P R A V I L N I K R U L E S o boleznih živali on animal diseases (neuradno prečiščeno besedilo št. 1) (Unofficial consolidated version No. 1) I. SPLOŠNE DOLOČBE I. GENERAL PROVISIONS 1. člen Article 1 (vsebina) (Subject) Ta pravilnik določa podrobnejšo razvrstitev bolezni živali (v nadaljnjem besedilu: bolezni), preventivne in druge ukrepe za preprečevanje in zatiranje bolezni, način sporočanja, obveščanja, poročanja in prijavljanja bolezni, pogoje za pridobitev statusov za določene bolezni ter seznam imenovanih in nacionalnih referenčnih laboratorijev, laboratorijskih testov in metod, odvzem vzorcev ter pošiljanje v diagnostično preiskavo: These rules lay down more detailed classification of animal diseases (hereinafter: diseases), preventive and other measures for the prevention and eradication of diseases, the manner of communicating, providing information, reporting and notification of diseases, the conditions for obtaining the pertaining status regarding certain diseases, and the list of designated laboratories and National Reference Laboratories, laboratory tests and methods, the taking of samples and sending them for diagnostic examination: v skladu z Direktivo Sveta 64/432/EGS z dne 26. junija 1964 o problemih v zvezi z zdravstvenim varstvom živali, ki vplivajo na trgovino z govedom in prašiči znotraj Skupnosti (UL L št. 121 z dne 29. 7. 1964, str. 1977), zadnjič spremenjeno z Direktivo Sveta 2006/104/ES z dne 20. novembra 2006 o prilagoditvi nekaterih direktiv na področju kmetijstva (vključno z veterinarsko in fitosanitarno zakonodajo) zaradi pristopa Bolgarije in Romunije (UL L št. 363 z dne 20. 12. 2006, str. 352) (v nadaljnjem besedilu: Direktiva 64/432/EGS); in accordance with Council Directive 82/894/EEC of 21 December 1982 on the notification of animal diseases within the Community (OJ L 378, 31.12.1982, p. 58) as last amended by Commission Decision of 1 March 2004 amending Council Directive 82/894/EEC on the notification of animal diseases within the Community to include certain equine diseases and certain diseases of bees to the list of notifiable diseases (OJ L 67, 05.03.2004, p. 27) (hereinafter: Directive 82/894/EEC); v skladu z Direktivo Sveta 2006/88/ES z dne 24. oktobra 2006 o zahtevah za zdravstveno varstvo živali in proizvodov iz ribogojstva ter o preprečevanju in nadzoru nekaterih bolezni pri vodnih živalih (UL L št. 328 z dne 24. 11. 2006, str. 14) (v nadaljnjem besedilu: Direktiva 2006/88/ES). in accordance with Council Directive 2006/88/EC of 24 October 2006 on animal health requirements for aquaculture animals and products thereof, and on the prevention and control of certain diseases in aquatic animals (OJ L 328, 24.11.2006, p. 14) (hereinafter: Directive 2006/88/EC). 2. člen Article 2 (pomen izrazov) (Definitions) Za potrebe tega pravilnika imajo uporabljeni izrazi naslednji pomen: For the purposes of these Rules, the following definitions shall apply: 1. primer bolezni je vsaka uradna potrditev obvezno prijavljive bolezni iz Priloge 2, ki je sestavni del tega pravilnika, pri katerikoli živi ali mrtvi živali ali njenem delu, oziroma potrditev druge bolezni iz Priloge 1, ki je sestavni del tega pravilnika; 1. a case of disease shall mean any official confirmation of a notifiable disease listed in Annex 2, which is a constituent part of these Rules, in any animal, carcass or part thereof, or confirmation of another disease listed in Annex 1, which is a constituent part of these Rules; 2. izbruh oziroma pojav bolezni pomeni enega ali več primerov bolezni na gospodarstvu ali območju v Republiki Sloveniji; 2. a disease outbreak or occurrence shall mean one or several cases of disease within an agricultural holding or an area in the Republic of Slovenia; 3. primarni izbruh bolezni je izbruh bolezni, ki ni epizootiološko vezan na predhodne izbruhe v isti regiji ali prvi izbruh bolezni v drugi regiji; 3. a primary outbreak shall mean a disease outbreak not epizootiologically linked with previous outbreaks in the same