Annually, basing themselves on their production and business plans, production establishments which use large volume of energy must work out □ Jans on thriftv and efficient use of energy and elaborate energy consumption norms for a produGt unit as well as their annual energy saving targets, then submit them to provincial/ municipal Industry Services, superior management agencies and the Industry Ministry by February 15 of a plan year at the latest. Production establishments are encouraged to organize the energy auditing for eveiy 3-5 years, The energy auditing results shall serve as basis for production establishinentMo select appropriate solutions to raise energy:use efficiency,.then submit them to competenfauthorities tor approval. This Circular takes effect 15 days after its publica,fon in the Official Gazette.-··
