These Regulations may be cited u the Wildlife ConIerVatioa (Hunting of Animals) Regulatioos. 1974 and sha11 come into operatica on the 1st day of December, 1974(hereinafter referred to al "the Act''). 2. (2) Every game lleeace shall be vaild 0011 in relation to tile area. if any. specified therein and sha1I not COIlItitute an authority lor hunting in any other' area. 4. The fee for • game licence issued to a relident individual Iha1I be such as is prescribed in the Third Schedule to tbcIc ReguJatiooa: Provided that it shall be lawful for the Director to levy Idditional fcc for any animal hunted in a tame reserve. S. A resident licence shall authorize the holder thereof to IwDt not more than one animal of the species specified la the 1icancIe: Provided that (a) where in the case of an animal of any specie the number of the animals which may be hunted under the authority of any one licence is specified in the third column of the Third Schedule to be two or more it sha11 be lawful lor the holder of such licence to hunt animals of that specie not ellceediDJ the uumber specified; (b) the total number of birds to be hunted per year by any OM resident individual shall not exceed one hundred. The maximum number of animals of each type that may be hunted by an authorized association shall be determined by the Director according to the needs of the association and the avaDabi· lity of the pme. and any determination made by the Director under this regulation shall be deemed to be a condition annexed to the licence granted to the organization. 7. A licence granted to an authorised association for the hunting of any animal specified in the Third Schedule may be issued free or subject to such fee as the minister may. from time to time. determine and any determination made br the minister under this Regulation shall be deemed to he a condition annexed to the licence granted to such association. 8. No resident person or authorized association shaD sell the meat of any animal hunted pursuant to a game licence granted under these Regulations. save where the Director has by a writing under his hand authorized the sale of such meat. 9. The maximum number of animals of each type that may be hunted by a designated organization under the authority of anyone licence shall he determined by the Director accordinf to the needs and game availability and any such determination shal be deemed to be a condition annexed to the licence: Provided that where no determination under this regulation has been made only one animal of the specie specified in the licence may be hunted under the nuthoritv or that licence save where tho Ilcenco specifically authorizes the hunting of two or more of such animals and the prescribed fee has been paid in relation to each such animal. 10. The fee payable by a designated organization for the hunting of any animal specified in the Fourth Schedule shall be such as is prescribed in that Schedule in relation to such animal. 11. It shall he lawful for a designated organization to grant a permit to any person to hunt on behalf of such organization any animal for the hunting of which the designated organization holds a valid licence. and where such permit is issued (a) the holder of such permit shall be deemed to be an agent of the designated organization issuing the permit: (b) the designated organIzation shall mIke arrangement for the collection ('f 1h.' m('."1 and other trophies of the animal hunted by the hrldc- "f the permit: (c) the permit shall not constitute an authority for hunting otherwise than in accordance with the terms and conditions annexed to the licence' granted to the designated organization: (d) in the event of there existing any arrangement between the desi~ated organization and the holder of the permit for any trophy of the animal hunted by the holder of the permit to be retained by him. it shaD be the responsibility of the designatea organization as well as the holder of the permit to ensuRl that all the fonnalities necessary fO£ confemng .upee the holder of the permit a lawful title to the trophy are complied with: 86 [Subsidiary] Wildlife Conservation (Hunting of A.nimals) (e) it shall be lawful for the designated organization to annex such further terms and conditions to the permit, and every such terms or condition so annexed shall have effect as if it were a term or condition annexed to the licence pursuant to which the permit is issued and a contravention of such term or condi tion by the holder of the permit shall render him liable to the same penalties as a contravention of a term or condition annexed to the licence: Provided that no term or condition annexed to a permit shall be inconsistent with any term or condition annexed to the licence held by the designated organization and to which the permit relates or with any directions of a general or specific nature given in that behalf by the Director by a writing under his hand; (f) subject to directions given by the Minister in that behalf, it shall be lawful for a designated organization to charge such fees for permit issued under this regulation as it may from time to time determine. 12. Save where the Director otherwise directs, a game licenceshall be valid for (a) in the case of an animal which is a specified animal for the purpose of Part IV of the Act, one month; (b) in any other case, seven days, fourteen days, twenty one days or thirty days as may be specified in the licence. 13. No resident individual shall be granted a game licence unless he holds an identity card in the form prescribed in the Fifth Schedule, and which bears a serial number and upon which are recorded the name and address of the holder and other particulars as are specified in these Regulations. 14.-(1) An identity card under regulation 13 shall be issued to a resident individual by a licensing officer upon being satisfied that the person applying for such card is ordinarily resident in the United Republic, wishes to apply for a game licence and was not previously issued with an identity card. (2) A hunter's identity card shall not be valid unless it bearI (a) the hunter's photograph affixed on the appropriate space provi ded for the purpose; (b) the hunter's signature; (c) the signature of the issuing officerand the officialstamp of the Game Division so affixed that a portion of it falls on the photograph: (d) a record of the weapons possessed by the hunter. (3) A licensing officer shall on issuing a licence to a resident individuall record on his indetity card, the particulars of the licence in the reevant columns. (4) Where a resident hunter has hunted an animal he shall, as soon as may be practicable, produce the licence and the card to a licensing officer who shall record on the card such particulars relating to the hunting and the animal hunted as are required to be recorded on the card. Wildlife Conservation (Hunting of A.nimals) 87 [Subsidiary ] 15. Every resident individual shall carry his identity card whenever he is hunting or proceeding on a hunting tour. 16. When a resident hunter's idcotity card is lost, destroyed. de faced or otherwise rendered unusable for further recording of particularJ to be recorded thereon <a) in the case of the card having been lost or destroyed. the owner ahall forthwith report the circumtances of such loss or destruc tion to the police and to the licensing ofiicer of the District in which he is resident and on an application being made by such owner to the Director for a duplicate of the card. the Director may authorize a licensing officer to issue such duplicate; (b) in any other case, on the card being surrendered to a licensing officer. a fresh card may be issued to the owner of the card so 1UrI'CIIdcRd. 17. For the purposes of the Act and these Regulations-« <a) an Ujamaa Village approved as an Ujamaa Village by the Regional Development Council of the area in which the Ujamaa Village operates is hereby declared to be an authorized associa tion; (h) the Tanzania Wildlife Corporation established under the Public a.N. 1974 Corporations Act. 1969 and all the subsidiary companies of theNG.:Da said Corporation are hereby declared to be designated organiza tiOlli. 18. Where any game liceocc is granted to (a) an authorized association. it shaJJ be lawful for any member of that association to hunt under the authority of such licence; (h) a designated organization, it shall be lawful for any employee of the organization. authorized in that behalf by a wriung under the seal of the organization, and any person authorized in that behalf by a permit issued by the organization. to hunt under the authority of such licence: Provided that no member of an authorized association shall hUDt any animal save when accompanied by an authorized officer appointed' for that purpose. 19. Subject to the provisions of the Act. these regulations and any written directions given by the Director in that behalf. an authorized association or a designated organization may formulate its own hunting and game utilization procedures and regulations. 20. Any person who contravenes any provision of these RegulatioDl or makes any false statement in any application orJother document or to any authorized officer performing any functio under the Act or any subsidiary legislation shall be guilty of an offence and shall be liable on conviction to a fine not exceeding fifteen thousand shillings or to imprisonment for a term not exceeding three yeacs or to both such fineand such imprisonment. 21.