region or the first disease outbreak in another region; 4. laboratorijske preiskave so preiskave na posamezno bolezen, opravljene v skladu z zadnjo izdajo Diagnostičnega priročnika Mednarodne organizacije za zdravje živali (v nadaljnjem besedilu: 4. laboratory examinations shall mean tests for an individual disease carried out in accordance with the latest Manual of Diagnostic Tests and Vaccines for Terrestrial Animals issued by the World OIE) oziroma s predpisi Skupnosti; Organisation for Animal Health (hereinafter: OIE) or in accordance with Community regulations; 5. ADNS (Animal Disease Notification System) je računalniški sistem Evropske komisije za notifikacijo živalskih bolezni v skladu z Direktivo 82/894/EGS; 5. ADNS (Animal Disease Notification System) shall mean the computerised system of the European Commission for the notification of animal diseases in accordance with Directive 82/894/EEC; 6. WAHIS (World Animal Health Information System) je računalniški sistem OIE za obveščanje in poročanje o pojavih bolezni in izvajanju veterinarskih ukrepov za bolezni iz liste OIE; 6. WAHIS (World Animal Health Information System) shall mean the computerised system of the OIE for the notification of and reporting on the occurrence of diseases and the implementation of veterinary measures for diseases on the OIE list; 7. regija je del Republike Slovenije, velik vsaj 2.000 km2, ki je pod veterinarskim nadzorom in vključuje območje vsaj enega območnega urada Veterinarske uprave Republike Slovenije (v nadaljnjem besedilu: OU VURS); 7. a region shall mean part of the Republic of Slovenia with a surface area of at least 2,000 km2 that is under veterinary control and includes an area of at least one regional office of the Veterinary Administration of the Republic of Slovenia (hereinafter: VARS RO); 8. čreda je žival oziroma skupina živali na gospodarstvu kot epidemiološka enota; če je na gospodarstvu več čred, vsaka od njih predstavlja ločeno enoto, vse pa morajo imeti enak zdravstveni status. 8. an animal herd shall mean an animal or a group of animals at an agricultural holding as an epidemiological unit; if there is more than one herd at a holding, each of them shall represent a separate unit and all of them must have the same health status. II. RAZVRSTITEV BOLEZNI III. CLASSIFICATION OF DISEASES 3. člen Article 3 (lista bolezni) (List of diseases) (1) Bolezni so v skladu s Kodeksom o zdravju živali OIE, razvrščene v enotno listo, navedeno v Prilogi 1 tega pravilnika, kateri je dodana nacionalna lista bolezni. (1) In accordance with the OIE Terrestrial Animal Health Code, diseases are classified within the single list presented in Annex 1 to these Rules, to which the national list of diseases is added. (2) O vseh ukrepih, ki se izvajajo za spremljanje, ugotavljanje, preprečevanje in zatiranje bolezni iz Priloge 1 tega pravilnika Veterinarska uprava Republike Slovenije (v nadaljnjem besedilu: VURS) vsakih 6 mesecev (polletno in letno) poroča OIE preko WAHIS. (2) Every 6 months (semi-annually and annually), the Veterinary Administration of the Republic of Slovenia (hereinafter: VARS) shall notify the OIE via the WAHIS of all measures carried out for the monitoring, identification, prevention and eradication of the diseases listed in Annex 1 to these Rules. (3) Bolezni iz Priloge 1 tega pravilnika, ki niso navedene v Prilogi 2 tega pravilnika, se potrdi na podlagi kliničnih oziroma laboratorijskih preiskav. (3) Diseases from Annex 1 to these Rules that are not listed in Annex 2 to these Rules shall be confirmed on the basis of clinical or laboratory tests. 