1. Short Title ፱፻፹፩/፪ሺ፰” tBlÖ l!-qS YC§LÝÝ This Proclamation may be cited as the “Geothermal ፪. TRÙ» Resources Development Proclamation No. 981/2016”. y”l# xgÆB ytly TRg#M y¸Ãs-W µLçn 2. Definitions bStqR bz!H xêJ WS_፦ In this Proclamation, unless the context otherwise ፩¼ “y©!åtR¥L |‰” ¥lT bz!H xêJ requires: m\rT y¸s_ f”D y¸ÃSfLUcW 1/ “geothermal operations” means activities tGƉT ÂcW፤ requiring a license to be issued pursuant to this Proclamation; ፪¼ “y©!åtR¥L hBT” ¥lT y¥:DNM çn 2/ “geothermal resources” means the natural heat yW¦ hBT wYM q$úêE NBrT ÃLçn ngR of the earth, neither mineral resources, water GN lz!H xêJ xfÉiM y©!åtR¥L resources or real property, but for the purposes ኢነርጂ½ y©!åtR¥L trf MRTN X of this Proclamation, includes geothermal y©!åtR¥L fú>N y¸ÃµTT tf_…êE energy, geothermal by-products, and ymÊT ÑqT nW፤ geothermal fluids; ፫¼ “y©!åtR¥L ኢነርጂ” ¥lT b¥N¾WM 3/ “geothermal energy” means energy, in h#n@¬ kmÊT gi(MDR b¬C y¸g" çñ whatever form, exist below the surface of the ktf_éxêE ymÊT ÑqT ytgß wYM earth, resulting from, or created by, or which ytf-r wYM kz!h# ytf_é ÑqT WS_ may be extracted from such natural heat; ywÈ ኢነርጂ nW፤ ፬¼ “y©!åtR¥L trf-MRT” ¥lT zYT½ 4/ “geothermal by-products” means any mineral y¦YDé µRïN UZ £l!yMN úY=MR exclusive of oil, hydrocarbon gas, and helium bm-N½ b_‰T wYM bt& K n!K rgD but which are found in solution or in l¥WÈT wYM l¥MrT xScU¶ association with geothermal steam and which, bmçn# MKNÃT ‰úcWN ClW XNÄ because of quantity, quality, or technical Yw-# wYM XNÄYmrt$ bqE -q»¬ difficulties in extraction and production, are not yl@§cW çñM WHD çñ wYM b©!å of sufficient value to warrant extraction and tR¥L XNÍlÖT WS_ y¸gß# ¥N¾WM production by themselves; ¥:DN nW፤ ፭¼ “y©!åtR¥L fú>” ¥lT W¦½ B‰YN 5/ “geothermal fluids” means those fluids XNÍlÖTN xµè b¸g"bT kF¬ wYM associated with geothermal resources, including _LqT Ñqt$ W¦ y¸f§bT dr© water, brines, and vapour, that have value by ydrsM Yh#N k² b§Y XNÄ!h#M Ñqt$ virtue of the heat contained therein, whether or not such fluids have a temperature that is the ytgßW btf_éM Yh#N b¶x!NËK>N boiling point of water or greater than the kJåtR¥L hBT UR ytÃÃz fú> nW፤ boiling point of water at the altitude or depth of the occurrence, and whether the heat contained therein is naturally occurring or is transmitted in fluids artificially introduced into an underground formation; gA Ød‰L ነU¶T Uz¤È qÜ_R ፩፻፰ መስከረም ፮ ቀን ፪ሺ ዓ.ም Federal Negarit Gazette No. 108 16th September, 2016 …..page9314 ፱ሺ፫፻፲ ፬ ፮¼ “yጂåtR¥L hBT KLL” ¥lT ¥N¾WM 6/ “geothermal resource area” means any land y©!åtR¥L hBT ytgßbT wYM yhBt$ where geothermal resources have been mg¾ XNdçn ¬Mñ bf”D sÀW discovered or is believed to be a source of Æl|LÈN b?ZB ¥S¬wqEà ytsym geothermal resources and is so designated by ¥N¾WM mÊT nW፤ the licensing authority by public notice; ፯¼ “yNGD ማህበር” ¥lT bx!T×ùà yNGD ?G 7/ “business organization” shall have the meaning yts-W TRg#M YñrêL፤ provide for under the Commercial Code of Ethiopia; ፰¼ “dr© I y©!åtR¥L hBT” ¥lT yx@l@K 8/ Grade I geothermal resources” means a type of T¶K `YL l¥mN=T B”T ÃlW geothermal resources capable to generate bዚያW xµÆb! እንደ¥äqEàየተቀናጀ electric power and to provide services such as ሙቀትና ኃይል የመሣሠሉ xgLGlÖèC direct heating and combined heat and power; መስጠት የሚችል ©!åtR¥L hBT nW፤ 9/ “Grade II geothermal resources” means a type ፱¼ “dr© II y©!åtR¥L hBT” ¥lT yx@l@K T¶K `YL ¥mN=TN ሣይጨምር የሙቀት of geothermal resources used for the purposes ኃይሉን በቀጥታ ጥቅም ላይ ለሚያውሉ such as direct heating, agricultural and አገልግሎቶች½ lGBR X lx!NÇST¶½ industrial applications and recreational bathing lመዝናኛ ገላ m¬-b!à XNÄ!h#M lHKMÂና and medicinal purposes, but excludes the ለመሣሠሉ ሌሎች xgLGlÖèC y¸WL purposes of generating electricity; y©!