Decree of the Government on Measures for Emergency Financial Support of Agriculture (No. 52 of 1996)

Decree of the government of the yrghyz republic of 2 February 1996 #52 On Measures for Emergency Financial Support of Agriculture In accordance with the Decree of the President of November 3, 1995 On measures for further development and state support of land and agrarian reform in the Kyrghyz Republic, the Government of the Kyrghyz Republic states as follows: 1. To establish the State Fund of Emergency Financial Support of Agriculture. 2. To recommend the National Bank of the Kyrghyz Republic jointly with the Ministry of Finance of the Kyrghyz Republic, the Ministry of Economy to draft Regulations on the State Fund of Emergency Financial Support of Agriculture before 15 February, 1996. 3. To approve the attached Regulations on Rural Credit Cooperatives and their Associations. 4. The Ministry of Agriculture and Food of the Kyrghyz Republic, heads of oblast and rayon state administrations shall render assistance in establishment of credit cooperatives and associations. 5. The National Statistical Committee of the Kyrghyz Republic, oblast and rayon centres of land and agrarian reform shall exempt the rural credit cooperatives and associations from payment for registration and awarding a classification code and joining the Unified State Registry of Statistical Units (USRSU). 6. To allow the Ministry of Agriculture and Food of the Kyrghyz Republic to employ people for training, consultations and submission of market information to farmers and peasants and keep them at the expense of receipts from land tax. 7. The Ministry of Agriculture and Food shall provide rural credit cooperatives with credit books of the established pattern at the expense of funds provided for land and agrarian reform. 8. To approve actions on establishment of credit cooperatives (attached) developed by the National Bank of the Kyrghyz Republic. 9. To charge the State Commission of Development and Implementation of the Emergency Programme of Financial Support of Agriculture set up by the Decree of the Government of the Kyrghyz Republic of 29 December, 1995 #582 “On Programme of Emergency Financial Support of Agriculture” with the control over the execution of this Decree.