4. člen Article 4 (obvezno prijavljive bolezni) (Notifiable diseases) (1) Obvezno prijavljive so bolezni, navedene v Prilogi 2 tega pravilnika. (1) Notifiable diseases shall mean the diseases listed in Annex 2 to these Rules. (2) Pri sumu, da se je pojavila bolezen iz prejšnjega odstavka, je treba takoj poskrbeti, da se bolezen potrdi oziroma da se sum na bolezen ovrže. (2) When there is a suspicion of the occurrence of a disease referred to in the preceding paragraph, action must immediately be taken to either confirm the suspected disease or dismiss the suspicion of the disease. (3) Bolezni iz prvega odstavka tega člena uradno potrdi VURS. (3) The diseases referred to in paragraph one of this Article shall be officially confirmed by the VARS. 5. člen Article 5 (prepoved preventivnega cepljenja) (Prohibition of preventive vaccination) Preventivno cepljenje je prepovedano za vse bolezni, navedene v Prilogi 3, ki je sestavni del tega pravilnika, če ni s posebnim predpisom za posamezno bolezen določeno drugače. Preventive vaccination shall be prohibited for all diseases listed in Annex 3, which is a constituent part of these Rules, unless otherwise specified by a special regulation for a specific disease. 6. člen Article 6 (zdravstveni statusi) (Health status) (1) Premiki goved, ovac in koz ter živil, ki izvirajo iz teh živali, so možni le, če: (1) The movement of cattle, sheep or goats and food products originating from these animals shall be possible only when: a. govedo izvira iz črede, ki ima status črede, uradno proste bruceloze, enzootske goveje levkoze in tuberkuloze; a. the cattle originate from a herd officially free of brucelosis, enzootic bovine leukosis and tuberculosis; b. ovca ali koza izvira iz gospodarstva, ki ima status gospodarstva, prostega bruceloze (B. melitensis). b. the sheep or goats originate from a holding officially free of brucelosis (B. melitensis). (3) Podrobnejši pogoji glede zdravstvenih statusov čred za govedo so navedeni v Prilogah A, B, C in D Direktive 64/432/EGS, glede zdravstvenih statusov gospodarstev za ovce in koze pa v Prilogah A, C in D Direktive 91/68/EGS. (3) More detailed conditions as regards the health status of cattle herds are laid down in Annexes A, B, C and D to Directive 64/432/EEC, while as regards the health status of holdings for sheep and goats, they are laid down in Annexes A, C and D to Directive 91/68/EEC. 7. člen Article 7 (načrti ukrepov) (Contingency plans) (1) Bolezni, za katere je potrebno pripraviti načrte ukrepov ob njihovem pojavu, so navedene v Prilogi 6, ki je sestavni del tega pravilnika. (1) Diseases for which contingency plans must be drawn up in case of their occurrence shall be listed in Annex 6, which is a constituent part of these Rules. (2) Glavni urad VURS (v nadaljnjem besedilu: GU VURS) pripravi načrt ukrepov za posamezno bolezen za območje Republike Slovenije, OU VURS pa pripravijo načrte za svoja območja. (2) The VARS Main Office (hereinafter VARS MO) shall draw up contingency plans for individual diseases in the territory of the Republic of Slovenia, while the VARS ROs shall draw up contingency plans for their areas. (3) Načrti ukrepov se lahko pripravijo tudi za druge bolezni, če je zaradi epidemiološke situacije to potrebno. (3) Contingency plans may also be drawn up for other diseases when the epidemiologic situation so requires. (4) Načrti ukrepov iz tega člena urejajo najmanj vsebine, določene v Prilogi 7, ki je sestavni del tega pravilnika, če njihova vsebina ni določena z drugimi predpisi. (4) The contingency plans referred to in this Article shall govern at least the matters determined in Annex 7, which is a constituent part of these Rules, unless such matters are specified in other regulations. III. UKREPI III. MEASURES 8. člen Article 8 (preventivni in drugi ukrepi za bolezni) (Preventive and other measures to combat diseases) (1) Širjenje bolezni iz Priloge 1 tega pravilnika v reji oziroma med rejami se preprečuje s preventivnimi ukrepi in drugimi veterinarskimi ukrepi oziroma v skladu s smernicami, ki se objavijo na spletni strani VURS http://www.vurs.gov.si, če z drugimi predpisi ni določeno drugače. (1) The spread of the diseases listed in Annex 1 to these Rules in a rearing establishment or among rearing establishments shall be prevented by preventive measures and other veterinary measures or in accordance with the guidelines published on the VARS