UMUTWE WA II: IMIKORERE Y'UMUBITSI MUKURU W’IMPAPUROMPAMO Z’UBUTAKA N'UMUBITSI W’IMPAPUROMPAMO Z’UBUTAKA Ingingo ya 3: Amafasi y'iyandikisha ry'ubutaka Igihugu cy’u Rwanda kigabanijemo amafasi y'iyandikisha ry'ubutaka atanu (5). Ayo mafasi ni aya akurikira: CHAPTER ONE: GENERAL PROVISIONS Article One: Purpose of this Order This Order determines the performance of duties and powers of the Chief Registrar of Land Titles and a Registrar of Land Titles. Article 2: Definition of Land Registrar A Land Registrar is a public officer responsible for keeping and updating the land register; he/she can be the Chief Registrar of Land Titles or a Registrar of Land Titles. A Land Registrar operates under the National institution in charge of land registration. CHAPTER II: FUNCTIONING OF THE CHIEF REGISTRAR OF LAND TITLES AND A REGISTRAR OF LAND TITLES Article 3: Land registration zones The territory of Rwanda is subdivided into five (5) land registration zones. Zones are as follows: CHAPITRE PREMIER: DISPOSITIONS GENERALES Article premier: Objet du présent arrêté Le présent arrêté détermine les modalités et les compétences du Conservateur des Titres Fonciers en Chef et Conservateur des Titres Fonciers. Article 2: Définition du Conservateur Foncier Le Conservateur foncier est un officier public chargé du maintien et de la mise à jour de la base des données foncières ; il peut être le Conservateur des Titres Fonciers en Chef ou le Conservateur des Titres Fonciers. Le Conservateur foncier opère dans l’institution nationale ayant en charge l’enregistrement foncier. CHAPITRE II: FONCTIONNEMENT DU CONSERVATEUR DES TITRES FONCIERS EN CHEF ET DU CONSERVATEUR DES TITRES FONCIERS Article 3: Zones d’enregistrement foncier Le territoire national Rwandais est divisé en cinq (5) Zones d’enregistrement foncier. Les zones d’enregistrement sont les suivantes: Official Gazette nᵒ 22 of 30/05/2016 83 1° Ifasi y’iyandikisha ry’ubutaka y’Umujyi wa Kigali; 2° Ifasi y’iyandikisha ry’ubutaka y’Amajyaruguru; 3° Ifasi y’iyandikisha ry’ubutaka y’Amajyepfo; 4° Ifasi y’iyandikisha ry’ubutaka y’Uburasirazuba; 5° Ifasi y’iyandikisha ry’ubutaka y’Uburengerazuba; Buri Fasi ikuriwe n’Umubitsi w’Impapurompamo z’Ubutaka. Kubera imirimo ye, Umuyobozi w’Ishami ry’Ubutaka no Gutunganya Amakarita mu Rwego rw’Igihugu rushinzwe iyandika ry’ubutaka, ibipimo n’amakuru y’ubutaka, akora imirimo y’Umubitsi w’Impapurompamo z’Ubutaka. Akorera mu Biro by’Umubitsi Mukuru w’Impapurompamo z’Ubutaka. Umubitsi Mukuru w’Impapurompamo z’Ubutaka ashyiraho amabwiriza agenga imikoranire ye n’abandi Babitsi b’Impapurompamo z'Ubutaka bakorera mu mafasi. Ingingo ya 4: Irahira n’itangira ry’imirimo Mbere yo gutangira imirimo yabo, Umubitsi Mukuru w’Impapurompamo z’Ubutaka n'Ababitsi b'Impapurompamo z'Ubutaka barahirira gutunganya imirimo yabo. 1° the land registration zone of the City of Kigali; 2° the land registration zone of the North; 3° the land registration zone of the South; 4° the land registration zone of the East; 5° the land registration zone of the West. Each zone is under the responsibility of a Registrar of Land Titles. By virtue of his/her attributions, the head of the department of lands and mapping within the national institution in charge of land registration and geo-information services, acts as a registrar of land titles. He/she is attached to the office of the Chief Registrar of Land Titles. The Chief Registrar of Land Titles determines, by instructions, modalities of working relationship between him/her and other Registrars of Land Titles working in zones. Article 4: Taking oath and commencement of duties Before taking office, the Chief Registrar and Registrars of Land Titles take oath to fulfil their duties. 