No person shall: (a) take ony marine product within th~ prnte~terl area other than under the authority of and in accordance with the terms and conditions of a licence in that hahAlf granted to that person for the purpose; (bl anchor any vessel within the protcrited area exceot under the authority of the Ministry of Natural Resources and Labour.
