Community Forestry Action Plans for Strategic Plans EXCECUTIVE SUMMARY In Myanmar, Community Forestry Instructions was issued since 1995, however the Community Forestry Strategies and Action Plan could be prepared after twenty three years. In Mynmar Forest Policy issued in 1995 metioned six imperatives, and among imperatives, importance of peple participation in forest management is described in two imperatives, namely Participation and Public awareness. And also, fulfilment of basic need for local people is regarded as one of the important imperatives. According to the Myanmar Population and Housing Census of 2014, the population in Myanmar is made up of 10.88 million households. About 81% of the population has been using wood, fuelwood and other related products for cooking and 81% of the housing depends on wood and bamboo, so fulfillment of basic needs for local people from forests is relatively high in Myanmar. In National Forest Master Plan (2001-2030), it is targeted to establish 2.27 million acres of Community Forest areas and aimed to support about 25% of fuelwood requirement by local people from the Community Forests. The Community Forestry Strategies and Action Plan is prepared with ten parts. Vision, mission and value are mentioned in part (5), SWOT Analysis in part (6) and Strategic themes, Goals, Objectives and Strategies in part (7). The six strategic themes, including 28 strategies, are metioned below: (1) Awareness and understanding of Community Forestry, (2) Scaling up Community Forestry, (3) Promoting Small-scale Forest Enterprise, (4) Strengthening Community Forestry National Working Group (CFNWG) and CF Unit, (5) Progressing research and development, and (6) Enhancing policy and enabling environment. 1. INTRODUCTION This strategic plan for Community Forestry in Myanmar defines its vision, mission and values, reviews strengths, weaknesses, opportunities and threats, and formulates strategic themes, goals, objectives and strategies. It covers a period of four years, namely from April 2017 to March 2020.This strategic plan is the result of elaborate and productive discussions within the core group including an external facilitator, and of rounds of consultations within the CFNWG. The plan is intended to guide and strengthen the development of community forestry maximizing its values and benefits to all citizens of the country. 2. CURRENT STATUS OF COMMUNITY FORESTRY IN MYANMAR Community Forestry officially began in Myanmar in 1995 through issuing of the CF instruction (CFI 1995) by the Ministry of Forestry. It represents a significant policy breakthrough for participation in forest governance in Myanmar. The Master Plan for the Forestry Sector mandates that 2.27 million acres should be under Community Forestry by the year 2030. Implementation of Community Forestry has been quite gradual, but over the political transition period has been accelerating. In order to better promote Community Forestry and its more effective implementation, the Community Forestry National Working Group (or CFNWG) was initiated at the National CF Workshop in early 2013. A Terms of Reference was subsequently developed and the Organization was subsequently registered as an Association.  CFNWG now comprises 25 members who are 8 from forest department, 9 from line departments, government, 8 from civil society and private sector, with the observer presence of one INGO.  CFNWG has been meeting on an approximately quarterly basis since then; it has held (12) meetings - with financial support of RECOFTC and Pyoe Pin Programme.  Achievements of the CFNWG so far include: (1) improved rapport, communication and networking among members; (2) revision of the CFI 1995. At the end of November 2017, a total of 3,323 CFs covering 94,417 households and 472,079 acres have been established. The details by State and Region are illustrated in the following figures (Figures 1-3). 1 Fig 1. Total areas of CFs in State and Region Shan State has established the most with a total area of 102,967 acres recording the highest CF coverage, while Mon State has the least CF coverage with 368 acres only. Fig 2. The distribution of CFs established across the country Sagaing Region has highest in number of CFs totaling 692. Mon State could have implemented 21 CFs only. 0 20000 40000 60000 80000 100000 120000 21357 5530 6419 9209 36713 27968 86729 98707 20237 368 23180 3419 102967 17999 11278 0 100 200 300 400 500 600 700 51 44 37 222 692 54 235 612 203 21 259 40 524 202 127 2 Fig 3. The number of households in CFUGs by State and Region Shan State has the highest FUG population accounting 23,517, being closely followed by Magway Region with 19,671 households, while again Mon State has the lowest CFUG members with only 203. 