Organizationof the Commission The Commissionshallhave: 1) a Commissionerand DIiRo,tyCommissionerappoin ted by the Government,and 2) the necessarystaff. 7. Powersand Dutiesof the Commissioner 1) The Commissionershall be the chief executive of the Commissionand, as such, shall direct and administer the activitiesof the Commission. 2) Withoutlimiting the generalitystatedin sub-Article (1) of this Article the Commissionershall: (a) exercisethe powersand duties of the Commis sion specifiedin Article5 of this Proclamation; (b) employandadministeremloyeesof theCommis sion in accordancewith the Federalcivil service laws; (c) preparethe work programmeapd budget o{the Commissionand implementsame upon ap proval; (d) effect,expenditurein accordancewith the ap proved budget and work programmeof the Commission; (e) representthe Commissionin all its dealingswith third parties; . (0 submitreports on the activitiesof the Commis sion. , 3) TheCommissionermaydelegatepartof hispowersand duties to the other officials and' emloyees of the Commissionto the extent necessaryfor the efficiency of the Commission. 8. Books of Accounts 1) The Commission shall keep complete and accurate books of accounts. 2) The Commission's books of accounts and financial documents shall be audited annually by the Auditor General or by auditors designated by him. 10. Repeal The Ethiopian Tourism Commission Establishment Proclamation No. 182/1980 is hereby repealed. 11. Transfer of Rights and Obligations The rights and obligations of the Ethiopian Tourism Commission are hereby transferred to the Commis SIon. 12.
