PART ONE GENERAL 1. Short Title This Regulation may be cited as the "National Planning Council and the National Planning Commission Establishment Council of Ministers Regulation No. 281/2013". 2. Definition In this Regulation "Regional State" means any state referred to in Article 47(1) of the Constitution of the Federal Democratic Republic of Ethiopia and includes the Addis Ababa and Dire Dawa city administrations. Establishment The National Planning Council . (hereinafter the "Council") is hereby established. 4. Powers and Duties of the Council The Council shall have the powers and duties to: 1/ set overall targets of growth of gross domestic products and gross domestic products per capita for the long term period of fifteen years and the. breakdown of successive five-year periods therein; 2/ provide guidance for planning and development priorities at the commencement of each five-year plan and finally approve the plan; 3/ review the periodic evaluation results of the plan submitted by the National Planning Commission and ensure its integrated implementation bx federal and regional executive organs . 6. Meetings of the Council 11 The Council shall hold its regular meetings once every year; provided, however that it may hold extraordinary meetings at any time where necessary. 2/ There shall be quorum where more than half of the members of the Council are present at a meeting. 31 The Council shall pass its decisions by majority vote; in case of a tie, the Chairperson shall have a casting vote. 4/ Without prejudice to the provisions of this Article, the Council may adopt its own rules of procedure. h'i!A V'll+ ofltfW.Cf: fT'\1 fi'"l.711 I. Establishment 11 The National Planning Commission (hereinafter the "Commission") is hereby established as an autonomous federal government organ having its own legal personality. 2/ The Commission shall be accountable to the Prime Minister. 8. Head Office The Commission shall have its head office in Addis Ababa. 9. Organization of the Commission The Commission shall have: II a Commissioner and Deputy Commissioner to be appointed by the government; and 2/ the necessary staff 12. Powers and Duties of the Commissioner 11 The Commissioner shall be the chief executive officer of the Commission and shall direct and administer the activities of the Commission. 2/ Wilhuut limiting the generality of sub-article (I) of this Article, the Commissioner shall: a) exercise the powers and duties of the Commission stated under Article lO of this Regulation; b) employ and administer employees of the Commission in accordance with the federal civil service laws; c) prepare the work programs and budgets of the Commission and implement same upon approval by the government; d) effect payments in accordance with the approved work program and budget of the . 'l.h-l-C Federal Negarit Gazette No. 26 February 11'h 2013 Page 6807 3/ The Commissioner may delegate part of his powers and duties to the Deputy Commissioner and other officers and employees of the Commission to the extent necessary for the efficient performance of the activities of the Commission. 13. Bud2et The Commission's budget shall be allocated by the government. 14. Books of Accounts 11 The Commission shall keep complete and accurate books of accounts. 2/ The books of accounts and financial documents of the Commission shall be audited annually by the Auditor General or by auditors designated by him. 15. Effective Date This Regulation shall enter into force on the date of publication in the Federal Negarit Gazette. Done at Addis Ababa, this 11th day of February, 2013.