website http://www.vurs.gov.si, unless otherwise provided by other regulations. (2) Ukrepi iz prejšnjega odstavka, ki jih je dolžan izvajati imetnik živali, so: (2) The measures referred to in the preceding paragraph that must be carried out by holders of animals are as follows: a. zagotavljanje zdravstveno ustrezne pitne vode, vode za napajanje in krme; a. providing safe drinking water, water for the watering of animals and animal feed; b. zagotavljanje in vzdrževanje predpisanih higienskih razmer v objektih za rejo živali, v drugih prostorih ter napravah, kjer se zadržujejo živali; b. providing and maintaining the prescribed hygienic conditions in animal rearing facilities, other premises and facilities where animals are kept; c. zagotavljanje higiene porodov in molže; c. providing hygienic parturition and milking conditions; d. zagotavljanje veterinarskega reda na javnih krajih, kjer se zbirajo živali, v prevoznih sredstvih za prevoz živali, proizvodov, surovin, živil, odpadkov in krme, v oborah in pašnikih ter objektih za zbiranje živali in klanje živali ter zbiranje, obdelavo, predelavo in skladiščenje surovin, proizvodov, živil, odpadkov in krme; d. maintaining veterinary order in public places where animals are assembled, in means of transport intended for the transport of animals, in products, raw materials, food products, waste and animal feed, in pens and pastures and facilities intended for assembling and slaughtering animals and the collection, processing, manufacture and storage of raw materials, products, food products, waste and animal feed; e. zagotavljanje varnosti živil in veterinarskih pogojev za njihovo proizvodnjo in promet; e. ensuring the safety of food products and veterinary conditions for their production and placement on the market; f. preprečevanje vnašanja povzročiteljev bolezni v rejo živali; f. preventing the introduction and spread of pathogens to rearing establishments; g. izvajanje veterinarskih ukrepov v rejah živali; g. carrying out veterinary measures in rearing establishments; h. ravnanje z živalskimi trupli in drugimi odpadki, odplakami, živalskim blatom in urinom na predpisan način; h. handling animal carcasses and other waste, effluents, animal faeces and urine in the prescribed manner; i. zagotavljanje preventivne dezinfekcije, dezinsekcije in deratizacije v objektih, na javnih površinah in v prevoznih sredstvih; i. providing preventive disinfection, disinsection and deratisation in facilities, public areas and means of transport; j. drugi potrebni ukrepi. j. other measures as required. 9. člen Article 9 (ukrepi do uradne potrditve ali ovržbe suma bolezni iz Priloge 2) (Measures prior to official confirmation or dismissal of the suspicion of a disease listed in Annex 2) (1) Da bi se raziskal sum, ali se je pri živalih pojavila bolezen iz Priloge 2 tega pravilnika, lahko v času od prve prijave do uradne potrditve suma ali ovržbe suma VURS uvede naslednje ukrepe, da bi se preprečila nevarnost za zdravje drugih živali in ljudi: (1) In order to investigate a suspicion that a disease listed in Annex 2 to these Rules has occurred in animals, the VURS may, during the period between the first notification and official confirmation or dismissal of the suspicion, impose the following measures to prevent a risk to the health of other animals or humans: a. zapora gospodarstva; a. closure of the holding; b. nadaljnje laboratorijske preiskave (potrditveni testi, diferencialno diagnostični testi ipd.); b. further laboratory examinations (confirmation tests, differential diagnostic tests, etc.); c. izločitev živali v diagnostične namene; c. the culling of animals for diagnostic purposes; d. prepoved premikov živali; d. prohibition of the movement of animals; e. prepoved razmnoževanja živali; e. prohibition of the reproduction of animals; f. drugi potrebni ukrepi. f. other measures as necessary. (2) Ne glede na rezultate se stroški diagnostičnih preiskav za uradno potrditev ali ovržbo suma na bolezen iz prejšnjega odstavka plačajo iz proračuna Republike Slovenije. (2) Regardless of the results, the costs of diagnostic examinations for official confirmation or dismissal of the suspicion of a disease referred to in the preceding paragraph shall be covered from the budget of the Republic of Slovenia. (3) Imetnik živali je upravičen do odškodnine za živali iz točke c) prvega odstavka tega člena. (3) An animal holder shall be entitled to compensation for the animals referred to in point c) of paragraph one of this Article. 