Diliman 1100 Quezon City MEMORANDUM CIRCULAR NO. \9 SERIES of 2020 SUBJECT ADOPTION OF THE MANUAL ON THE PREPARATION OF THE INTEGRATED LAND MANAGEMENT FRAMEWORK PLAN AND MAINSTREAMING SUSTAINABLE LAND MANAGEMENT IN THE COMPREHENSIVE LAND USE PLAN WHEREAS, the Department of Agriculture (DA) through the Bureau of Soils and Water Management (BSWM) implemented a Global Environment Facility-funded Project in partnership with the United Nations Development Programme Philippines; WHEREAS, the project is titled Implementation of Sustainable Land Management (SLM) Practices to Address Land Degradation and Mitigate Effects of Drought otherwise known as the SLM Project which aims to strengthen SLM frameworks to address land degradation process and mitigate the effects of drought in the Philippines through effective national enabling environment to promote integrated landscape management; and long-term capacities and incentives in place for local communities and LGUs to uptake of SLM practices in two targeted municipality in the Philippines; WHEREAS, the SLM Project developed the Manual on Adopting the Integrated Land Management Framework (ILMF) Plan and Mainstreaming SLM in the Comprehensive Land Use Plan (CLUP) which has four modules covering the following: Module 1 - ILMF, Module 2 - ILMF Plan Preparation, Module 3 - The Value of Mainstreaming, and Module 4 - Components of SLM Mainstreaming; WHEREAS, the Manual on Adopting the Integrated Land Management Framework (ILMF) and Mainstreaming Sustainable Land Management (SLM) in the Comprehensive Land Use Plan (CLUP) under the leadership of BSWM has undergone series of consultation meetings with SLM Project Partners such as Housing and Land Use Regulatory Board (HLURB), Department of Environment and Natural Resources-Forest Management Bureau (DENR-FMB), Department of Agrarian Reform, Department of Interior and Local Government, National Economic and Development Authority, United Nations Development Programme, and Local Government of Malaybalay City, Bukidnon and Abuyog, Leyte; /J ~ e~u r~ ? fii{iyyines ~ ~-:;n~~c~;~rous farmers andJisnerfori Republic of the Philippines OFFICE OF THE SECRETARY Elliptical Road. Diliman 1100 Quezon City -WHEREAS, the Manual on Adopting the ILMF and Mainstreaming SLM in the CLUP will be used by the DA, BSWM, Regional Field Offices (RFOs), DENR-FMB, and HLURB; NOW, THEREFORE, I, William D. Dar, Ph.D., Secretary of the Department of Agriculture, hereby issue this Circular for the mainstreaming of SLM in the CLUP. Thus, the adoption of the Manual for the Preparation of the ILMF Plan in support to the Mainstreaming of SLM in the CLUP. All the DA Staff Offices, Regional Field Offices (RFOs), and its attached agencies, bureaus, corporations as well as the DENR-FMB and HLURB shall coordinate with the Bureau of Soils and Water Management for the technical assistance on the application of the Manual for the Preparation of the ILMF Plan in support to the Mainstreaming of SLM in the CLUP.
