Ingingo ya 2: Isobanura Muri iri tegeko – (a) « amahoro » bivuga amafaranga yishyurwa ku bikoresho bitumizwa mu mahanga bipfunyitse mu bikoresho bya pulasitiki; (b) « ibikoresho » bivuga umutungo ufatika cyangwa udafatika upfunyitse mu bikoresho bya pulasitiki; (c) « ibikoresho bya pulasitiki » bivuga ibintu bikozwe mu bikomoka ku binyabutabire bya peteroli harimo amasashe, bitaremereye, byorohereye kandi bitabora. Ingingo ya 3: Ibirebwa n’iri tegeko (1) Iri tegeko rireba urutonde rw’ibikoresho Article One: Purpose of this Law This Law establishes an environmental levy on imported items that are packaged in plastic materials for the management of the resulting waste. Article 2: Interpretation In this Law – (a) “levy” means a charge applied to imported items that are packaged in plastic materials; (b) “items” means tangible or intangible property packaged in plastic materials; (c) “plastic materials” means lightweight, soft and non-compostable materials, including plastic carry bags, that are made from substances derived from petrochemicals. Article 3: Scope of application of this Law (1) This Law applies to the list of imported Article premier : Objet de la présente loi La présente loi instaure une redevance environnementale sur les articles importés emballés dans des matériaux en matière plastique en vue de la gestion des déchets qui en résultent. Article 2 : Interprétation Dans la présente loi – (a) « redevance » signifie une imposition appliquée aux articles importés emballés dans des matériaux en matière plastique; (b) « articles » signifie les biens matériels ou immatériels emballés dans des matériaux en matière plastique ; (c) « matériaux en matière plastique » signifie des matériaux légers, souples et non compostables, y compris les sacs en plastique, fabriqués à partir des substances provenant de produits pétrochimiques. Ingingo ya 4: Igipimo cy’amahoro Ibikoresho bitumizwa mu mahanga biteganywa n’iri tegeko byishyura amahoro angana na 0,2% abarirwa ku gaciro kabyo ka gasutamo. Ingingo ya 5: Aho amahoro yakirirwa Amahoro ku bikoresho bitumizwa mu mahanga yakirirwa kuri gasutamo hakurikijwe itegeko rigenga imicungire ya gasutamo z’Umuryango w’Ibihugu by’Afurika y’Iburasirazuba. items included in the Annex, except if such items – (a) are exempted in accordance with the East African Community Customs Management Act; or (b) are pharmaceutical products. (2) An Order of the Minister in charge of taxes may expand or narrow down the list of imported items included in the Annex to this Law. Article 4: Levy rate Imported items provided for by this Law are subject to a levy of 0.2% to be calculated on their customs value. Article 5: Place of levy collection The levy on imported items is collected at the customs point in accordance with the East African Community Customs Management Act. articles importés figurant en annexe, sauf si ces articles – (a) sont exonérés conformément à la Loi portant gestion des douanes de la Communauté de l’Afrique de l’Est ; ou (b) sont des produits pharmaceutiques. Article 4 : Taux de la redevance Les articles importés prévus par la présente loi sont assujettis à une redevance de 0,2% calculée sur leur valeur en douane. Article 5 : Lieu de perception de la redevance La redevance sur les articles importés est perçue au poste douanier conformément à la Loi portant gestion des douanes de la Communauté de l’Afrique de l’Est. Ingingo ya 8: Gutangira gukurikizwa Iri tegeko ritangira gukurikizwa guhera ku wa 01 Nyakanga 2025. Article 6: Account for levy deposit The levy is deposited into a sub-account of the Treasury Single Account. Article 7: Language provision This Law was drafted in English, considered and adopted in Ikinyarwanda. Article 8: Entry into force This Law comes into force as from 01 July 2025.
