Substitution of S€ction 16, Act I of 2007.-ln the said Ac! for Section 16, the following shall be subsututed, namely "16. Appointmenrs.--{ I ) The Council may appoin( such employees as it may consider necesvry for the efficicnl pcrformance of its fiinctions on such terms and conditions as may be prescrib€d. (2) All appoinorents :nd proxrotions in the Council shall be in accordance with the service rules and regulations of the Council.