3. ENVIRONMENTAL ANALYSIS 3.1 External influences Myanmar has a long list of policies and laws relating to conservation of natural resources, biodiversity, wildlife and climate change among others and is a signatory to international treaties in these respects. However, the urgent need of revenue especially in the previous few decades and underdevelopment had made the government impossible to comply fully with the terms of some treaties resulting in the dwindling of the forest resources, biodiversity and wildlife. Lack of appropriate institutions, infrastructures and good governance and prevalence of corruption will impact adversely the natural resource restoration and conservation measures. 0 5000 10000 15000 20000 25000 2741 2511 542 2305 7897 1976 3545 19671 10223 203 8182 1794 23517 6984 2326 3 Luckily, however, for the rehabilitation and improvement of forest resources, the numbers of donor organizations and amount of donations have been noted as increasing. CF Unit and CFNWG have been assisted both technically and financially by such international organizations as Pyoe Pin Programme of the British Council, RECOFTC and Forest and Farm Facility (FFF) of FAO. 3.2 Internal influences Limited awareness and understanding of the values of CF amongst the general public, limited knowledge and commitment of some departmental staff members, poor level of trust of the local communities on the FD/Government concerning the use of forest land and trees, insecure land tenure and weak rule of law, elite capture of land, bureaucratic mindset of the government staff, weak coordination and cooperation among the line ministries and insufficient financial support to FUGs constrain the progress of community forestry. 4. STRATEGY DEVELOPMENT- THE PROCESS The CFNWG created in 2013, at its 6 th meeting held on October 2015, decided to develop a “strategic plan for community forestry in Myanmar” with a view to enhancing the implementation of the community forestry program in a more effective and efficient manner. A group of CFNWG members conducted the first meeting at ECCDI on November 2015. The meeting was joined by Dr. Oliver Springate-Baginski, a consultant of Pyoe Pin Programme (PPP), at the request of PPP, RECOFTC and ECCDI. The meeting outlined the framework of the strategic plan for CFNWG and discussed it with the DG, DDG and directors of the FD in NPT on January 2016. The 7 th CFNWG meeting at NPT decided to first develop strategic plan for Community Forestry instead of CFNWG. The FD was then requested to identify strategic themes and send them to the group. They sent them directly to the consultant and worked with him. The consultant drafted “Community Forestry: A Strategic Plan- options and suggestions for the CFNWG (CF-NWG) July 2016”. The consultant‟s draft was reviewed by the CFNWG at its 9 th meeting held on October 10, 2016. The group of CFNWG members (a sub-committee consisting of Dr. Kyaw Tint, Dr. Maung Maung Than, Salai Cung Lian Thaung, U Khin Maung Latt, U Htun Paw Oo, U Win Myint, U Aung Thant Zin and U Kyin Win, assigned by that meeting), conducted the final review of the draft and prepared this draft “Strategic Plan for Community Forestry in Myanmar for the period from 2017 to 2020” for discussion and improvement at the 10 th , 11 th and 11 th CFNWG meetings conducted. The sub-committee of CFNWG members submitted the draft of 4 strategic plan of community forestry in 12 th CFNWG meeting. It is decided to finalize this CF strategic plan with the revising and fulfilling of CF unit of Forest Department in 13 th CFNWG meeting 5. VISION, MISSION AND VALUE Vision To be a lead participatory forest management option contributing to alleviation of communal poverty, community empowerment, social justice and sustainability of forest resource Mission To establish and sustain healthy and resilient community forests and promote profitable CF-based enterprises across the country for the enrichment of the lives of the poor communities and environment. Value  Democratic political processes, social inclusion and supporting national reconciliation  Rights-based local government and local resource management - promoting citizen rights, locally controlled forest management in areas around villages  Respecting and promoting citizen livelihoods,  Promoting democratic national and regional policy development and specified objectives particularly relating to CF  Transparent, accountable, cooperative across stakeholders 5 6. SWOT ANALYSIS This strategic plan identifies and addresses the following