UAE gold moving to Turkey, where it must enter through Borsa Istanbul members under Turkey's monthly quota (tr module). The UAE-Turkiye CEPA has been in force since 1 Sep 2023. It matters because Turkey levies a 20% additional duty on gold (an 'additional financial obligation' from August 2023, renamed additional customs duty from 1 Feb 2026) on imports from countries outside the EU and without an FTA; FTA-origin goods are exempt only on proof of preferential origin. Whether HS 7108 is in Turkey's CEPA concessions, and so whether UAE-origin gold escapes the 20%, was not verified. Flows are large both ways and the mirror figures diverge.
