l7A CONTROL OVER BREEDING AND DISTRIBUTION OF FOWLS (Instruction of. the Governor of the Province of Jakarta Capital Special Region No. 5/2007 dated January 17,2007) THE GOVERNOR OF THE PROVINCE OF JAKARTA CAPITAL SPECIAL REGION, Considering: a. that control over breeding and distribution of fowls has been regulated by Regulation of the Governor No. 15/2007; b. that in order to implement the regulation of the gov~ ernor as meant in letter a and in the. framework of breaking the chain of avian influenza virus as well as ensuring the effective prevention of avian innuenLa in an integrated manner, it is necessary to issue an instruction of the governor on control over breeding and distribution of fowls; In view of: 1. TheAssistants to the Regional Secretary of the Prov ince 'of Jakarta capital Special Region coordinate measures to preventand break distribution chainof avian influenza virus. b. Mayors and Regent of Kepulauan senbu Administra tive Regency: 1. coordinate prevention and breaking of distribu tion chain of avian influenza in the respective re gions, in the form of inventorying population of fowls, such aschicken, duck, Manila duck, swan, pigeon and quail; 2. destroy the fowls as meant in point 1; 3. prohibit the breeding of the fowls as meant in point 1 in resettlementareas; IBA 4. prohibit the dlstrlbutlon of fowls to the respective regions. The Head of Jakarta Provincial Animal Husbandry, Fishery and Marineservice: 1. monitors and supervises the destruction of fowls, such aschicken, duck,Manila duck,swan,pigeon and quail; 2. controlsthe tramc distribution of fowls in the Pro vince of Jakarta Capital Special Region; 3. supervises the breeding of fowlsasmeantin point 1; 4. executes medicalcertification of decorative/sing ing/hobbvjeduc:ationaljtraining fowls. d. The Head of Jakarta Provincial Health Service: L undertakes socialization to prevent avian influenza virus from spreading; 2. applies surveillance to threat of avian influenza virus in RTand RW levels; 3. investigates and observes directly communities exposed to avian influenzavirus; 4. fadlitates gratis treatment for communities ex posed to avian influenzavirus; s. coordinates hospitals and public health centers in readineSs for handling communities exposed to avian infiClenza virus. e. The Head of Jakarta Provincial PubliC Peace, Order and Protection helps implement the disciplining and destructionof fowls, carried out bV the related unit. f. The Head ofJakartaProvincial Sanitation Service pre paresequipment supporting the destruction, g. The Head Of the Jakarta PrOVinCial Community E:m powermentBoard enhances capability of community to overcome avian influenza virus. h. The Head of the Economic Administration Bureau of the Regional Secretariat of the Provincf'. of Jakarta Capital Special Region and the Head of the People's WelfareAdministration Bureau of the Regional Sec retariat or the ProvInce of Jakarta Capital Special Region formulate policies related to distributionand breeding of fowls in the Province of Jakarta capital Special Region. The Head of Regional Administration Bureau of the Regional Secretariat of the Province of Jakarta Capi tal Special Region coordinates Heads of Districts and Sub-Districts to monitor the distribution, breeding and destruction of fowls such as chicken, duck, Manila duck, swan, pigeon and quail. 1~ THIRD: The Economic Assistant to the Regional Secre tary of the Province of Jakarta capital Special Region reports results of the implementation of this instruction periodically every month to the Governor of the Prov ince of Jakarta Capital Special Region through the Re gional Secretary. j. The ':I~ad of the Legal Affairs Bureau of the Regional Secretariat of the Province of Jakarta Capital Special Region studies and formulates regulations support ing the control and prevention of avian influenza vi rus. SECOND: Costs needed for implementing this instruction are borne by the Regional BUdget of Revenue and Ex penditure in Budget Realization Documents of the re spective working units of regional apparatuses related to the implementation of this instruction.
