Guerrero Speaker, House of Representatives Seventh Northern Marianas Commonwealth Legislature Saipan, MP 96950 Dear Mr. President and Mr. Speaker: This is to inform you that I have signed into law Senate Bill No. 7-5, to establish an Agricultural Homestead Program for the island of Rota, which was passed by the Seventh Legislature and transmitted to my office on October 12, This legislation will hopefully encourage more farming on Rota, and enable full time farmers to raise their crops and farm animals. There is a typographical error on page 1, line 17. The number "9" before "2" should be struck out so that it would read "2 CMC instead of "92 CMC". This, of course will be corrected by the Law Revision Commission during the updating of the Code. This bill becomes Public Law No. 7-11. BE IT ENACTED BY THE NORTHERN MARIANAS COMMONWEALTH LEGISLATURE: Section 1. Short Title. This Act may be cited as the "Rota Agricultural Law of 1990". Section 2 . ' of Homestead Areas. Such areas of public lands on the island of Rota as may be suitable for agricultural purposes, and which are not required government use or reserved for other purposes by any other provision of law, shall be designated the Marianas Public Land Corporation on behalf of the Commonwealth government for homesteading purposes. Section 4. to Homestead. Eligibility to enter upon o r acquire rights to public land under this Act shall be determined accordance with 2 CMC Section 4303; provided that no person, clan, lineage, family or group of persons may be permitted to enter 'upon or rights under this Act unless that person, or persons, have been of the island of Rota for not less than five ( 5 ) years, totally . This Act shall take effect upon its approval by the Governor, or upon its becoming law without such approval and shall take effect upon the availability of the homestead development funds identified in the series bonds issued by the Commonwealth Development Authority.
