Approved by the Order of Scientific Production Unit on Veterinary under the MAF KR March 11, 1994 REGULATIONS on Central Veterinary Department of Scientific and Production Unit on Veterinary under the Ministry of Agriculture and Food KR 1. General Regulations. 1.1. The Central Veterinary Department, hereinafter referred SVD is a management body of state veterinary in the structure ofscientific and production unit on veterinary under the MAF KR and within its competence manages the veterinary service in the Republic. 1.2. SVD in its activity follows the Law ofKR "On Veterinary", Presidential Decrees, Governmental Resolutions and Decisions, Orders and Instructions ofMAF KIt, Scientific Production Unit on Veterinary and by the current regulation. 1.3. In accordance with the Article 2 of the Law KR "On Veterinary" the instructions of SVD on issues of the implementation of requirements of veterinary legislation are obligatory for all ministries, enterprises, organisations, independently from the subordination and form of property, as well as for officials and citizens. 1.4. Finance and input supply of SVD, holding of measures on prevention oforigin, spreading and fight against infectious diseases ofanimals in the Republic is implemented at the expense of the Republic budget. 1.5. The estimation of expenses, staff and responsibilities of SVD employees are to be approved by the General Director of the Scientific and Production Unit on Veterinary under the MAP KR. 1.6. SVD has its stamp with its name. 2. The main tasks. 2.1. The ensuring of livestock' health of the Republic, the reduction of losses from the diseases and non-productive expenses ofthe cattle. 2.2. The prevention from the brining into the territory ofKR the pathogenic organisms of infectious diseases of animalsfrom abroad and carrying out of them to another states. 2.3. Management of veterinary in the Republic and its further development on the base ofimprovement of the structure ofveterinary service. 3. The Functions 3. 1. To study the epizootic state oflivestock in the Republic and contiguous states and to designe plans ofmedical and preventive, antiepizootic measures on their base 3.2. To control supply ofbiological andother preparations into the Republic, financed at the expense of antiepizootic means. 3.3. To designe an estimation of expenses for holding of antiepizootic measures in the Republic, to present for an approvement and to control its implementation. 3.4. To organise and hold planned medical and preventive antiepizootic measures, to control its implementation on the local level. 3.5. To implementprotection and quarantine veterinarymeas~ in nidus of infectious disease ofanimals, to lwld the work on rendering health for unfavourable points on infectious diseases of animals. 3.6. To design, organise and implement measures on protection of the territory of the Republic from brining the pathogenic organisms ofinfectious diseases ofanimals from abroad and prevention of their spreading to another states. 3.7. Jointly with the bodies of the Ministry of Health KR is to design and implement measures on prevention ofdiseases, common for human and animals. 3.8. To identify the list ofbiological preparations and other means ofanimal protection from infectious diseases, to give the permissionsfor their use in veterinary practise of the Republic. 3.9. To participate in the drafting of instructions, recommendations, rules ami other nonnative and legislativeacts on issues of prevention and eradication of infectious diseases of animals. 3. 10. To introduce into the veterinary practise effective methods and means of diagnosncs and treatment of animals, as well as scientifically well-founded special measures for resources' saving. 3.11. To rogi~rer .!lJ'J emergence and movement of unfavourable points, animals sickness rate with infectious diseases and murrain from them, as well as holding of antiepizootic measures. To ensure timely reporting by veterinary services in accordance with the established forms, accepting and checking their authenticity. 3.12. To issue veterinary conclusion for projects ofconstruction and reconstruction and livestock facilitiesofveterinary and sanitation objects and enterprises on procurement, storage, processing and sale ofproducts and raw materials of livestock origin. 3.13. To solve the issues on entry into the Republic and removal from it animals, products and raw materials of livestock origin, as well as otncr objects and tracks under the state veterinary supervision. 3.14. To identify veterinmy and sanitation requirementskl countriesexporting animals, raw materials and products of livestock origin, to consider veterinary and sanitation requirements during the exporting of loads under the state veterinary supervision, to give conclusions on them. 5. Organisation and liquidation. 5.1. SVD is organised and liquidated by the order ofthe MAF KR in the established order, like structural subdivision of the SPU on veterinary.
