It shall be the duty ofevery resident to report any tire outbreak to the nearest Authorised Officer, 4. It shall be the duty of every resident to fight and extinguish fires when calleddo to so by an authorised officeror by another follow resident. 5.-( 1) Any personwho starts forest fires and or burns forest, shall be guilt of an offence under these HY-i(lW',; and shall upon conviction be liable to a fine riot exceeding ren thousand shillings or a termof impris onment not exceeding four months or bothsuch tine and imprisonment. (2) Anybody who willfully refuses or neglects to fight or extinguish forest tires whorl calledon to do so shall be guilty of an offence and shall be uponconviction, be liabie tv a fine not exceeding five thousand shil lings or a term of imprisonment not exceedingfour months or bothsuch fineand imprisonment. 6. The Common Seal of the Kasulu District Council was affixed to these By-laws inpursuance ofa resolution passed at meeting ofthe council dulyconvened and heldon the 13thday of December, 1996and the same was so affixed in the presence of. 2nd July, 1998 1..
