Imikoreshereze y’ako karere igenwa n’urwego rufite imicungire ya Pariki z’Igihugu mu nshingano zarwo. 2 º akarere ko guteza imbere ubukungu: akarere gakikije Pariki, kagizwe n’ubutaka bw’abaturage, ubw’Akarere n’ubwa Leta. Ubwo butaka bukorerwamo imirimo y’iterambere ry’ubukungu bitanyuranije n’amategeko abigenga. 3 º GPS (Global Positioning System): uburyo budashidikanywaho bugaragaza aho ibintu biherereye hakoreshejwe ibyogajuru. Ingingo ya 3 : Akarere k’ubuhumekero Hashyizweho akarere k’ubuhumekero ka Pariki y’Igihugu y’Akagera gafite ubuso bungana na boundaries of the Akagera National Park are described on annex 1 of this Law. The area of the Akagera National Park is one hundred twelve thousand one hundred ninety-three hectares (112 193 ha). Article 2: Definition of terms For the purpose of this Law, the terms below shall have the following meaning: 1 º buffer zone: zone created between the park boundaries and the zone settled by humans with a view to delivering better management of the Park. The management of the buffer zone shall be entrusted to the institution in charge of national parks management. 2 º economic development zone: zone bordering the park, comprising individual and public lands. This zone is exploited with economic development activities in compliance with relevant Laws. 3 º GPS (Global Positioning System): satellite-based technique used to indicate exact geographical position. Article 3: Buffer zone There is hereby created a buffer zone for Akagera National Park. Its area is nine hundred superficie. Les limites du Parc National de l'Akagera sont celles décrites à l’annexe 1 de la présente loi. La superficie du Parc National de l’Akagera est de cent-douze mille cent-quatre vingt-treize hectares (112 193ha). Article 2: Définitions des termes Aux fins de la présente loi, les termes repris ci après ont la signification suivante: 1 º zone tampon: zone créée entre les limites du parc et la zone habitée pour des besoins de la bonne gestion du Parc. La gestion de la zone tampon est confiée à l’institution ayant la gestion des parcs nationaux dans ses attributions. 2 º zone de développement économique : zone bordant le parc et constituée de propriétés privées et des domaines de district ou de l’Etat et dont l’utilisation est réservée aux activités de développement économique conformément aux lois en la matière. 3 º GPS (Global Positioning System) : technique de positionnement géographique utilisant des satellites. Article 3: Zone tampon Il est créé une zone tampon pour le Parc National de l’Akagera. Ingingo ya 5 : Akarere ko guteza imbere ubukungu Hashyizweho akarere ko guteza imbere ubukungu mu nkengero za Pariki y’Igihugu y'Akagera gafite ubuso bungana na hegitari ibihumbi mirongo itatu magana atandatu na mirongo irindwi n’ebyiri (ha 30 672). Article 4 : Management of the National Park and the buffer zone The management of the Akagera National Park and its buffer zone is entrusted with the institution in charge of the management of national parks. Article 5: Economic development zone There is hereby created a zone of economic development in the surroundings of the Akagera National Park. Its area is thirty thousand six hundred seventy-two hectares (30 672 ha). The boundaries of this zone are described in annex 3 of this Law. Developmental activities in the zone shall be managed by the local authorities of border districts of the Akagera National Park in the collaboration with the institution in charge of the management of national parks in respect to legal provisions governing land, environment and forests. neuf cent soixante-sept et trois dixièmes d’hectares (967,3 ha). Article 4: Gestion du Parc et de la zone tampon La gestion du Parc National de l’Akagera et de la zone tampon est confiée à l'institution ayant la gestion des parcs nationaux dans ses attributions. Article 5: Zone de dévéloppement économique Il est créé une zone de dévéloppement économique dans la région avoisinant le Parc National de l'Akagera. Sa superficie est de trente mille six cent soixante-douze hectares (30 672 ha). Les limites de cette zone sont décrites à l’annexe 3 de la présente loi. Les activités de développement dans cette zone sont gérées par l’administration des districts limitrophes du Parc National de l’Akagera en collaboration avec l’institution ayant la gestion des parcs nationaux dans ses attributions dans le respect des dispositions légales en matière de terres, d’environnement et des forêts. 17 Official Gazette n° special of 14/10/2010 Ingingo ya 6 : Ikarita yerekana imbibi za Pariki y’Igihugu y’Akagera, iz’akarere k’ubuhumekero n’iz’akarere ko guteza imbere ubukungu Ikarita yerekana imbibi za Pariki y’Igihugu y’Akagera, iz’akarere k’ubuhumekero n’iz’akarere ko guteza imbere ubukungu ni igaragara ku mugereka wa kane (4) w’iri tegeko. Ingingo ya 8: Ivanwaho ry’ingingo zinyuranyije n’iri tegeko Iteka ryo ku wa 26/11/1934 rishyiraho Pariki Nasiyonali y’AKagera nk’uko ryahinduwe kandi ryujujwe kugeza ubu n’ingingo zose z'amategeko abanziriza iri kandi zinyuranyije na ryo bivanyweho. Ingingo ya 9: Igihe iri tegeko ritangira gukurikizwa Iri tegeko ritangira gukurikizwa ku munsi ritangarijweho mu Igazeti ya Leta ya Repubulika y’u Rwanda. Article 6: Map determining the boundaries of Akagera National Park, the buffer zone and the economic development zone The map determining the boundaries of Akagera National Park, the buffer zone and the economic development zone is in annex 4 of this Law. Article 7: Preparation, consideration and adoption of this Law This Law was drafted, considered and adopted in Kinyarwanda. Article 8: Repealing provision The Decree of 26/11/1934 establishing the National Park of AKagera as modified and complemented to date, and all prior legal provisions inconsistent with this Law are hereby repealed. Article 9: Commencement This Law shall come into force on the date of its publication in the Official Gazette of the Republic of Rwanda. Article 6: Carte déterminant les limites du Parc National de l’Akagera, de la zone tampon et de la zone de développement économique La carte déterminant les limites du Parc National de l’Akagera, de la zone tampon et de la zone de développement économique est à l’annexe 4 de la présente loi. Article 7: Initiation, examen et adoption de la présente loi La présente loi a été initiée, examinée et adoptée en Kinyarwanda. Article 8: Disposition abrogatoire Le Décret du 26/11/1934 portant création du Parc National de l’AKagera tel que modifié et complété à ce jour, ainsi que toutes les dispositions légales antérieures contraires à la présente loi sont abrogés. Article 9: Entrée en vigueur La présente loi entre en vigueur le jour de sa publication au Journal Officiel de la République du Rwanda. Follow the line towards the beacon B located at Nyungwe and longing the western coast line of the swamp of Kamakaba stream, defined by the following GPS coordinates: Beaco n Latitude Longitude D M S D M S A -01 18 16,6 +30 33 15,8 A1 -01 18 16,6 +30 33 10,1 ANNEXE 1 A LA LOI N°33/2010 DU 24/09/2010 ETABLISSANT LE PARC NATIONAL DE L’AKAGERA Les limites du Parc National de l'Akagera sont les suivantes : 1º Au Nord : A partir du point dénomé Karushuga au bord occidental de la rivière Akagera, dans la Cellule Karushuga, Secteur Rwimiyaga, District de Ntagatare, marqué par les coordonnées GPS un degré dix-huit minutes seize secondes et six dixièmes de latitude Sud (S 01 18 16,6) et trente degrés trente-trois minutes quinze secondes et huit dixièmes de longitude Est (E 030 33 15,8) à partir de Greenwich.
