The .se Regula t i ons may be c i ted as t he Ioniz i ng Radiat i on Protecti o n Regulations.T i tle 2 . ( 1 )' I n these Regul ations , unless the cont ext otberwi.se requires : " a bsorbed d ose" means the a mount of en~r gy deposi ted by i onizi ng radi ati on per mass of t h e ma terial ; "Board" meanc; the Radi ati on Protecti on Board; "dose equival ent " means product E of absorbed dose and the: wei ghting factors ; "non- stochasti c " means marufesta.tion whose s e verity of effect varies with dose and for wh ich a tl1reshold dos,= does occur but bel ow which the effects are not detectable at a ll; "personal :moni tar i ng" means measurEmEnt of a dose with a fi l m with a devicE such as a f i lm badge , pocket i oruzing cl1amber , .o r the.r-mol umi nesce:nt do.'l imeters worn by an individual; " radionuclide" means a radioacti ve substance characteri zed by i ts atomic nucl eus ; " reproductive Capaci ty" means the period in a woman commenci ng wi th the onset ,of menarche and ending wi th menopaus.e ; " stochasti c effects" means (a) the manifestati on whose probability of occurrence in a population exposed t o i onizing radiation rath-;,r thcin severity in an affected indivi dual , may be a direct function of dose ; (b) the heredity effect and some somatic effects such as carc i nogenesis .and the s everity o f s tochasti c effects if it occurs, shall be independent of the dose responsible for its i nductiori ; " Sievert " means an international standard unit of .measurement equal to the absorbed dose mul t iplied by a weighting factor , a d i stri bution factor or any other modifying factor ; " threshold dose" means the minimum absorbed dose t hat will produce a detectable degree of any given effect; "warning signs" means any of the radiation signs given in the Fifth Schedule; and "workers " mean all persons potentially exposed to dangerous i onizing radiation o r radioactive material as a resul t of their occupation . Interpretation (2) The dose equi va len t limits speci fied in these Regulations : (a) are based on the; e.xpc,sure received over a peri o.d of one year , without regard to t he rate of dose a.ccumul ati on, except in the case of producti on capaci ty in which tbe t im-;, distribution of the dose equivalent shall be taken into account ; (b) s h a l l not include contribution from natural background radi ati on or from medical exposure of patients to ionizing radiation ; and (c) shall incl ude the consi deration of the stochastic and non- stochastic effects . (3) The annual dose- e:quival ent limits shall compri se t h e sum of the annua l dose equivalent ar i s i ng from external .expc,sure due to external sources , ionizing radiation or internal e.xposur.i= due to intake of radionuolides . 3 . For the purpose of these Regul ati ons , the competent autho r i ty shal l be the Radiati o n Protection Board . Competent Authority PART II .LIMITS OF EXPOSURE TO RADTATION 4 . (1) Th e annual dose equivalent l imits for workers shall be 0 . 5 Sv per year in any tissue e xcept the l en.s o f tlie eye whose l i mit shall be O . 15 Sv per year . Do se equivalent limi ts for workers (2) The dose equi val ent limi ts f or workers i n uni form exposed to i oni.zi ng radiati on shall be 50 Sv per year . (3) The effective dos,e equival ent f o r different tissues shall be computed by summing up t he product on i ndividual tissue doses and mul t iplyi ng it w-ith weighting factors set out in the First Schedule . (4) The feet , ankles , skin and lens o f the eye shal l not be inc l uded in the ,computation of effective dose equivalent but shall be inc luded in the relevant dose equival ent l imits giv-;,n in sub- regulation (1) . (5) TJ1e equi yalen,t stochastic; r isk shall be estimated from tlie effective dose of the t i ssues o f the body i rradi ated non - uni formly . (6) The wei ghting fa c t ors for computati on o f the effective dose equivalent shall be as ;ipecified in the First Schedule . 5 . (1) No person shal l expose a woman of reproducti ve c apaci ty to i onizing r adi ati o n without consideri ng the pregnancy a nd the possibility of earl y unrecognised pregnancy. Dose limits of women of reproductive capacity (2) No ·per.son shall for a woman of -reproductive c,apaci ty caus e the embr yo to receive more than, 5 mSv of radiation during the first two months of pregnancy . (3) No person shall expose a f o etus in a pregnant woman to a dose ,exceeding 10 mSv . 