1° la zone d’enregistrement foncier de la Ville de Kigali; 2° la zone d’enregistrement foncier du Nord; 3° la zone d’enregistrement foncier du Sud; 4° la zone d’enregistrement foncier de l’Est; 5° la zone d’enregistrement foncier de l’Ouest. Chaque zone est sous la responsabilité d’un Conservateur des Titres Fonciers. De par ses fonctions, le Chef du département des terres et de la cartographie au sein de l’institution nationale en charge de l’enregistrement et les services de géo-information est également investi des fonctions de Conservateur des titres fonciers. Il est rattaché à l’Office du Conservateur des Titres Fonciers en Chef. Le Conservateur des Titres Fonciers en Chef détermine, par voie d’instructions, les modalités de sa collaboration avec les autres Conservateurs des Titres Fonciers œuvrant dans les zones. Article 4: Prestation de serment et entrée en fonctions Avant d’entrer en fonctions, le Conservateur des Titres Fonciers en Chef et les Conservateurs des Titres Fonciers prêtent serment d’accomplir leurs tâches. Official Gazette nᵒ 22 of 30/05/2016 84 Ingingo ya 5: Ubwigenge mu mikorere Mu mirimo ye, Umubitsi Mukuru w’Impapurompamo z’Ubutaka cyangwa Umubitsi w’Impapurompamo z’Ubutaka akurikiza amategeko kandi agakora imirimo ye mu bwigenge. Ingingo ya 6: Inama y’Ababitsi b’Impapurompamo z’ubutaka Hashyizweho Inama y’Ababitsi b’Impapurompamo z’Ubutaka ifite inshingano yo gusuzuma no gufata imyanzuro ku bibazo byerekeranye no kwandika ubutaka n’imigendekere myiza y’akazi. By’umwihariko, iyo nama ifite inshingano zikurikira: 1° kwemeza iteshagaciro ry’icyemezo cy’iyandikisha ry’ubutaka, gusa mu bihe bikurikira: a. mu gihe urukiko rwafashe umwanzuro ku muntu ufite uburenganzira ku mutungo w’ubutaka ariko ntirutegeke gutesha agaciro ibyangombwa by’ubutaka byatanzwe mbere; b. mu gihe hakoreshejwe inyandikompimbano mu kubona ibyemezo by’iyandikisha ry’ubutaka, bikaba byaremejwe n’urukiko; Article 5: Independence in functioning In his/her functions, the Chief Registrar of Land Titles or a Registrar of Land Titles abides by provisions of the law and delivers duties independently. Article 6: Council of Registrars of Land Titles There is hereby established a Council of Registrars of Land Titles which has responsibility to analyse and decide on issues related to land registration and well-functioning of the service. In particular, the Council has the following responsibilities: 1° to decide on the cancellation of a land title, but only under the following circumstances: a. when there is a court order on right of ownership of land but there is no decision of cancelling the previously issued land title; b. when there was use of forged documents to obtain a land title as determined by court; Article 5: Indépendance dans le fonctionnement Dans l’exercice de ses fonctions, le Conservateur des Titres Fonciers en Chef ou le Conservateur des Titres Fonciers s’acquitte de ses tâches conformément à la loi et en toute indépendance. Article 6: Collège des Conservateurs des Titres Fonciers Il est institué un Collège des Conservateurs des Titres Fonciers dont les attributions consistent à examiner et donner des orientations aux questions touchant à l’enregistrement foncier et à la bonne marche du service. En particulier, le Collège a les attributions suivantes: 1° décider de l’annulation d’un titre foncier, seulement dans les circonstances suivantes : a. quand il y a décision d’une juridiction statuant sur l’ayant droit d’une propriété foncière sans décider de l’annulation d’un titre antérieurement attribué ; b. quand il y eu usage de faux documents pour obtenir un titre foncier tel que constaté par une juridiction; Official Gazette nᵒ 22 of 30/05/2016 85 c. mu gihe habayeho kwibeshya ku numero ubutaka bwabaruweho mu gutanga ibyemezo by’iyandikisha ry’ubutaka kandi uwari wagitwaye akaba nta bushake afite bwo kukigarura; d. habayeho ikosa ritewe n’uburyo bw’ikoranabuhanga mu gusohora icyemezo cy’iyandikisha ry’ubutaka k’uwo kitari kigenewe kandi uwari wagitwaye akaba nta bushake afite bwo kukigarura; e. mu gihe hari ibimenyetso bigaragaza ko ubutaka bwa Leta n’ubw’inzego zayo bwiyandikishijweho n’undi muntu mu buryo bunyuranije n’amategeko; 2° kwemeza ivanwaho ry’amakimbirane yanditswe mu gihe cy’iyandikisha rusange