Title and ~ommenceme~t:- (1) These rules may be· called theKamataka Prevention and Control of Infectious · and Contagious Diseases in Animals (Check Post and Quarantine Campr Manner of Inspection etc.,) Rul es, 2014. . . . l2}They shall"come .into f~rce ~n the date·ofthe~ publication hi the Kamataka Gazette. ·~.Definitions:- (1) Jn :these .rules unless the context otherwise requires, .· (a) "Ad',. means·the J>revention and Control of Wectjous and ·Contagious Dis~ases in Animals -. Ac;t, 2009, (Central Act, 27 of 2Q09). · (b) "Directo:r" ~e~s Director of Animal Husbandry, Government of·Kamataka: (c)·,"Fp~"-means a form appei:ided to these rules .. . • (d) "Section" means a section of the Act; · (2). Words ~d expressions used in these rules·.and but not defined above shall have the same meaning as in the Act. .. 3. (ii} dull; depressed: no~al or excited behavior; (iii) rncr~a~e in b<Xly fe~pe:ratiire; · · .. . .. •·. ~ . (iv) ulcer in the mouth, feet or udder; (v) excessive Jacrimation, nasal or vaginal ~scp.arge; (vi) . sweating and shivering; (vii) dryness of the skin, alopecia, skin rasbes; (viii} weakness; (ix) bleeding through natural openings; . (x) oedema or swelling in dewlap region or any other part of the body. 2 (2) The person in charge of check-post or quarantine station shall also collect the necessary samples for laboratory examination, if required. (3) Toe person in charge of check-post may detain animals at the check post for a p'&iod not exceeding 12 hours for the purpose of inspection, compulsory vaccination and identification/marking etc. If the animals are vaccinated at the check post, the animal owner shall be give!) a vaccination certificate as required in section 9 of the Act. · (4) After examination of the animal, the officer in charge of the check post ·shall either allow entry of the animal to the notified Control Area or Free .Area by issuing an Entry Permit in Form A, append«':d with these rnles or: transport the animals to the Quarantine Camp. (5) · Toe cost of examining, ~ccip.ating, ear-tagging the animal or ·of any. other activity at the check.posf shall be:fixed.by the Director from time to time and shall be borrie by the 'animal owner. 4. Form of permit granted by the Officer in charge of the Quarantine Camp:- (1) Toe officer in charge of the quarantine camp shall detain the following animals, (i) which are suffer,11g from any scheduled notified disease; or ...... ...... ... . . . : (ii) ... . which have come into contact with or have been kept in the proximity of animal infected . with-a scheduled notified disease; or (iii) tr~~port~d-·by ~~--~ -~~harge, check posf as·aeTuile"d .. m suh"iiile"J:1P~ule"3; or . (iv) of the species [notified following section 10 of the Act] · w]iile exiting from the irifecfocf" · area; and shall be subjected to a quarantine of ~--9-- days in a Quarantine Camp. (2)".The officer u:i .cp.arge,. of the. quarantine camp, shall give an official acknowledgement to .. the animal .owner for the animals detained in the Quarantine Camp. The Form of the Detention Acknowledgement is appended as Fonn-B. (3} During quaran~e. ·the animals shall be ear-tagged bearing a unique number [for cattle, h1tffalo, · sheep, goat and pigs] a...11.d . brarn:ling identified by any other suitable meL½.od [for donkey, horses} . . Animals shall be examined regularly for any scheduled disease. Animals shall be · ·vacciilated .-against the scheduled disease and provided with veterinary treatment, if required. If anim~s are vaccinated, the arumai owner shall be provided with a vaccination certificate as required in Section 9 of the Act . . (4) The cost of maintenance an q vaccination of the animals during the · quarantine shall be f'ixed by the Dj.:tecfor.frolll time to time and shall be borne by the animal owner . . (5) After successful quarantine, the officer-in-charge of quarantine camp shall release the . animals to the animal. owner and also grant the Quarantine Release J>erinit :as. per .Forni-C .a.ppended with the:5e Rules, under his signature.