10. člen Article 10 (državno središče za nadzor bolezni) (National Centre for Disease Control) (1) Državno središče za nadzor bolezni (v nadaljnjem besedilu: DSNB) določa, vodi in spremlja izvajanje ukrepov ob pojavu bolezni iz Priloge 8, ki je sestavni del tega pravilnika. Podrobnejše naloge DSNB se določijo v predpisanih načrtih ukrepov za posamezno bolezen. (1) The National Centre for Disease Control (hereinafter: NCDC) shall determine, direct and supervise the implementation of measures in the event of the occurrence of a disease listed in Annex 8, which is a constituent part of these Rules. More detailed tasks of the NCDC shall be specified in the prescribed contingency plans separately for individual diseases. (2) DSNB sestavljajo najmanj člani s področij dela, ki se določijo v načrtih ukrepov za posamezno bolezen iz prejšnjega odstavka. (2) The NCDC shall be composed of at least three members from the fields of work determined in the contingency plans for the individual diseases referred to in the preceding paragraph. (3) Člane DSNB imenuje minister, pristojen za veterinarstvo, za posamezno bolezen iz Priloge 8 tega pravilnika. (3) NCDC members shall be appointed by the minister responsible for veterinary medicine for the individual diseases listed in Annex 8 to these Rules. (4) DSNB se skliče v primeru suma ali pojava bolezni iz Priloge 8 tega pravilnika. (4) The NCDC shall be convened in the event of the suspicion of a disease listed in Annex 8 to these Rules. (5) DSNB skliče in vodi generalni direktor VURS. V njegovi odsotnosti ga nadomesti njegov namestnik. (5) The NCDC shall be convened and chaired by the director general of the VARS. In his or her absence, he or she shall be replaced by his or her deputy. IV. OBVEŠČANJE, POROČANJE IN PRIJAVLJANJE BOLEZNI IV. DISEASE-RELATED COMMUNICATION, REPORTING AND NOTIFICATION 11. člen Article 11 (obveščanje o boleznih iz Priloge 8) (Notification of the diseases listed in Annex 8) (1) Če gre za sum bolezni, navedenih v Prilogi 8 tega pravilnika, mora veterinarska organizacija, ki sum postavi, o tem takoj telefonsko in po telefaksu oziroma elektronski pošti obvestiti GU VURS. V ta namen GU VURS zagotovi dežurno telefonsko številko. (1) When there is a suspicion of a disease listed in Annex 8 to these Rules, the veterinary organisation that raises the suspicion must immediately notify thereof the VARS MO via telephone and telefax or via e-mail. For this purpose, the VARS MO shall provide a hotline telephone number. (2) Takoj po prejeti prijavi suma se skliče DSNB. (2) The NCDC shall be convened immediately upon notification of such suspicion. (3) O rezultatih diagnostičnih preiskav mora imenovani laboratorij takoj na dežurno telefonsko številko in po telefaksu oziroma elektronski pošti obvestiti GU VURS ter rezultate vnesti v računalniški sistem za spremljanje, nadzor in poročanje o določenih boleznih živali (v nadaljnjem besedilu: EPI). (3) A designated laboratory must immediately notify the VARS MO of the results of diagnostic examinations via the hotline telephone number and telefax or via e-mail and enter the results in the computerised system for the monitoring, control and reporting of certain animal diseases (hereinafter: EPI). (4) Podatki, ki jih mora vsebovati obvestilo iz prvega odstavka tega člena, so določeni v Prilogi 9, ki je sestavni del tega pravilnika. (4) The information that must be included in a notification referred to in paragraph one of this Article shall be specified in Annex 9, which is a constituent part of these Rules. 