ry’ubutaka, iyo bigaragaye ko uwandikishije amakimbirane ntacyo yakoze ngo akemuke, byaba biciye mu miryango, abunzi cyangwa inkiko; 3° kwiga no kwemeza amabwiriza y’Umubitsi Mukuru w’Impapurompamo z’Ubutaka. Ibyemezo byafashwe n’Inama y’Ababitsi b’Impapurompamo z’Ubutaka bishyirwa mu bikorwa n’Umubitsi w’Impapurompamo z’Ubutaka ubifitiye ububasha. Inama y’Ababitsi b’Impapurompamo z’ubutaka iterana rimwe buri gihembwe n’igihe cyose bibaye c. when there was an error with the unique parcel identifier when issuing a title and the title’s holder has no willingness to return the title voluntarily; d. when there was an error due to information technology system used to issue a title to a non-right owner and the title’s holder has no willingness to return the title voluntarily; e. when there is proof that land belonging to the State and its organs has been registered to another person in an unlawful way; 2° to decide the removal of a dispute which was registered during the systematic land registration, in case it is clear that the person who registered the dispute did nothing to resolve it either through family, mediation committees or court. 3° to examine and approve instructions of the Chief Registrar of Land Titles. The decisions of the Council of Registrars of Land Titles are implemented by the competent Registrar of Land Titles. The Council of Registrars of Land Titles is convened on a quarterly basis or any time it is c. quand il y a eu erreur de numéro unique d’identification de parcelle au moment de l’attribution du titre foncier et que le détenteur du titre attribué n’a pas la volonté de le retourner; d. quand il y a eu erreur due à la technologie de l’information utilisé pour donner un titre foncier à un non-ayant droit et que le détenteur du titre attribué n’a pas la volonté de le retourner ; e. quand il y a preuve que la terre appartenant à l’Etat ou ses organes a été enregistrée à une autre personne d’une façon illégale; 2° décider du retrait des disputes inscrites durant l’enregistrement systématique des terres, dans le cas où la personne qui a fait inscrire la dispute n’a rien fait pour la résoudre soit au sein de la famille, soit à travers les comités des Conciliateurs ou par une juridiction; 3° examiner et approuver les instructions du Conservateur des Titres Fonciers en Chef. Les décisions prises par le Collège des Conservateurs des Titres Fonciers sont mises en exécution par le Conservateur des Titres Fonciers compétent. Le Collège des Conservateurs des Titres Fonciers se réunit une fois par trimestre et chaque fois en cas Official Gazette nᵒ 22 of 30/05/2016 86 ngombwa. Ingingo ya 7: Inshingano mu bijyanye n’imikorere y’Ibiro by’Ubutaka by’Akarere n‘Umurenge Umubitsi Mukuru w’Impapurompamo z’Ubutaka n’Umubitsi w’Impapurompamo z’Ubutaka bafite ububasha bwo gutanga amabwiriza ya tekiniki ku bakozi bashinzwe iby’ubutaka ku rwego rw’Akarere n‘Umurenge bakanagira uruhare mu igenzura ry’imikorere yabo. Ingingo ya 8: Gusigarirwa ku mirimo Iyo Umubitsi Mukuru w’Impapurompamo z’Ubutaka adahari, asimburwa n'Umubitsi w'Impapurompamo z'Ubutaka ukorera mu Biro bye. Iyo Umubitsi w‘Impapurompamo z’Ubutaka ukorera mu ifasi adahari, Umubitsi Mukuru w’Impapurompamo z’Ubutaka agena mu bandi Babitsi b’Impapurompamo umusigariraho . Icyakora, Umubitsi w’Impapurompamo z’Ubutaka w’umusigire akomeza kuzuza inshingano asanganywe mu ifasi ashinzwe. Ingingo ya 9: Gutanga raporo Mu mpera za buri gihembwe n’igihe cyose bibaye ngombwa, Umubitsi Mukuru w’Impapurompamo aha Minisitiri ufite Ubutaka mu nshingano ze raporo considered necessary. It is chaired by the Chief Registrar of Land Titles. Article 7: Responsibilities related to functioning of District and Sector Land Bureaus The Chief Registrar of Land Titles and Registrar of Land Titles have powers to issue technical instructions to the staff of District and Sector land bureaus and participate in controlling their performance. Article 8: Replacement during absence In case of his/her absence, the Chief