, 6.Organizatirm ofproduction aJ Toencourageand facilitate cashewprocessing enterprises toenterintocooperationorjointventure for forming companiesand groupswithstrongfinancial potential, high technological level andstrongbrands in order toparticipateintheworldmarket; blToconsolidateandheightentheroleoftheVietnam Cashew Association to properly coordinate with enterprises inthedomainsofmarketforecast, science and technology, information, trade promotion and product consumption; tosetupinsurance funds forthe production andexportofcashewkernels; c( To establish cashew growers' clubs and associations in suchkey areasasBinh Phuoc, Dong Nai,DacNong, DacLac,GiaLai,BinhThuan,etc.;to organize service cooperatives acting asmaiorbodies in supplying materials andfertilizers, sellingproducts, managing quality, and maintaining prestige and trademarks ofrawcashewnutsofeacharea. IV.ORGANIZATION OF IMPJ"EMRNTATION 1. The Ministry of Agriculture and Rural Development shall assumetheprimeresponsibility for, andcoordinatewithconcernedministries andbranches in,directing andinspecting theimplementationofthe Planning; andclosely foIIowupdated information on marketsandscientific andtechnological advances in ordertomakeappropriate adjusrmenrs to thePlanning. 2.The People'sCommitteesof cashew-growing provincesnnd centrallyrun citiesshall approve, anddirect theimplementation of,localplannings ondevelopment ofthecashewindustryinaccordancewiththis Planning; anddirect local functional agencies in formulatingand executing investmentprojectson thedevelopmentof consolidatedraw-material areasin associationwith cashewprocessing establishments. Article2.-ThisDecisiontakeseffect15 daysafter itspublicationin"CONGBAO." Article 3.- Ministers, presidents of provinciaJ! municipal People's Committeesandheadsofconcerned agencies shall implementthisDecision.