6 . (1) Th.e con,tripution o f internal exposure , without external exposure , to dose equivalent o f annual limits of intake to radionuclides by workers shall not exceed the a nnual dose limit f i x ed in sub- regulation (2) and (3) of Regulation 3 . Limits of radionu clides (2) The val ue of the annual limits of the i ·ntake for a singl e radionuclide and corresponding derived air concentrati o ns shall be as set ou t in th-;, Thir\:l, Schedule. (3) The s um o f the we.ighted contributi on of the various radionucl ides to dose equivalent .shall not exceed the limits set out in sub- regulation (2) and (3) of Regulation 4 where t he intake exceeds one r adionucl ide during a working year . (4) The provisions of s ub- regulation (2) of Regulation 3 shall be observed where a worker i s externally exposed to radionuclides. 7 . (1) The planned special exposure for workers recommended by the International Commission o n Radiol o9i cal Protection shall apply to th,=se regulations . Planned special exposures (2) Workers invo lved in planned special exposure shall be: informed by the owner o f the involved radia t i o ri fac ili t y abo ut thsi nature of the risks arid mu;5t .cons ent to such exposure befo re under- taking the special operatiorw . (3 ) The dose equi V!'!lent q,ceived by planned special workers e:xpOB?d under sub- re.g-ulation (2) of Regulati on 3 , shall be esti mated arid expert med i c a l advice s ou ght . 8 . ( ], ) The dose equiva lent s hall be assessed through personnel monitoring . Personnel Monitoring (2) The personne l monitoring under sub-regulation (1 ) shall b e carried out at least once e v e r y two months . 9 . (1) The d ose equi val ent limits f or members o f the p ubli c shall be one- tenth of that permitted for workers under Regul ation 3 . Dose equivalent limits f or ind i v idual members of t he public (2) The dose equivalent limits f o r membe rs o f the public shall be taken into account when p lanning radi ation facility . 10 . The author i zed d o1,e equi valent limits for students i n educat i ona l institutions shall be as set o ut il1 the Second Schedule . Dose equi valent l imits f o r students 11 . The dose equivalent limit for teachi,ng staff, i nst ructors , technicians a nd l ab oratory assistants at all educational i nstitutions sh.all be the same as t he workers . Dose equival ent limits for teachers , i ns t r uctors , etc . 12. (1) .Any medi c al personnel shall in relation to a patient in their care e nsure that : (a) unnecessary exposure i B avoided; (b ) exposure is j ustifiabl e i n terms o f benefits that wo uld not otherwi se b e avail abl e ; and (c) the dose actu a lly adminiBtered is limited t o the minimum benefi t o f the patient .Dose equivalent limi ts f or medical personnel PART III STRUCTURAL REQU I REMENTS AND INSPECTI ONS OF BUILDINGS : 13. No p erson shall us e a buildil-1g t o install or us e irradiating devices or use o r stor e any radi oacti ve materia l s without a cer t ificate of compliance i ssu ed under these regulatL:ms . Use of building f o r radi ation p urposes 14. .Any area wh ere r adi oac,ti ve ma t e.ria l s or irradiating d evi ces are u 9ed o r installe d s hall be c l ear l y marked and c l assifie d as (a) Restri cted Radiation Area- where procedures with radiation devices or r adioactive mate rial s are restricted to the ave rage dose e,quival ent rates exceedi-ng O. 25 mSV /hr ; (b) Controll ed Radi ati on Area- where procedures wi th radi ati on devi ces or radi oacti ve materi a l s are restri cted to dose equi val ent rates of 2 . 5 mSv/hr or less ; or (.d) Uncontrolled Radiation Area - p l a.ce withi n confines of a radiation fa c i l ity where the e;sternal radiation or radioacti ve commun ication are not detectable . (1) Any person who intends to use radi oacti ve material s or devices shall apply to the Board for a l icence . Appl ication for licence (2 ) An appl i c atio n for a l icence shall be in the form prescribed in t he Fifth Schedul e . 