Registrar of Land Titles is replaced by the Registrar of Land titles attached to his/her Office. In case a Registrar of Land Titles working from a zones is absent, the Chief Registrar of Land Titles designates one from among the other Registrars of Land Titles to act. However, the acting Registrar of Land Titles continues to fulfill his/her duties in his/her zone of deployment. Article 9: Report of activities At the end of every quarter and any time it is considered necessary, the Chief Registrar submits de besoin. Article 7: Attributions en matière de fonctionnement du Bureau Foncier de District et Secteur Le Conservateur des Titres Fonciers en Chef et le Conservateur des Titres Fonciers ont le pouvoir de donner des instructions techniques au personnel du Bureau Foncier de District et de Secteur et de participer au contrôle de leur performance. Article 8: Remplacement en cas d’absence En cas de son absence, le Conservateur des Titres Fonciers en Chef est remplacé par le Conservateur des Titres Fonciers rattaché à son office. En cas d’absence d’un Conservateur des Titres Fonciers qui travaille dans des zones, le Conservateur des Titres Fonciers en Chef désigne, parmi les autres Conservateurs des Titres Fonciers, celui qui en assure l’intérim. Toutefois, le Conservateur des Titres Fonciers intérimaire continue de remplir ses fonctions habituelles dans sa zone d’affectation. Article 9: Rapport d’activités A la fin de chaque trimestre et chaque fois que de besoin, le Conservateur des Titres Fonciers en Chef transmet au Ministre ayant les terres dans ses Official Gazette nᵒ 22 of 30/05/2016 87 y’ibikorwa irebana n’itangwa ry’impapurompamo z’ubutaka. CHAPTER III: POWERS AND RESPONSIBILITIES OF THE CHIEF REGISTRAR OF LAND TITLES AND A REGISTRAR OF LAND TITLES Article 10: Powers The Chief Registrar of Land Titles and a Registrar of Land Titles have the following powers: 1° to sign certificates of land titles and emphyteutic leases; 2° to certify that land has been definitely allocated; 3° to certify that land is leased under a long term or is under freehold; 4° to issue a certificate of land registration to replace a lost or damaged one; 5° to cancel certificate of land registration in accordance with the law; 6° to update the land registry; attributions le rapport d’activités relatif à la délivrance des titres fonciers. CHAPITRE III: COMPETENCES ET ATTRIBUTIONS DU CONSERVATEUR DES TITRES FONCIERS EN CHEF ET DU CONSERVATEUR DES TITRES FONCIERS Article 10: Compétences Le Conservateur des Titres Fonciers en Chef et le Conservateur des Titres Fonciers ont les compétences suivantes: 1° apposer leurs signatures sur les titres fonciers ainsi que sur les contrats de bail emphytéotique; 2° certifier qu’une terre est définitivement allouée; 3° certifier qu’une terre est donnée en bail emphytéotique ou en pleine propriété; 4° délivrer un certificat d’enregistrement foncier en remplacement de celui qui a été perdu ou abîmé; 5° annuler, conformément à la législation, un certificat d’enregistrement foncier; 6° mettre à jour le registre foncier; Official Gazette nᵒ 22 of 30/05/2016 88 7° kwemeza ihererekanya ry’ubutaka bashyira umukono wabo ku nyandiko zibigaragaza; 8° kwemerera kubona amakuru yerekeranye n’abatunze ubutaka, mu buryo buteganywa n’amategeko. Ingingo ya 11: Ububasha bwihariye bw’Umubitsi Mukuru w’Impapurompamo z’Ubutaka Umubitsi Mukuru w’Impapurompamo z’Ubutaka afite ububasha bwihariye bukurikira: 1° kuzuza ububasha buvugwa mu ngingo ya 10 y’iri teka mu bijyanye n’ubutaka bwa Leta n’inzego zayo; 2° kwemeza no gushyira umukono ku nyandiko z’ihererekanya ry’uburenganzira ku butaka buri mu mafasi arenze imwe (1). Ingingo ya 12: Inshingano z’Umubitsi Mukuru w’Impapurompamo z’Ubutaka Umubitsi Mukuru w’Impapurompamo z’Ubutaka afite inshingano zikurikira: 1° guhuza ibikorwa by’Ababitsi b’Impapurompamo z’Ubutaka; 2° kugenzura imikorere y’Ababitsi b’Impapurompamo z’Ubutaka; 7° to certify a land transaction by signing the transaction documents; 