12. člen Article 12 (obveščanje o boleznih iz Priloge 10) (Notification of the diseases listed in Annex 10) (1) Če gre za sum bolezni iz Priloge 10, ki je sestavni del tega pravilnika, mora veterinarska organizacija, ki sum postavi, o sumu na to bolezen takoj obvestiti OU VURS, če ni s posebnim predpisom za posamezno bolezen določeno drugače. (1) When there is a suspicion of a disease listed in Annex 10, which is a constituent part of these Rules, the veterinary organisation that raises the suspicion must immediately notify the VARS RO of the suspicion of the disease, unless otherwise provided by a special regulation for an individual disease. (2) Imenovani laboratorij mora o rezultatu diagnostične preiskave takoj telefonsko in po telefaksu oziroma po elektronski pošti obvestiti OU VURS, če ni s posebnim predpisom za posamezno bolezen določeno drugače ter rezultate vnese v EPI. (2) A designated laboratory must immediately notify the VARS RO of the result of a diagnostic examination via telephone and telefax or via e-mail, unless otherwise provided by a special regulation for an individual disease, and enter the results in the EPI. (3) Če gre za prvi pojav ene od bolezni iz prvega odstavka tega člena v Republiki Sloveniji, mora imenovani laboratorij o rezultatu diagnostične preiskave takoj telefonsko in po telefaksu oziroma elektronski pošti obvestiti tudi GU VURS. (3) In the event of the first occurrence in Slovenia of one of the diseases referred to in paragraph one of this Article, a designated laboratory must immediately notify the VARS MO of the result of the diagnostic examination via telephone and telefax or via e-mail. 13. člen Article 13 (obveščanje o drugih boleznih) (Notification of other diseases) (1) O boleznih iz Priloge 1 tega pravilnika, za katere ne veljajo določbe 11. oziroma 12. člena tega pravilnika, mora veterinarska organizacija obvestiti OU VURS le, če se z diagnostičnim izvidom bolezen (1) A veterinary organisation must notify the VARS RO of the diseases listed in Annex 1 to these Rules for which the provisions of Articles 11 and 12 of these Rules do not apply only when a disease is potrdi. confirmed by a diagnostic result. (2) The occurrence of a disease referred to in the preceding paragraph must be entered in the EPI by a veterinary organisation no later than by the tenth day of the month for the preceding month. 14. člen Article 14 (obveščanje o zoonozah) (Notification of zoonoses) (1) Ob sumu ali potrditvi zoonoze je potrebno obvestiti pristojno zdravstveno službo. Obveščanje poteka v skladu z 11., 12. ali 13. členom tega pravilnika, odvisno od tega, v katero prilogo tega pravilnika je bolezen uvrščena. (1) In the event of the suspicion or confirmation of a zoonosis, the competent health service must be notified. Notification shall be carried out in accordance with Articles 11, 12 and 13 of these Rules, depending on in which annex to these Rules the disease is listed. (2) Glede na naravo bolezni in če je potrebno, VURS in zdravstvena služba v sodelovanju opravita epidemiološko oziroma epizootiološko poizvedovanje. Na podlagi rezultatov poizvedb VURS uvede ukrepe iz 8. oziroma 9. člena tega pravilnika. (2) Depending on the nature of a disease and whether it is necessary, the VARS and a health service shall jointly carry out an epidemiological epizootiological examination, the VARS shall introduce the measures referred to in Article 8 or 9 of these Rules. (3) Ukrepe se lahko uvede tudi, če zdravstvena služba obvesti veterinarsko službo o pojavu kliničnih znakov zoonoz pri ljudeh. (3) Measures may also be introduced when a health service notifies a veterinary service of the occurrence of clinical signs of zoonoses in humans. (4) Če zoonoza ni navedena v Prilogi 1 tega pravilnika, je pa navedena v delu A ali v 1., 2. ali 3. točki dela B Priloge 1 Pravilnika o monitoringu zoonoz in povzročiteljev zoonoz (Uradni list RS, št. 67/04 in 93/05-ZVMS), poteka obveščanje VURS in