These RegulationsJ1)ay be cited as the Food (Standards) Regulations 1989 and shall corne into operanon on August I, 1~1. PART VI First Schedule MILK REGULATIONS "Milk Raw or Fresh" means the normal, clear, lacteal secretion (practically free from colostrum) obtained by completemilking,of one or more healthy cows or buffaloes without the additionof any substances or extraction of fats' or any other constituents. "Standardised Milk" means, cow milk buffalo milk or a combination of both, that has 'been standardised to fat and solids other than milk fat. as set out in Schedule I hereto ; i' . "Toned Milk" means, aprodu<:t preparedby theabstractionof suitablequantityofmilk fat from cow milk or buffalo milk or a combination of both so as to satisfy the standards set out in Schedule I hereto. "SkimmedMilk" means aproduct prepared fromcow milkbuffalomilk or acombinationof both, fromwhichalmost all the milk fat has been removed and containing not more than 0.5 per centum milk fat ; "Pasteurised Milk" means, milk that has been heated in such a way that every particle of milk is heated to at least 63°C., and held continuously at that temperature for at least 30 minutes,or heated to at least 71.5°C, and held at that temperature continuously for at least 15 seconds, or any other approved temperature-time combination equivalent thereto,that will serve to give a negative phospha&ase test, and cooled immediately to a temperatureof 100C or less and kept at that temperature until delivery ; "Standardilocl Milk" "TOIled Milk" "SkimmedMilk" lA SA I ~~. It shall contain liddedcalciumcholoride. It shall contain 8.0 per cent Milk fat and not less than 28.0per cen~ milk solids. It may contain cilric acid Il'ld~um citrate. . '. "Condensed Milk (Sweetened) means the product obtained from Cow or buffalo milk or a combination thereof, or from standardised milk, by the partial ~ernoval of water, after addition of sugm. Sweetenedcdndensed milk shall not contain less than 8.0 per cent milk fat not less than 28.0 per cent total milk solids and not less than 40 percent suCrose (cane sugar). "Evaporated Skimmed Milk" (Unsweetned Condensed sJcimqledMilk) means the product obtained from cow or buffalo skim milk or a combination thereof. by the partial removal of water. Condensed skimmed milk unsweetened, shall contain not less than 20 per cent total milk s~lids.The fat cont!2lt shall not exceed O.S per cent. "Condensed Skimmed Milk (Sweetened) nlens the productob~ from skimmed cow or bUffalo skim milk or a combination thereof. by the partial removal or w~. after addition qf sugar. Condensed~edmilk, (Sweetened), shall contain not less than 24 per cent of total milk solids and not less than 40persugar. The fat contentshall not exceed 0.5 per cent. "Evaporated Milk (Unsweetened Condensed Milk), Condensed'Milk (sweetened) Evaporated Skinuned Milk (Unsweetened Condensedj cendensed SlWnmed Milk (Sweetened) may contain calcium chloqde, cilric acid, sodium .citrate, sodium salts of orthophosphoric acid not exceeding 0.3 per cent of the finished product, Third Schedule REGULATION WITlI RESPECT TO LABELLING OFCONDENSED MILK 1. (a) the prescribed ~larations shall be printed conspicuouslyupon alight-coloured back ground. (b) There shall be a surrounding line enclosing thedeclar"tions. .(c) No matter other than that hereinbeforeprescribed shall be-printed within the surrounding line. (d) The label shall in addition comply with other relevant requirements of the Labelling Regulations. SECOND SCHEDULE Roout.A11ONS WITH RESI'BCI' TO 11fBLABBLLINO OI? DlUED MILK, 1. (1) EvCry tin or other receptacle containingdried milk (other thandried milk to whichsugar or some other substan.ee has been added) shall·bear a label upon which is printed such 'one of the following declarations as may be applicable or such other declaration substantially to the like effe6t as may be approved by the Minister :-. . (ii) In the case of dried full cream milk, that is to say dried milk containing not less than 26 per centum of milk fat DlUED FULLCREAM MILK THISTINCONTAINS THE EQUIVALENT OF(A) PINTS OF MILK (iii) In the case of skimmed milk, that is to say, dried milk containing less than 8 per centum of milk fat DRIED SKIMMEDMILK (OR DRIED SKIMMEDMILK) UNFIT FOR BABIES (OR) Nor'TO BE USED FOR BABIES THIS TIN CONTAINSTHE EQUIVALENTOF (a) PINTS OF SKIMMED MILK (3) The declaration shall be completed as follows : (i) There shall be inserted at (a) the appropriatenumber in words figures, e.g., "one -and-a-half(l 112)" any fraction being expressed as one e.ights, quarters or a half. \ (4) for the purposeof this rule the terms "Milk" means milk containing not less than 3.6% of milk fat and 8.8% milk solids other thanmilk fat and "skimmed milk" means milk whichcontains not less than 9 percentum of milk wlids other than milk fat. 2. The label shall alsohave a declaration which shall appearin a conspicuous position stating clearly the proportions of dilutions for malcing with the contents of the tin or other receptacle,milk ofa composition at least equal to that of milk,:or skim milk. (a) The .-escribed declaration shall be printed in dark block type upon a light-ooloured back ground. (b) There shall be a surrounding line. enclosing the declaration and in~ case in which the words "unfit (or ~'UJlfit to be used'') for babies" are required to be used W:z'eshall be another such line enclosing those words. (c) The distance between my part of the words "unfit (or "not to be used'') for babi~" and the surrounding line enclosing thosewarda shall benot leis thanone-sixteenth of 11\ inch. (d) Nomauer other thIRthatherein before prescribed shall be printed withineither surrounding line. (et The type used for the declarationshall not in II\Y~ be less.than one-tenth of an inch in height (or if the gross weightof the tinor otherreeeptaele doesnot exceed twelve ounces, one-sixteenth of an inch in height) and the " -type used for thewords"unfit (or ''not to beused'') for babies" shallnot be less thantwice theheight of,any other part of the declaration.· . 4. Thelibelshallinadditionbear thename and~softhemanufacturer ofthe driedmilkorofthe dealerormerchant in SriLankafor whom it is manufllClUred or the owner of the trade mark and the nett weight of the 'concentsof the . tin or oth«ieceptaele.· '. 5. The·labelshaJI be IeCUl'eIy Iffixed to the tin or o~ receptacle a label bearing the name. trade mark, or design . representing the brand of the dried milk, the prescribed declarati0n5 shall be printed as part of such labeL 6.
