Urban Councils (Amendment) • Act No. 18 of 1987 [Certified on 16th April, 1987] L D.~-0.14/86 ( v i ) A N ACT TO AMEND THE URBAN COUNCILS ORDINANCE BE it enacted by the Parliament of the Democratic Socialist Republic of Sri Lanka as follows 1. rhis Act may be cited as the Urban Co~eils (Amend- Short title. ment) Act, No. 18 of 1987. 2. Section 36 of the Urban Councils. Ordinance (herein- ~:C~'f::;t:J after referred to as the " principal enactment ") is hereby ~a ter 255 amended by the insertion, immediately after paragraph (h) p of that section, of the following paragraphs " (hh) to (i) ·prepare and submit to the appropriate autho rity, a programme for the provision of educational' facilities such as buildings, furniture, playgrounds, hostels, teachers' quarters, sports materials and library facilities in the town ; (ii) recommend to the appropriate authority, the opening, closing, amalgamation, naming and upgrac;ling of; schools in the town ; (hhh) exercise, perform and discharge any power, duty or function delegated to it by the Development Council established for the administrative district within the limits of which the town is situated and to implement any scheme or work assigned to it for implementation by such Development Council ; ". 3. Section 15'7 of the principal enactment 1s hereby amended as follows : Amendment of section 15'( ofth~ principal enactment. (a) by the insertion immediately after sub-paragraph .(w) of paragraph (9) of that section, of the following sub-paragraph : " (WW) the regulation and control of industrial waste · ,, • ' ' 2-A 094629-8.415 (12/86) Amendment of se&ion 1'59 of the l)dncipal enactment. 2 Urban Councils (Amen~ment) Act No. 18 ef 19~7 (b) by the substitution, in sub-paragraph (d) of para graph (10) of that section, for the iords' " occupa tion of such stations ", of the words " occupation of such stations, the provision of facilities for the vaccination and immunization ·~ livestock and dogs"; and (c) by the insertion, immediately after paragraph (14A) of that section, of the following paragraph :-I " (14B). the removal of obstructions to coastal f i s h i n g ; ''. 4. Section 159 of the principal enactment is hereby amended in subsection (1) of that.section, by the insertion, immediately after paragraph (d) of that subsection, of the following paragraphs : " ( dd) all contributions voted by the Council towards, the provision of relief to poor people, the rehabilita tion . .nd care of, destitute persons or physically, mentally or socially handicapped persons, com munity development projects or employment ·programmes ; (ddd) ·a11 contributions voted by the Council towards, promotion of religion and culture, including con tributions made towards the costs of the organi-· zation of religious- ceremonies and festivals, the maintenance of Dhamma schools and Sasan~ Rakshaka Mandalayas, the establishment of cui tural centres, the organization of literary and cultural festivals, the publication of books of literary and cultural value and the award of prizes to artists, authors and craftsmen ; ''.