zdravstvene službe v skladu s 13. členom tega pravilnika, VURS pa lahko uvede ukrepe iz 8. oziroma 9. člena tega pravilnika, če drug predpis ne določa drugače. (4) If a zoonosis is not listed in Annex 1 to these Rules but is listed in part A or in points 1, 2 or 3 of part B of Annex 1 to the Rules on the monitoring of zoonoses and zoonotic agents (Official Gazette of the RS, No. 67/04 and 93/05-ZVMS), notification of the VURS and a health service shall be carried out in accordance with Article 13 of these Rules, while the VARS may introduce the measures referred to in Article 8 or 9 of these Rules, unless another regulation provides otherwise. 15. člen Article 15 (rezultati diagnostičnih preiskav) (Results of diagnostic examination) (1) Imenovani laboratorij oziroma Nacionalni referenčni laboratorij (v nadaljnjem besedilu: NRL) mora o rezultatih diagnostičnih preiskav poleg VURS obvestiti tudi pošiljatelja vzorcev in imetnika živali. (1) A designated laboratory or a National Reference Laboratory (hereinafter: NRL) must notify the VARS as well as the sender of samples and the holder of the animal of the results of diagnostic examinations. (1) Internationally notifiable diseases shall mean the diseases listed in Annex 11, which is a constituent part of these Rules. (2) Obvezno je prijavljanje: (2) It shall be mandatory to notify: a. primarnih izbruhov bolezni iz prejšnjega odstavka; a. primary outbreaks of the diseases referred to in the preceding paragraph, b. sekundarnih izbruhov bolezni iz prejšnjega odstavka; b. secondary outbreaks of the diseases referred to in the preceding paragraph; c. odprave ukrepov, ki so bili uvedeni v zvezi z izbruhom bolezni iz prejšnjega odstavka. c. measures introduced with regard to outbreaks of the diseases referred to in the preceding paragraph. (3) VURS mora primarne izbruhe bolezni iz prvega odstavka tega člena prijaviti nemudoma oziroma najpozneje v roku 24 ur po uradni potrditvi, sekundarne izbruhe pa vsak prvi delovni dan v tednu OIE, Evropski Komisiji in pristojnim veterinarskim organom vseh držav članic EU in sosednjih držav, če ni z drugimi predpisi določeno drugače. (3) The VARS must immediately or no later than within 24 hours of official confirmation notify primary outbreaks of the diseases referred to in paragraph one of this Article to the OIE, the European Commission and the competent veterinary authorities of all EU Member States and neighbouring countries, while it shall notify secondary outbreaks on every first workday of the week, unless otherwise provided by other regulations. (4) Prijava OIE poteka preko WAHIS nujnih sporočil. (4) Notification of the OIE shall be carried out via WAHIS alert messages. (5) Prijava bolezni Evropski Komisiji mora vsebovati informacije, določene v Prilogi 12, ki je sestavni del tega pravilnika in mora biti poslana po telefaksu oziroma elektronski pošti in preko ADNS. (5) Notifications of diseases to the European Commission shall contain the information specified in Annex 12, which is a constituent part of these Rules, and must be sent via telefax or e-mail and via the ADNS. (6) Ne glede na prvi odstavek tega člena poteka obvezno mednarodno prijavljanje bolezni vodnih živali v skladu s predpisi, ki urejajo zdravstveno varstvo živali in proizvodov iz akvakulture. (6) Notwithstanding paragraph one of this Article, mandatory international notification of aquatic animal diseases shall be carried out in accordance with the regulations governing animal health requirements for aquaculture animals and products thereof. V. LABORATORIJI, LABORATORIJSKI TESTI IN METODE, ODVZEM V. LABORATORIES, LABORATORY TESTS AND METHODS, AND TER POŠILJANJE VZORCEV TAKING AND SENDING OF SAMPLES 17. člen Article 17 (nacionalni referenčni laboratoriji in drugi imenovani laboratoriji) (National Reference Laboratories and other designated laboratories) (1) Laboratorijske preiskave uradnih vzorcev na bolezni iz Priloge 1 tega pravilnika se opravljajo v imenovanih laboratorijih oziroma NRL, katerih