These Regulations may be cited as the Tanzania Food, Drugs and Cosmetics (Trans;x'rt of \feat) Regulations, 2006 and shall come into operation on the date of publ ication in the Gazette . Applicalion 2. These Regulat io ns shall apply to all areas in which the Act applies and shall affect all matters re lated to transport of meat. Inlerprela· 3. In these Regulat ions unless the context otherwise requires lion "carrier" means an: \ehide. aircraft, ship, boat, canoe, cart, bicyc le, tra in or any motorized 0r hand driven tran sport system in or on which meat may be carried by or o n behal f of the holder of a I icence to any place whether for sale 0r otherwise: "container" in relat ion tC' products regulated under thi s Act, means a bottle,jar, box. packet. sa.:het or other receptacle which contains or is to contain in it, not being a capsule or other artic Ie in which the product is or is to be admini stered or eaten. and. wh~re any such receptacle is or is to be contained in another such receptacle. includes the former but does not include the latter receptacle : "licence" mean s a valid licence issued under regulati on 5 of these Regulations; "potable water" m~ans water fit for human consumption, the standards of which is not lower than those contained in the latest edition of the "International Standards for Drinking Water" by World Health Organization; "meat inspector" means a properly trained officer appointed by the Authority for the purpose of meat inspection and control of meat hygiene; 2 TOI1=mlia Food. "meat" means the edible pa rt ofa s laughtered animal or poultry that has been in specte d by a meat inspecto r a nd found fit for human consumption; "protective c lothing" mea ns spec ial ga rments inte nd ed to prevent the contamination of meat and used as o ute r wear by person in a n abattoir and inc ludes head and foot w ear: "poultry" mean s any bird that is co mm o nly used as food. 4. No pe rson sha ll transpo l1. o r cause any meat to be transported unless such person ho lds a va I id lice nce issued by the A utho rity for that purpose. 5.-{ I) An application fo r a licence to tra nsport meat shall be made in form presc ribed in the F irst Schedule to th ese Regulations after pay in g fees as presc ribed in the Fees and C harges Regulati o ns made unde r the Act. (2) On receipt o f a n application fo r a lice nce. the Director General sha ll cause the ca rri e r o r container to be in spected and if it complies with the requireme nts of Part I. II. and III of th e Second Schedule to these Regulatio ns a nd upo n payment of fees as presc ribed in the Fees and C ha rges Regulatio ns made und e r the Act iss ue a li ce nce in tht! form prescribed in the First Sc hed ul e to these Regulati o ns. No. 84 of 25/3 / 1994 9.-( 1) Any person who, uses, permits or causes to be used a carrier or container, which does not conform in all respect to the hygienic standards prescribed in Part I of the First Schedule to these Regulations commits an offence . (2) Notwithstanding the provisions of sub regulation (I) of this regulations, an Inspector may withdraw licence. take legal action or any other action as he deems fit against any holder of a licence who uses a carrier or container which does not comply with the standard specifications made under these Regulations. 10. Any person who contravenes any of these regulations, or who fails to comply with any notice, regulation or prohibition issued under these Regulations, commits an offence and upon conviction shall be liable to a fine not exceeding one hundred thousand shillings or to imprisonment for a term not exceeding six months or to both sllch fine and imprisonment. No other products except those li s ted in Part [ ofthis Schedule sha ll be transported . in carrier or container in which meat is transported. 2. Livestock, live animals and dead or s laughtered carcasses not t1a~ <::d and e\ Iscerated shall not be transported in a carrier or container in respect of which 3 rermlt has been issued . 3. Meat shall be placed in such a manner that it shall not be in direct Cc)ntact with the floor of a carrier. 4. Organs, such as liver. heart. brains. lungs, kidneys and clean tripe shall be tr31l sported in receptacles. which are water ti ght and which can be easily c leaned and d isinft:c ted unless they are frozen, in which case they may be tran sported in cartons or h<:: 3\ y paper wrapping or plastic bags or other approved packing materi a ls. 5 . Rough tripe intestines or other parts of an animal which ma~ contaminate other meat or may have an offensive odour shall be transported in receptacles whi c h ar" water tight and are easily cleaned and disinfected and which ha\'e close fitting lid s so s<!cured as not to fall off during transportation . 6. Any person who during any loading or unloading of meat. handles meat. sha ll before such handling, wash his hands and other exposed parts of his body in c lean di s infectants and shall during loading or unloading be wearing clean protective clothing which covers the parts of his body with the exception of his hands which may come into contact with the meat and the said clothing must not be won during the actual transport by either the driver or any attendant. 7. No person shall be allowed to stay in the compartment where meat is kept during transport. 8 . Any carrier or container shall, before it is loaded with meat be th oro ughly washed using an approved detergent and shall thereafter be rin sed with clean potable water. 9. Meat handling equipment and container. such as hooks, shelves racks and receptacles shall be thoroughly waShed in detergent and rinsed in clean potable water. 8 Tanzania Food. Drugs and Cosmetics (Transport of M eat) 10 , The foll owing dete rgents are approved for use in carriers o r conta iners (a) sodium bicarbonate; (b) sodium carbonate (soda ash); (c) tri sod ium phosphate; (d) non-perfumed soap; (el synthetic detergents (wetting agents); and (f) any other detergents approved by the Authority GN. No. II 2 (con /d) II , The following sanitizing agents in the following maximum concentrations are approved for use in the carrie r o r containers as rinser (al quaternary ammonium compounds "'" """,,",,"" ",, ",," 50 ppm; (b) aqueous so lution of Iod ine " """,,",,"",,',,"",,"",,",,""" 50 ppm; (c) sodium hypochloride "",.,,"""',,",,' ,,",, ' ,,","",,", " ",,"'" 50 ppm; (d) cholram ine """"""""""".,,''''''',,,, .. ," "' '''''' ''''''''''''" .. . 50 ppm; and (e) any other sanit izing agent approved by the Authority, 12, The engine ofa carrier sha ll not be allowed to run whilst loading o r unloading is in process and a ll doors and I ids shall be securely c losed bdore the engin~ is started , 13 , Fuelling of carrie rs sha ll not take pl ace whilst the doors or the lids o r a carrier are open , PART 11 : GEN ERAL REQUIREMENTS OF CON STRUCTION OF CONTAIN ER 1, The walls, ceiling and floor, of the compartment in which the meat is kept sha ll be made from smooth, crack and corrosion resistant mate ria l, which is impermeab le to water and be of light colour and easi ly cleaned and disinfected , 2 , The compartment in which the meat is carried sha ll be dustproof and watertight and its doors and lids be fitted so as to be dustproof and watertight. 3, Ventilation inlets and drainage outlets of the space of the carrier in which meat is contained shall be equ ipped with dust filters , 4 ,-( 1) For the transportation of carcass meat, whether in whole, carcass s ides, quarters or boned out meat, rail s and shelves shall be used and constructed as follows (a) rails the hooks sha ll be of such a construction as to prevent the meat from fallin g down during transportat ion, minimum rail spacing for hindquarters and boned out meat shall be 40 cm and for forequarters 35 cm, minimum space between rai ls shall be 60 cm, Hanging meat shall have a minimum clear space of 5 cm, 9 TUII:allia Food.