strengths, weaknesses, opportunities and threats of community forestry in Myanmar. STRENGTHS o Strong policy and legal support o Clearly defined vision, mission, goals and strategies o Revised and updated CFI o Clearly set target and FD‟s strong leadership and commitment to achieve it o Increased awareness of the communities about the values of CF o Increasing INGOs, NGOs, CSOs and private sector participation and support o The CFNWG guiding, monitoring, evaluating and supporting CF establishment and progress. o Clear Landuse Policy o Mainstreaming into MRRP WEAKNESSES o Still limited awareness and understanding of the values, principles and process of CF amongst the general public and even among some departmental staff members o Inadequate trust of the local communities on the FD/Government about the use of forest land and trees o A slow pace of handover of CFCs especially to establish CFs in areas outside PFE. o Insecure land tenure and weak rule of law that lead to „elite capture‟ and conflicts o The need for the Forest Department staff to adapt their roles from policing to facilitation support O Limited funding and financial support for scaling up CF formation and long term post formation support to FUGs. O No continuous action research on CF and related livelihood and enterprise-led CF O No specific institution to lead the implementation of CF on a sustainable basis O Limited cooperation/coordination among related Ministries/Stakeholders/local government OPPORTUNITIES o New more democatic government and reform programme o Growing opportunities for international funding support for CF process o The National Land Use Policy specifying the recognition for customary lands – implying policy endorsement for communities to manage these as community forests o Political dialogue that may lead to national reconciliation and strong THREATS o New political era that may lead to over- rapid and uncoordinated international interventions, missed opportunities and overshadowing of existing achievements O Higher level issues which may neglect Community Forestry O Change of forest management system and national forest policy O Land grabbing and influence of local elite O Conflicts of interest among related Stakeholders (eg. Local government, line Ministries, ethnic groups, private sector 6 opportunities for Community Forestry to be rolled out in ethnic areas. o Mainstreaming into climate change mitigation and adaptation efforts (eg. REDD+, NDC) o High potential for food security and poverty reduction etc.) O Contradiction of policies and legislation O International pressures on landuse and land use change, high market pressure and unforeseeable transboundary issues. 7. IMPLEMENTATION AND MANAGEMENT OF STRATEGIC PLAN The Forest Department is the sole authority to implement and manage the Plan allocating authorities and responsibilities to forest offices at different levels throughout the country. It will be represented by the CF Unit formed at the headquarters. The CF Unit should prepare annual action plans and set targets for implementation by State and Regional Forest Departments. The CFNWG will guide and assist the CF Unit . The CF Unit should regularly report the CF performance progress to the DG and the CFNWG. 9. RESOURCE REQUIREMENTS To implement the Strategic Plan will need human, material and financial resources. Since forest staffs have to establish or facilitate formation of CFs, mobilize and lobby people, FD should assign sufficient staff to the jobs and train them to be technically competent with right concepts of CF values through knowledge sharing and capacity building trainings. Every forest office should be provided with modern and upgraded equipment for both office and field uses. Financial resource is critical to start up and maintain CFs. The Trust Fund suggested above should be strengthened through contributions from the government budget, international donors and implementation of CF projects. The CF Unit guided and supported by the CFNWG will be central to this issue. 11. PERFORMANCE MEASUREMENT, MONITORING AND REVIEW Monitoring and Evaluation of the CF progress and of the performance of the staff and the CFUGs is a core function and an inevitable task of the CF Unit. In this respect The CF Unit should develop an easy-to-implement transparent M & E system. The forest staffs at district offices in cooperation with respective CFUGs should execute this system regularly to track and evaluate progress and performance of the CFs and report to the CF Unit and the CFNWG. The CF Unit will review the performance of the CF, CFUG and also the responsible forest staff and submit to the DG. 11 11.