8° to give access to information related to land ownership in accordance with the law. Article 11: Specific powers of the Chief Registrar of Land Titles The Chief Registrar of Land Titles has the following specific powers: 1° to exercise the powers mentioned in Article 10 of this Order as far as public land is concerned; 2° to certify and sign documents related to land transaction in more than one (1) zone. Article 12: Responsibilities of the Chief Registrar of Land Titles The Chief Registrar of Land Titles has the following responsibilities: 1° to coordinate activities of Registrars of Land Titles; 2° to supervise activities of Registrars of Land Titles; 7° certifier les transactions immobilières par l’apposition de leurs signatures; 8° donner accès à l’information relative à la propriété foncière, conformément à la loi. Article 11: Compétences spécifiques du Conservateur des Titres Fonciers en Chef Le Conservateur des Titres Fonciers en Chef a les compétences spécifiques suivantes: 1° remplir les compétences stipulées à l’article 10 du présent arrêté en relation avec les terres relevant du domaine public; 2° certifier et apposer sa signature sur des transactions foncières impliquant les terres situées dans plus d’une (1) zone. Article 12: Attributions du Conservateur des Titres Fonciers en Chef Le Conservateur des Titres Fonciers en Chef a les attributions suivantes: 1° coordonner les activités des Conservateurs des Titres Fonciers; 2° superviser les activités des Conservateurs des Titres Fonciers; Official Gazette nᵒ 22 of 30/05/2016 89 3° kugena Umubitsi w’Impapurompamo z’Ubutaka, iyo bibaye ngombwa, ufasha undi Mubitsi w’Impapurompamo z’Ubutaka mu yindi fasi; 4° guhindura, bibaye ngombwa, ifasi umubitsi w'Impapurompamo z'Ubutaka akoreramo, amaze kugisha inama Minisitiri ufite ubutaka mu nshingano ze. Ingingo ya 13: Inshingano z’Umubitsi w’Impapurompamo z’Ubutaka Umubitsi w’Impapurompamo z’ubutaka afite inshingano zikurikira: 1° guhuza imirimo ijyanye n’iyandikisha ry’ubutaka mu ifasi ashinzwe; 2° kugena umukuru w’ibiro by’ubutaka uri hafi usigara yemeza amasezerano y'ihererekanya ry'ubutaka mu gihe hari umwe mu Bakuru b'Ibiro by'Ubutaka wagize impamvu zituma ataboneka ku mirimo ye; 3° kugira inama abayobozi b’Akarere mu bijyanye no gushyira mu kazi abakozi bo mu Biro by’Ubutaka by’Akarere, imihanire yabo n’imicungire y’akazi kabo mu buryo bwa rusange; 4° gukurikirana imikorere ya ba noteri mu by’ubutaka bari mu ifasi ashinzwe. 3° to designate, when necessary, a Registrar of Land Titles to assist another Registrar in another zone; 4° to transfer, when necessary, a Registrar of Land Titles to another zone after consultation with the Minister in charge of land. Article 13: Responsibilities of a Registrar of Land Titles A Registrar of Land Titles has the following responsibilities: 1° to coordinate activities related to land registration within his/her zone of deployment; 2° to designate the nearest district land officer as replacement for an absent land officer who will certify contracts of land transaction ; 3° to advise District Authorities on recruitment of staff of District Land Bureau, taking disciplinary sanctions against them and management of their work in general. 4° to follow up activities of land notaries in his/her zone of deployment 3° désigner, en cas de nécessité, un Conservateur des Titres Fonciers pour appuyer dans une autre zone; 4° muter, en cas de nécessité, un Conservateur des Titres Fonciers dans une autre zone, après consultation avec le Ministre ayant les terres dans ses attributions. Article 13: Attributions du Conservateur des Titres Fonciers Le Conservateur des Titres Fonciers a les attributions suivantes : 1° coordonner les activités relatives à l’enregistrement foncier dans sa zone d’affectation ; 2° désigner le Chef du Bureau Foncier proche qui assure l’intérim en matière de transactions foncières, en cas d’absence du Chef du Bureau Foncier de District; 3° conseiller les autorités District en matière de recrutement des agents du Bureau Foncier du District, de leur régime disciplinaire et, de façon générale, de la gestion de leur carrière. 