PANGANIBAN WATERSHED FOREST RESERVE FOR THE PURPOSE OF PROTECTING, MAIN TAINING OR IMPROVING THE WATER YIELD AND PROVIDING RESTRAINING MECHANISM FOR IN APPROPRIATE FOREST EXPLOITATION AND DISRUP. TIVE LAND-USE, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF JOSE PANGANIBAN, PROVINCE OF CAMARINES NORTE, PHILIPPINES Upon recommendation of the Secretary of Department of Environment and Natural Resources and pursuant to the powers vested in me by law, I, FIDEL V. The areal covered by the reservation shall be under the administrative jurisdiction, supervision and control of the Department of Environment and Natural Resources, through its Forest Management Bureau, in coordination with other agencies of the zovernment with the objective of maintain ing its usefulness as a source of water for irrigation, domestic and other purposes. The conservation of water being of primary importance, all other uses of the forest are subordinated to that purpose.
