seeddec. doc THE GOVERNMENT OF THE KYRGYZ REPUBLIC DECREE # 75 House of Government, Bishkek February, 12 1997 On Measures for stabilisation and improvement of crops seed breeding in the Kyrgyz Republic The Government of the Kyrgyz Republic notes that over the last years decline in production resulting from delays in reorganisation affected specialised kolkhozes, sovkhozes and other agricultural enterprises, especially seed. farms. The seed breeding basis generated for the previous years has been lost. Seed cleaning and, other agricultural machinery is physically and morally outdated, barn yards, warehouses and other seed facilities need renovation. The network of seed farms has been considerably reduced from 115 farms in 1990 to 46 in 1994, that immediately brought about acute decrease in seed production and marketing as well as deterioration of quality. Financially constrained fanning units are in no position to check the quality in the laboratories on a regular basis. The transfer of rayon Seed Inspections financing to local budgets significantly reduced the amount of check samples and affected the quality of seed preparation prior to planting. The offices and equipment of laboratories need urgent renovation and renewal. Local state administrations do not adequately respond to the need of organisation of regional seed breeding services and structures. Namely for that reason, material and technical resources and laboratory equipment of variety testing farms and state experimental farms had not been replenished since 1989. In total, the number of such farms reduced from 23 in 1990 to 15 in 1996 while the number of conducted experiments reduced from 3109 to 1]85, i.e. threetimes less. The level of primary cereals seed breeding in the farms of Kyrgyz Agrarian academy has downgraded considerably, actually no work is conducted with cucurbits and fodder crops. The transfer of potato seed breeding on virus free basis is conducted very slow, No serious effort in selectionand breeding of oil crops. developmentof new local varieties, reproduction of fruit and grapes planting stock is made. Researchers and specialists of Kyrgyz Agrarian Academy never use the system of pilot farms and demonstration plots for demonstration of new promising varieties and hybrids and training of fanners in specific techniques ofhigh quality planting stock growing. Accounting for the need to observe functional principals and laws of international community the existing system of certification is not adequate to internationa11evel. As the Republic is situated in the risky farming zone it is facing serious difficulties in overcoming continuos shortages of high class, highly reproductive seeds namely because of untimely disbursement and deficit ofcredit resources for organisation of state insurance and seed reserves. In order to stabilise and improve seed breeding, the Government ofthe Kyrgyz Republic decrees: 1. To endorse the attached lists: • of agricultural enterprises of the Kyrgyz Republic endowed with a status of seed farms producing and marketing variety and hybrid seeds of crops (Attachment 1); • of state variety testing farms, state variety testing plots, seed farms and leasing units of "Sortsemovosh" ofMAWR (Attaclunent 2); 1 seeddec.doc 2. To entitleMinistry of Agriculture and Water Resources and Agrarian Academy to submit proposalsto the Government of the Kyrgyz Republic on status endowment to agricultural enterprises regardless the mode of ownership which have adequatefacilities for production of high qualityseeds and deprivation of the status in caseof abuses of seed legislation by farming units; 3. MAWR. MOF and KyrgyzAgrarian Academy shall submit Regulations on seed certificatioa to the Government of the Kyrgyz Republic and namethe exact locationof Republican seed certification centre withina month term, 4. To approve the attached assignments for oblast state administrations for provision of insurance and seed reserves of staple crops into Republican resources by seed farms. 5. MAWR of the KyrgyzRepublicshall provide fanning units operating in upland with difficult and unfavourable natural and climaticconditions and affectedby natural disasters with staple crops seeds including Elite and first generation seeds of cereals in order to provide planned strain renovation and strain changing. To allow MAWRof the Kyrgyz Republic for annual correctionof the volumeof procured staple craps seedsas appropriate. 1. To define the Osh inter-oblastseed farmof the Kara-Suu rayon and the Chui seed farmofthe Sokuluk rayonas accountableCustodians of insuranceand seed funds. To allow MAWR to engage other enterprises having appropriate storage facilities on a contract basis for storageof insuranceand seedfunds. 7. MAWRof the KyrgyzRepublic and Kyrgyz AgrarianAcademy shall develop National Programme of high quality seedsself-sufficiency predominantly at the expense of varietiesand hybridsof localselection. S. MAWRof the KyrgyzRepublicshall: • ensure the most efficientallocation of credit resources disbursedthrough investment programmes of seedbreeding support for implementation of National Programmeof highquality seed supply; • expand international co-operation in selection and seed breeding. 9. The management of State JSC "Kyrgyztamekisy", Kainda sugar plant, cottonand tobacco processing enterprises in collaboration with MAWR shall make a decision on annual disbursement of credit in kind: variety and hybridseedsof sugar-beet,cotton and tobacco for plantingat the expenseof grown raw materialof the abovementioned crops. 10. HeadsofiocaI administrations shall: • supervise the provision of fanning units with planting stock in full and procurement of staple crops seeds for insuranceand seed funds from their farms; • take immediate measures for rehabilitation and renovation of seed-testing laboratory buildings and equipment; allocate local budgetary resources to raise salaries of State Seed Inspections staff, equating themto salaries of agriculturaldepartments staff; • to provide overall support to state variety testing farms and plots strengthening material and technical basis, reorganising them in centres for dissemination of positive local and foreign. experience in plant breeding and introduction intoproductionprocesses; • assist in organisation of seed breeding services (associations) on oblast levelto tackle operational matters in seedbreeding defining sourcesoffinancing. 1I. Kyrgyz Agrarian Academy shall; 2 seeddec.doc • provide for thedevelopment ofnew highly productive varieties and hybrids of crops and effective primary seed breeding; • organisetraining for managers of seed farms and other fanning units on basics of seed breeding and crop growing technology on thc basis of research institutes, educational and experimental establishments, regional testing stations and agricultural teehnicums as well as training of seed breeders staff by means of professional development courses in the leading breeding centres of the developed countries with subsequenttargetedallocation of required financial resources; • enhance researchwork in potato growing on virus free basis; • expand researchwork in development and breedingof new promisingfruit and grapes varieties; • accelerate selection of types and varieties of oil-seed crops and development of technology growing. 12. To determine that machineryand livestock stations of Republicanassociationof pastures and land reclamation bear full responsibility for arid crops seed production in amount meetingthe requirements ofpeasant, individual farms and other fanning units with subsequentgranting of seed farmsbenefits and allocationofbudgetaryresources. 13. Ministry ofFinance shall: • provide for annual allocation of financial resources out of recoveries of loans in default for credit in kind for successful implementation National Programme of high quality seeds self-sufficiency bred and producedlocally; • in collaboration with MA\VR identify sources of recovery of costs related to storage, transportation, disinfecting and quality control of insurance and seed funds of Republican resources deployed in specialisedenterprises of Kyrgyzstan. 14. The provisions of this Decreehereby replacethose of Decree# 745 of October 4th 1994 "On endorsement of list of seed and pedigree livestock farms of the Kyrgyz Republic". 15. VicePrimeminister B.