4° suivre de près les activités des notaires en matière foncière se trouvant dans sa zone d’affectation. Ingingo ya 15: Kashi y’Umubitsi Mukuru w’Impapurompamo z’Ubutaka n'iy'Umubitsi w’impapurompamo z'ubutaka Umubitsi Mukuru w’Impapurompmo z’Ubutaka n'Umubitsi w’Impapurompamo z'Ubutaka bagira, buri wese, Kashi yihariye ikoreshwa mu buryo buteganyijwe n’amategeko abigenga. Uburyo bw’ikoranabuhanga bushobora gukoreshwa muri iyo kashi byemejwe n’Inama y’Ababitsi b’Impapurompamo z’Ubutaka. Ingingo ya 16: Ububasha bushingiye ku ifasi Umubitsi Mukuru w’Impapurompamo z’Ubutaka afite ububasha mu Gihugu hose. Besides replacing him/her in his/her absence, the Chief Registrar of Land Titles gives, through instructions, other attributions to the Registrar of Land Titles working in his/her office. Article 14: Signing land titles The Chief Registrar of Land Titles and Registrar of Land Titles are the only officials authorized to sign land titles and emphyteutic leases. Article 15: Seal of Chief Registrar of Land Titles and Registrar of Land titles The Chief Registrar of Land Titles and a Registrar of Land Titles each have, a special seal which is used in accordance with the relevant laws. Information technology systems may be used for the seal upon approval by the Council of Registrars of Land Titles. Article 16: Territorial jurisdiction The Chief Registrar of Land Titles has powers over the whole National territory. Article 15: Sceau du Conservateur des Titres Fonciers en Chef et Conservateur des Titres Fonciers Le Conservateur des Titres Fonciers en Chef et le Conservateur des Titres Fonciers ont chacun un sceau, utilisé selon la législation en vigueur. Les systèmes de technologie de l’information peuvent être utilisés pour ledit Sceau après adoption par le Conseil des Conservateurs des Titres Fonciers. Article 16: Compétence territoriale Le Conservateur des Titres Fonciers en Chef exerce ses compétences sur tout le territoire national. Ingingo ya 18: Ivanwaho ry’ingingo zinyuranyije n’iri teka Iteka rya Perezida n° 97/01 ryo ku wa 18/6/2014 rigena imikorere n’ububasha by’Umubitsi w’Impapurompamo z’Ubutaka, n’ingingo zose z’amateka abanziriza iri kandi zinyuranyije na ryo bivanyweho. Territorial jurisdiction of the Registrar of Land Titles working in the Office of the Chief Registrar is determined by instructions of the Chief Registrar of Land Titles. A Registrar of Land Titles has powers in his/her zone of deployment. His/her office is located in one (1) of the Districts composing his/her zone. CHAPTER IV: FINAL PROVISIONS Article 17: Authorities responsible for the implementation of this Order The Prime Minister, the Minister of Public Service and Labor and the Minister of Natural Resources are entrusted with the implementation of this Order. Article 18: Repealing provision Presidential Order n° 97/01 of 18/6/2014 determining the functioning and the competences of the Registrar of Land Titles and all prior provisions contrary to this Order are hereby repealed. La compétence territoriale du Conservateur des Titres Fonciers attaché à l’office du Conservateur en Chef est déterminée par les instructions du Conservateur des Titres Fonciers en Chef. Le Conservateur des Titres Fonciers exerce sa compétence dans sa zone d’affectation. Il a son siège dans l’un (1) des Districts de sa zone d’affectation. CHAPITRE IV: DISPOSITIONS FINALES Article 17: Autorités chargées de l’exécution du présent arrêté Le Premier Ministre, le Ministre de la Fonction Publique et du Travail ainsi que le Ministre des Ressources Naturelles sont chargés de l’exécution du présent arrêté. Article 18: Disposition abrogatoire L’Arrêté Présidentiel nº 97/01 du 18/6/2014 déterminant le fonctionnement et les compétences du Conservateur des Titres Fonciers ainsi que toutes les dispositions antérieures contraires au présent arrêté sont abrogées.
