L'Institut organise des cours de formation et des travaux de recherche dans les domaines definis a I' arti cle 1er de !'accord susvise du 21 mai 1962. L'institut aura en particulier pour objectif : 1. La formation des cadres aptes a contribuer au developpment de la production agricole a tous les stades, jus'qu'a l'arrivee au consommateur, pour les cultures suivantes: a) cultures mediterraneennes b) cultures sub-tropicales c) cultures horticoles et fruitieres d) cultures des plantes aromatiques et pharmaceuti ques. 2. Formation des cadres pour Ia planification, la restructuration et la reconversion des cultures ci dessus. 3. Formation des cadres pour la mise en oeuvre et la realisation de la politiques agricole de la Grece et des autres pays mediterraneens en relation avec la politique agricole de la CEE. 4. Formation des cadres pour la vulgarisation des techniques agricoles. Article 2. II est cree un Comite de Coordination. Ce Comite constitue, a l'egard de l'institut, le cadre de la coordi nation des administrations et organismes publics hel leniques ainsi que du Centre de recherche agronomique de Crete et des autres institutions helleniques pour suivant des activites presentant des liens avec celles de l'institut. Le Comite de Coordination donne son avis au directeur de l'Institut sur les methodes d'enseignement et les conditions de deroulement des et"udes et participe a !'elaboration du programme d'etudes et de recherches. Sa composition sera approuvee par decision du Con seil d' administration prise sur proposition des autorite8 helleniques qui fixeront les modalites de son fonctionne ment. Article 3. Le directeur de l'Institut est nomme par le Conseil d'administration du CIHEAM sur la base d'une liste etablie par le gouvernement de la Republique helleni que. Article 4. La traduction et !'interpretation des cours de I' Institut de Chania sont assurees dans les langues offi cielles du Centre i:;iternational. 2eme partie DISPOSITIONS RELATIVES AUX INSTALLATIONS Article 5. Le Gouvernement de la Republique hellenique met gratuitement a la disposition du CIHEAM les terrains, batiments, installations et equipments necessaires a l'activite de l'Institut agronomique mediterraneen de Chania. Ces terrains, batiments, installations et equipements seront decrits dans un document qui sera annexe au present accord. Le Gouvernement de la Republique hellenique prendra a sa charge, dans des conditions a convenir entre les deux parties, les extensions et amelioratio1 1s qui pour raient apparaitre indispensables pour frur f~ce aux developpements ulterieurs de I' articvite de l'mst1tut. GENERAL PROVISIONS Article 1. The Institute shall organize training courses and research programmes in the fields defined by Article 1 of the above mentioned Agreement of 21st May 1962. The purpose of the Institute shall be, in particular : 1. The training of personnel able to contribute to the development of agricultmal products at all stages up to consumer level, for the following crops : a) Mediterranean crops b) Sub-tropical crops c) Horticultural and fruit crops d) Aromatic and pharmaceutical crops 2. The training of personnel for planning, restructur ing and conversion of the above crops. 3. The training of personnel for the development and implementation of the agricultural policy of Greece and of the other Mediterranean countries in relation to the EEC agricultural policy. 4. The training of personnel in the popularization of farming techniques. Article 2. A Coordinating Committee shall be established and shall constitute, with regard to the Institute, the frame work for coordination of Greek public bodies and admi nistrations as well as the Agronomic Research Centre of Crete and other Greek institutions pursuing activi ties related to those of the Institute. The Coordinating Committee shall advise the Director of the Institute on teaching methods and the conditions under which studies shall be carried out and shall participate in drawing up study and research pro grammes. ECl>HMEPII THI KYBEPNHIEQI (TEYXOI :nPQTON) 809 The Governing Board shall approve the composition of the Committee, on the proposal of the Greek Author ities who shall determine the conditions under which it operates. Article 3. The Director of the Institute shall be appointed by the ICAMAS Board of Governors from a list prepared by the Government of the Republic of Greece. Article 4. The Chania Institute courses shall be translated and interpreted in the official languages of the International Centre. Part 2. PROVISIONS RELATING TO FACILITIES Article 5. The Government of the Republic of Greece shall provide [CAMAS, free of charge, with land, buildings, facilities and equipment required for the activities of the Mediterranean Agronomic Institute of Chania. Such land, buildings, facilities and equipment are desdribed in the document appended hereto. The Government of the Republic of Greece shall pay the costs, under conditions to be agreed between the two parties, for any extensions and improvements which may appear to be essential in order to cope with later developments of the activities of the Institute. Article 6. In order that the Institute may ef f eQtively be opened at the beginning of the 1983-1984 academic year, while waiting for completion of construction work foreseen, the Government of the Republic of Greece shall take whatever provisional measures are necessary therefore. Article 7. The land, buildings, facilities and equipment mention ed in Article 5 shall remain the property of the Govern ment of the Republic of Greece which shall be liable for the costs of maintenance, renovation and admini stration thereof. No m odification of such land, bui!di~gs, facilities and eqwpment shall be undertaken without the prior agreement of the Government of the Republic of Greece. In the event that thi, activities of the Institute cease, the land, buildings, facilities and equipmef>.t shall be placed at the disposal of the Government of the Re public of Greece ipso jure at no cost to the latter. Article 8. The two parties shall take appropriate steps to e~sur~ the nece~sary c?operation among the organisa t10ns JD Crete. JD particular, the Agronomic Research Cent.re of Crete and the Crete Polytechnic School on the one hand, and the Mediterranean Agronomi~ Institute of Chania, on the other hand to ensure the satisfactory operation of these establishments with a view, in particular, to avoiding unnecessary duplication of their facilities. Part 3. FINAL PROVISIONS Article 9. Either party may request that consultations take place on the interpretation and implementation of the provisions of this Agreement. Article 10. This Agreement shall come into force upon notifica tion by the Greek authorities that procedures required by Greek law have been completed. The provisions of the Agreement shall apply provisionally upon signature thereof.
