RF Government Decree No. 1121 3 October 1994 With the object of creating the conditions for development of the food market, the RF Government hereby decrees: 1. A Federal Food Corporation shall be established under the RF Ministry of Agriculture and Food. 2. The main tasks of the Federal Food Corporation shall be the development and state regulation of the food market for the benefit of commodity producers, and satisfaction of public demand for food, and of industry for agricultural raw materials. The Federal Food Corporation shall ensure effective and repayable use of monies attracted for the state regulation of the food market and for other operations involving food. 3. The Federal Food Corporation shall be vested with the following basic tasks: formation and organization of the use of food stocks, performance of commodity operations for food intervention in the food market with the object of its regulation and stabilization, placement, on a tender basis, of orders for the purchase and delivery of agricultural produce and food among business persons for the formation of commodity-intervention food stocks; rendering of state support for agricultural commodity producers and producers of food products in the sale of their products on the food market on the basis of guaranteed minimal prices for agricultural produce purchased for the food stocks, and providing advances to commodity producers under agricultural produce mortgage; assistance in the development of the market infrastructure, ensuring methodological and organizational uniformity in the regulation of the food market, conduct of monitoring of the economic state of the food market, its analysis and forecast; participation in the creation and backup of the functioning of wholesale food markets; mobilization, accumulation and securing of the rational use of financial and credit resources for operations on the food market; fulfillment of a set of measures to improve the quality of the commodities offered for sale; organization and performance of export and import operations on the food market. 4. Approval shall be given to the initiative of the RF Ministry of Agriculture and Food, the RF Council of Ministers of Tatarstan and Khakassia, the administrations of the Altai, Stavropol, Krasnodar and Primorye Territories, the Vladimir, Volgograd, Belgorod, Kaluga, Kemerovo, Kursk, Nizhni Novgorod, Orenburg, Ryazan, Smolensk, Sverdlovsk, Tver and Tula Regions, and the cities of Moscow and St. Petersburg in the staging of an economic experiment in organizing wholesale food markets. Wholesale food markets shall be enterprises and shall be set up in any legal-organization forms, as provided for by RF legislation, with the object of providing the producers with the necessary conditions for the marketing of agricultural produce, supply of food commodities to enterprises in marketing and public catering, and of raw materials to food and processing enterprises. 5. The RF Ministry of Economics and the RF Ministry of Finance shall appropriate 78.5 billion rubles from the Federal Budget and investment credits for holdings in the design and construction of facilities for wholesale food markets and the infrastructure thereof. 6. The RF Ministry of Agriculture and Food and the RF State Committee for Management of State Properties shall, within the period of one month, prepare and put before the RF Government a draft normative act on the transfer into a trust fund under the Federal Food Corporation of a block of shares of wholesale food markets and raw material and commodity food exchanges. 7. The RF Ministry of Finance and the RF Ministry of Agriculture and Food, together with the RF State Tax Service and the RF Central Bank, shall, within the period of three months, consider the matter and submit, in the statutory manner, proposals on the taxation of wholesale food markets. 8. The organs of executive power of RF subjects shall be advised to give assistance in the establishment of Search - 21 Results - fisheries file:///D/HTML/rus25097E.htm[16.01.2025 10:01:13] territorial subdivisions of the Federal Food Corporation. The organs of executive power of RF subjects and the organs of local self-government, the RF Committee for Trade, the RF Ministry of Agriculture and Food, the RF Committee for Fisheries, and the Central Union of Consumer Societies shall take part in the establishment of wholesale food markets, making utmost use of available refrigerators, warehouses, storages of fruits and vegetables, and other producer capacities and infrastructure facilities. 9. The RF Ministry of Agriculture and Food and the RF Committee for Trade shall work out and confirm, in the statutory manner, Model Rules of Trade on Wholesale Food Markets. 10. The RF Ministry of Agriculture and Food and the RF Ministry of Finance shall ensure, in 1994 and 1995, refund of the monies granted as budget loans for the purchase of food, and remittance thereof to a special account of the Federal Food Corporation and its territorial subdivisions for subsequent use thereof for these same purposes. 11. The RF Ministry of Finance and the RF Ministry of Economics shall, beginning from 1995, make annual appropriations to the Federal Food Corporation of monies from the Federal Budget for the conduct of operations on the food market. 12. The Federal Food Corporation shall be headed by a director-general with the powers of a first deputy RF Minister of Agriculture and Food.