seznam je objavljen na spletni strani VURS http://www.vurs.gov.si . (1) Laboratory examinations of official samples regarding the diseases listed in Annex 1 to these Rules shall be carried out in designated laboratories or NRLs, the list of which shall be published on the website of the VARS http://www.vurs.gov.si. (2) Naloge in pristojnosti NRL so informativno objavljene na spletni strani VURS http://www.vurs.gov.si (2) For informational purposes, the tasks and competences of NRLs shall be published on the website of the VARS http://www.vurs.gov.si. (3) Imenovani laboratorij oziroma NRL mora enkrat mesečno, najpozneje do 20. dne v mesecu za pretekli mesec, o rezultatih opravljenih diagnostičnih preiskav, ki niso zajete v CIS VURS – EPI, poročati GU VURS. (3) Once a month and no later than by the 20th day of the month for the preceding month, a designated laboratory or a NRL must report to the VARS MO on conducted diagnostic examinations not included in the CIS VARS – EPI. (4) Odvzem oziroma pošiljanje vzorcev v referenčne laboratorije v tujini koordinira GU VURS. (4) The taking of samples and sending them to reference laboratories abroad shall be coordinated by the VARS MO. 18. člen Article 18 (laboratorijski testi in metode, način odvzema vzorcev in pošiljanje materiala za diagnostično preiskavo) (Laboratory tests and methods, the manner of taking samples and sending materials for diagnostic examination) Laboratorijski testi in metode za preiskave posameznih bolezni iz tega pravilnika ter način odvzema vzorcev in pošiljanje v diagnostične preiskave, so določeni in se opravljajo v skladu zadnjo izdajo z diagnostičnega priročnika OIE oziroma s predpisi Skupnosti. Laboratory tests and examination methods for the individual diseases referred to in these Rules and the manner of taking samples and sending them for diagnostic examination shall be specified and carried out in accordance with the latest Manual of Diagnostic Tests and Vaccines for Terrestrial Animals issued by the OIE or with Community regulations. VI. PREHODNE IN KONČNE DOLOČBE VI. TRANSITIONAL AND FINAL PROVISIONS 19. člen Article 19 (prehodne določbe) (Transitional provisions) http://www.vurs.gov.si/ http://www.vurs.gov.si/ http://www.vurs.gov.si/ http://www.vurs.gov.si/ (1) Do vzpostavitve CIS VURS – EPI in izdaje ustreznega predpisa, ki bo urejal obrazce oziroma računalniški program za bolezni živali iz tega pravilnika, se še naprej uporabljajo obrazci in računalniški program, ki so se uporabljali do uveljavitve tega pravilnika. (1) Until the CIS VARS – EPI is established and the relevant regulation governing the forms and computer programme for animal diseases referred to in these Rules is issued, the forms and computer programme that were used prior to the entry into force of these Rules shall be used. (2) Do vzpostavitve CIS VURS – EPI mora veterinarska organizacija posredovati poročilo o pojavu bolezni iz 13. člena tega pravilnika na OU VURS najpozneje do desetega dne v mesecu za pretekli mesec na predpisanem obrazcu, ki je dostopen na spletni strani VURS http://www.vurs.gov.si. (2) Until the CIS VARS – EPI is established, veterinary organisations must submit reports on the occurrence of a disease referred to in Article 13 of these Rules to the VARS RO no later than by the 10th day of the month for the preceding month on the prescribed form available on the VURS website http://www.vurs.gov.si. (3) Do vzpostavitve CIS VURS – EPI mora imenovani laboratorij enkrat mesečno, najpozneje do 20. dne v mesecu za pretekli mesec, o opravljenih diagnostičnih preiskavah poročati GU VURS. (3) Until the CIS VARS – EPI is established, a designated laboratory must report on conducted diagnostic examinations to the VARS GO on a monthly basis and no later than by the 20th day of the month for the preceding month. (4) Do vzpostavitve CIS VURS – EPI mora imenovani laboratorij o rezultatih diagnostičnih preiskav na steklino poročati GU VURS najpozneje do tretjega dne v mesecu za pretekli mesec.