17 . The types of l i cences to be i ssued under these regulati ons are set out in the Fourth Schedul e . Type o f licence 18 . The maxi mum permissible levels of radionucl ides shall be a.s set o u t i n tl1e Thi rd Schedule . Permissible levels oof .radionuclides PART V TRANSPORT AND STORAGE OF RADIOACTIVE MATERIALS 19 . A person delivering radi oactive materials to a transport carrier , or any person transporting radioactive materials within , through or into the country shall comply with U1e International Atomic Energy Agency' s " Regul ati ons f o r the Transport of Radioacti ve Material s ; Bafety Series No . 6 , 1985 , (hereinafter referred to as "lAEA Transport Regulations" ) . " IAEA Transport Regulations 20 . The package and design f or tlrn transportation o f radioactive materials, through or into the country shall be in accordance with the requirements of the IAEA Transport Regulations.Approval o f transport 21 . Any radi oacti ve materials stored i n transit shall be stored in accordaw.::e with the IAEA Transport Regul ations and handled in transit in accordance with instructions issued by the Board . Storage in transit 22 . Any transfer 6 f radioactive materi als shall, prior t6 the transfer, be reported to the Board in the preseribed form . Transfer of sources 23 . The person who sends the radioactive material shal l ensure tha t an acknowledgement receipt of the dispatched radioactive material is received within thirty days . Acknowledge- ment receipt of dispatch of radioactive material 24 . (1) The person who sends the radioactive material shall investigate any s hipment or part of a shi pment , where acknowledgement is rec.ei ved within the peri od speci fied i n Regulati on 23 and shal l i mmediat e l y report to the Board . Investi gati on of s hipment o f .radi oacti ve ma t er i al (2) The shipment shall be rnonito.red by the person who sends the radio acti ve mate rial under sub- r egulation (1) and shall prepare a report which shall be submitted to the Board wi thi n on. e week of completi ng tl1e investi gati ons . PART VI RADI ATION SAFETY OFF I CER 25 . The .management sha.11 appoint a radiati on safety officer at ?ach i oni zing r adi ati on facili ty . Radi ati on safety officer 2 6 . Th e radiation safety officer shall , in addition to other duties assigned to him , have the followi ng functions : (a ) monitor t bs purclLase and stock levels , the safe use , handl ing , transport , and storage o f radioacti ve mater ials ; (b) inspect and mon i t or the fac ility f .or radiation safety, as.si1:;t in the training of a ll rel evant aspects of radiation protection ; (c) ens u re that a l l workers are moni tored regularly with personal dosimetry badges and a record system kept of the doses recei ved ; and (d) ensure t hat all r eports are made avail able to the Board . Dut i es o f radiation safety offi cer PART VI I RADIOATIVE RELEASES TO THE ENVIROt/MENT 27 . (1) The r e l e ase o f radioactive materials to the e nvi ronment shall be reported to the Board prior t o t he release .Authority (2) The l e ve l s re l e ased shall b e b e l ow the exemption l imits set by the Board . 28 . The user shall comply with the authori sed rel ease l i mi t , by setting up an adequate programme for environmental monitoring and accounting of t h e radioactive substances rel eased .Monitoring PART VIII EXPOSURE FROM CONSUMER PRODUCTS 29. No processing , manufacturing , commercialisation, export, import , and disposal of consumer products contai ning r a dioactive material s shal l be d one without author i ty from t h a Ministe r of Health . Consumer products PART IX CESSATION AND SUSPENSION OF OPERA.TION, DECOMMISSIONING AND ABANDONMENT OF INSTALLATION 30 . A person who holds a licence shall not (a) cea.5e or .5U.5pend a licerrned activity or t he operatio n of licen.':led installa tion; or (b) abandon o r decommi.ssiori an installation or wa.5te management ,'ly.':ltem without prior wri tte:n approval o r instruction o f the Board . Authority from Board 31. Any approval or instruction i-5.':lued under Regulation 29 shall prevail over a lice nce .Approval to prevail 32 . The Board may ax~mpt any person from the provisions of any 0£ these Regul ati ons on the recommendati ons o f the Radi o i sot ope advisory Committee . Exemption 33 . No person shall discl ose any information unless author i .':led to do so unde r these Regul ati ons . Secrecy 34 . .Any person who con trave·nes any provision of these regul ations shal l be guilty of an offence and shall , on convi cti on, be liable to U1e penal t i es provided under the .Act .
