EX JAMAICA GAZETTE SUPPLEMENT PROCLAMATIONS, RULES AND REGULATIONS 608A Vol. CXLIV THURSDAY, APRIL 29, 2021 No. 42A No. 71A THE OFFICE OF UTILITIES REGULATION ACT THE OFFICE OF UTILITIES REGULATION (NATIONAL WATER COMMISSION (WATER SUPPLY AND SEWERAGE SERVICES RATES AND CHARGES)) ORDER, 2021 WHEREAS by sections 4(4) and 11 of the Office of Utilities Regulation Act, the Office of Utilities Regulation may, by order published in the Gazette, prescribe the rates to be charged by a licensee in respect of its prescribed utility service. AND WHEREAS the Office of Utilities Regulation, having reviewed an application by National Water Commission (NWC) for an Annual Adjustment Price Mechanism (ANPAM) Rate Adjustment, issued the Determination Notice titled “National Water Commission Annual Adjustment Price Mechanism 2021 Rate Adjustment” (Document Number: 2021/WAS/002/ DET.002) dated the 27th day of April, 2021. 608B PROCLAMATIONS, RULES AND REGULATIONS [APRIL 29, 2021 In exercise of the powers conferred on the Office of Utilities Regulation by section 11 of the Office of Utilities Regulation Act, and of every other power hereunto enabling, the following Order is hereby made:— 1. This Order may be cited as the Office of Utilities Regulation (National Water Commission (Water Supply and Sewerage Services Rates and Charges)) Order, 2021. 2. With effect from the 27th day of April, 2021, an occupier of property— (a) situated in any area of Jamaica in respect of which consumers receive water supply or sewerage services directly from the Commission; and (b) who receives any such water supply or sewerage services, shall pay to the Commission at the main offices of the Commission or at such other places as the Commission from time to time specify, the applicable rates and charges set out in the First Schedule. Disconnection and Reconnection Type Fees Commercial Metered Service $935.00 (Locked) Commercial Metered Service $12,500.00 Removed and Replaced ANNUAL PRICE ADJUSTMENT MECHANISM The PAM normally allows for an adjustment of base rates by the rolling in of the PAM up to the anniversary date to reset the base values for the three (3) components in the mechanism; the consumer price index (CPI), foreign exchange rate (FE): the Jamaican dollar exchange rate relative to the United States dollar (FE) and electricity prices (kWh). The mathematical computation of the PAM is; * PAM = (w,,*AFE + w,,*ACPI + w,w,*AkWh)*100 Where; e AFE is the monthly percentage change in the JM$/US$ exchange rate, ACPI is the monthly percentage change in the CPI, AkWh is the monthly percentage in the kilowatt hour charge for electricity, W,, is the approved weight for the JM$/US$ exchange rate, W,,; is the approved weight for the CPI, and w,wW, is the approved weight for the kilowatt hour charge for electricity. The ANPAM normally allows for an adjustment of base rates each year by the rolling in of the PAM rate up to that point. The ANPAM adjustment rate reflects the weighted change the three (3) components in the mechanism since the last ANPAM adjustment anniversary. Mathematically, the new base rates may be expressed as follows: New Base Rate = Current Base Rate *(1 + ANPAM adjustment rate). Dated this 29th day of April, 2021. ANSORD E.
