On~~O.SD~· "n'i 91 'appropriate regional organ ' means the regional organ that is legally empowered to administer trade activities;" 21 sub-article ( 12) of Article 2 of the Regulation is deleted and replaced with the following new sub-article ( 12): '' 12/ ' Ministry' or 'Minister' means the Ministry or Minister of Trade, respectively;" 3/ the following new sub-article ( 15) and ( 16) are added under Article 2 of the Regulation: " 151 16/ 'processor' means any person who scrubs or roasts sesame or white pea beans using processing industry or produces tahna or halewa or edible oil or other similar industry products and supply to the market; 'appropriate sector office' means an organ that is empowered to issue certificate of competence for any person to prepare, store, transport or process or to carry out other related activities in relation with sesame or white pea beans transaction;" 41 sub-article (I) of Article 3 of the Regulation is deleted and replaced with the following new sub-article (l ): " I I The transaction of sesame or white pea beans at primary transaction centers shall be carried out only between producers and suppliers or producers and processors. CDf·'r fTJO'i t exporters or processors based on the Ethiopian Commodity Exchange rules." 61 the expression "Ethiopian Quality and Standardization Authority" appearing in Article 6(2), 7(2) and 8( 4) of the Regulation is deleted and replaced with the expression "legally empowered organ". 7/ the expression "Ministry" or "appropriate regional organ" appearing anywhere in the Regulation in connection with certificate of competence is deleted and replaced with "appropriate sector office". 81 sub-article (I) of Article 15 of the Regulation is deleted and replaced with the following new sub-article (I): "I/ prepare or process export sesame or white pea beans based on the ~uality standard of the country or, 1f there is no Ethiopian quality standard already set, based on the standard requirement of the buyer;" 91 sub-article (5) of Article 15 of the Regulation is renumbered as sub-article (7) and the following new sub-article (5) and (6) are added: "51 buy sesame or white pea beans only at the Ethiopian Commodity Exchange; 61 - resell by-products or rejects at the Ethiopian Commodity Exchange;" I 01 Article 16 of the Regulation is deleted and replaced with the following new Article 16: "16. 'Pht.ll.J''f! &Till\.h m-l'l'\~ '"1.\.ll-l--C 3. 7385 Federal Negarit Gazette No . 32 28'h April. 20 14 .. .. page I I I similar industrial product and supply to market ; 21 resell by-products and rejects at the Ethiopian Commodity Exchange; 31 not only prepare and supply to the market sesame or white pea beans bought at primary transaction centers; 4 / not introduce for re-trade to the Ethiopian Commodity Exchange sesame or white pea beans bought at primary transaction centers or at the Ethiopian Commodity Exchange; 51 when requested, provide any information regarding the sesame or white pea beans that is being processed and give sample thereof." sub-article (4) of Article 17 of the Regulation is deleted and replaced with the following new sub-article (4): "4/ prepare export sesame or white pea beans based on the quality standard of the country or, if there is no Ethiopian quality standard already set, based on the standard requirement of the buyer." Effective Date This Regulation shall enter into force on the date of publicatoin in the Federal Negarit Gazette. Done at Addis Ababa, this 281h day of April, 201 .. .
