FINANCE ===::=::::::::::=.:::::;::::=:= DEPARTMENT OF FINANCE OF THE REPUBLIC OF INDONESIA DECREE OF THE MINISTER OF FINANCE OF THE REPUBLIC OF INDONESIA NUMBER: 61/KMK.03/1999; DATED: FEBRUARY 15, 1999 Considering Bearing in mind Witll due observance of To stipulate RE STIPULATION OF THE DELIVERY PRICES OF IMPORT RICE FROM THE BOARD OF LOGISTICS ORIGINATING IN AID THE MINISTER OF FINANCE OF THE REPUBLIC Of INDONESIA, a. that rice imports originating in foreign aid serve the purpose of rice price stabilisation; b. that the delivery prices of import rice from the Board of Logistics originating in aid shall be fixed as high as rice purchase prices (HPB) of the Government for the Board of Logistics (BULOG) minus processing and exploitation costs. The Decree of the Minister of Finance No. 389/KMK.03/1998 on Rice Purchase Price of the governmet for the Board of Logistics. The Decree of the Minister of Finance No. 481 /KMK.01 /1998on the Cost and Income of the Board of Logistics. HAS DECIDED: THE DECREE OF THE MINISTER OF FINANCE CONCERNING STIPULATION OF THE DELIVERY PRICES OF IMPORT RICE FROM THE BOARD OF LOGISTICS ORIGINATING IN AID. Article 1 (1) Rice originating in aid shall comprise two types, namely a. Brown rice, which still has to be processed into milled rice. b. White rice, which is ready for consumption. (21 The costs imposed in connection with rice imports from foreign aid as meant in paragraph (1) shall cover exploitation costs spent by BULOG, consisting of handling, exploitation, bagging, processing and other costs as contained in the attachments to this decree. Article 2 ( 1 l The delivery price of brown rice from aid shall be fixed at Rp 1,711.00 per kg, which is the difference between the government HPB (rice purchase price) of Rp 1,924.00 per kg for 13 BUlOG minus the exp!oitation costs ot Rp 21 3 .00 per kg. 12i The dclivmy p1ice of white rice horn aid shall be fixed c11 Rp 1,805.00 per k.g, which is the difference between the government HPB (rice purchase price) of Rp 1,924.00 per kg for BtJLOG minus the exploitation cost of Rp 119.00 per kg. Article 3 (1) Brown rice : a. The first payment of the delivery price of brown rice from aid shalf be made not later than 120 (a hundred and twenty days) after the signing ot customs clearance documents. b. The calculation of quantity for the de!\very pricB of brown rice from aid to be paid up to the government pursuant to paragraph (1) a shall be 25% of the total quantity mentioned in import documents !bills of lading>. c. Further payments shall be made monthly after the tirst payment and be fixed al 25% of the quantitv mentioned in import documents (bills of lading) respectively minus depreciation according to effective provisions. (2) White rice : a. The first payment of the delivery price of white rice from aid shall be made not later than 60 {sixty days) after the signing of customs clearance documents. b. The calculation of quantity for the delivery price of whjte rice from aid to be paid up to the government pursuant to paragraph {1) a. sha!! be 25 % of the total quantity mentioned in shipment documents (bills of lading). c. Further payments shall be made monthly after the first payment and be fixed at 25 % of the total quantity mentioned in shipment documents (bills of lading\ respectively minus depreciation according to effective provisions. Article 4 The administrat'1on of sale proceeds of rice from aid shall be jointly h,mdled by BULOG and PT (Persero) Bank Rakyat Indonesia and the administration of loans shall be handled jointly by Bank donesia and the Ministry of Finance in this case the Directorate General of Budgetary Affairs and the Secretariat General. Article 6 (1 J On every arrival of brown rice and white rice from aid at the port of designation, BULOG and PT (Persero) Bank Rakyat Indonesia shall report the use of KLBI (Bank Indonesia liquiditV aid) funds for exploitation of the sald rlce to the Minister of Finance in this case the Director General of Budgetary Affairs and the Secretary General of the MinistfV o"t Finance. 14 (2) Even/ (monthly} period BULOG and the axecuting bank shall submit current accounts along with notes of change for all payments made to the State General Treasurer Account, to the M,n,ster of finance in this case the Director General of Budgetary Affairs and the Secretary Genera/ of the Ministry of Finance for the purpose of supervision. Article 6 This Decree shall come into force as from the date of stipulation and be retroactive to the date of first shuipment.