åtR¥L hBT nW፤ ፲¼ “xGÆB ÃlW xµL” ¥lT ሐረጉ yt-qsbT 10/ “competent body” means any government DNUg@ bሚመለከተው g#ÄY §Y b?G organ empowered by law with responsibility `§ðnT እና ሥልጣን የተሰጠው መንግሥታዊ and authority related to the subject specified in the provisions in which the phrase is used; xµL nW፤ !1¼ “x§qE :”ãC” ¥lT ለ©!åtR¥L |‰ 11/ “consumables” means anything may be utilized y¸ÃSfLg# b©!åtR¥L |‰W wQT for geothermal operations and that is b_QM §Y y¸Wl# wYM y¸tk# expendable or may be replaced during service k@¸µlÖC½ ሲ¸NèN =Mé f”D sÀW such as chemicals, other items including Æl|LÈN bmm¶Ã x§qE :”ãC BlÖ cement that the licensing authority may, by y¸sY¥cW ÂcW፤ directive, designate as consumables; 02¼ “ሰnD” wYM “¶kRD” ¥lT yx@l@KTén!KS 12/ “document” or “record” means any writing or {/#æCN wYM ¶kRìCN =Mé ¥N¾WM record, including electronic writings or records; {/#F wYM ¶kRD nW፤ 03¼ “möfR” ¥lT l©!åtR¥L |‰ y¸drG 13/ “drilling” means an operation in which a well is yg#DÙD q$Íé nW፤ drilled for the purposes of geothermal operations; gA ፱ሺ፫፻፲፭ Ød‰L ነU¶T Uz¤È qÜ_R ፩፻፰ መስከረም ፮ ቀን ፪ሺ ዓ.ም Federal Negarit Gazette No. 108 16th September, 2016 …..page9315 04¼ “yMRm‰ f”D” ¥lT የጂኦተርማል ሀብት መኖሩንና የሀብቱን መጠንና የኢኮኖሚ ጥቅም 14/ “exploration license” means a license that gives ለማረጋገጥ ሲባል ጉድጓዶችን መቆፈርን እንዲ the right to undertake activities that help to establish the dimensions, position, ሁም ለጉድጓድ ፍተሻ ሲባል የጂኦተርማል characteristics and extent of geothermal ፈሣሾችን መልቀቅን ጨምሮ ዝርዝር የጂኦሎጂ፣ resources by detailed geological, geochemical የጂኦኬሚስትሪና የጂኦፊዚክስ ጥናቶችን በማከና and geophysical studies including the drilling ወን የጂኦተርማል ሀብትን መጠን፣ አቀማመጥ፣ wells, discharge of geothermal fluids for the ባሕርያትና ወሰን ለማረጋገጥ የሚረዱ ሥራ purpose of well testing, and also includes conducting environmental and social impact ዎችን ለማካሄድ መብት የሚሠጥ ፈቃድ ሲሆን assessment, resource assessment and feasibility የአካባቢና ማህበረሰብ ተጽዕኖ፣ የሀብት መጠንና studies and other related activities in order to የአዋጭነት ጥናቶችን ማጥናትና ሌሎች ተዛማጅ establish the existence of geothermal resources ሥራዎችን ማካሄድንም ይጨምራል፤ and to determine their extent and economic value; 05¼ “ኮር” ማለት በቁፋሮ ከጉድጓድ የሚወሰድ ጠጣር የአለት ናሙና ነው፤ 15/ “core” means solid rock sample taken out from 06¼ “¥mN=T” ¥lT bx!nR©! xêJ yts-W underground through drilling; TRÙ» YñrêL፤ 16/ “generation” shall have the meaning provided 07¼ “mNG|T” ¥lT yx!T×ùà Ød‰§êE for under the Energy Proclamation; ÁäK‰s!ÃêE ¶pBl!K mNG|T s!çN XNd 17/ “Government” means the Government of the xGÆb# KLል መንግሥታትNM Y=M‰L¿ Federal Democratic Republic of Ethiopia and includes States where appropriate; 08¼ “y¬wq y©!åtR¥L hBT KLል” ¥lT y¬wq y©!åtR¥L hBT KLል tBlÖ 18/ “known geothermal resource area” means an area designated by the licensing authority by bf”D sÀW Æl|LÈN b?ZB ¥S¬ wqEà ytsym xµÆb! nW¿ public notice as a known geothermal resource area; 09¼ “mÊT” ¥lT kmÊT b¬CM Yh#N b§Y yNBrT xgLGlÖT mBT ወይም ጥቅም ytg 19/ “land” means any land under whatever tenure ßbT በማንኛውም ዓይነት ይዞታ ሥር የሚገኝ held and any servitude, right or privilege in or መሬት ሲሆን bW¦ yt¹fn mÊTNም over land and includes land covered with water; ያካትታል፤ @/ “f”D sÀ Æl|LÈN” ¥lT yx!T×ùà 20/ “licensing authority” means the Ethiopian x!nR©! Æl|LÈN nW¿ Energy Authority; @1¼ “y?ZB ¥S¬wqEÔ ¥lT sð td‰>nT ÆlW mg¾ Bz#hN wYM yx@l@KTén!KS 21/ “public notice” means publication of the mg¾ zÁ bz!H xêJ WS_ ytµtt$ substantive material addressed in this mሠr¬êE g#Ä×Cን ይፋ ማድረግ ነው፤ Proclamation through widely accessible mass media or electronic media; @2¼ “yQ"T f”D” ¥lT አንድ ቦታ የጂኦተርማል ሀብት ሊኖረው እንደሚችል ለማረጋገጥ ሲባል 22/ “reconnaissance license” means a license that የጂኦሎጂ፣ የጂኦኬሚስትሪና የጂኦፊዚክስ ባሕር gives right to undertake surface exploration ያቱን ለማጥናት የሚያስችሉና በአካባቢው activities without environmental impact and that are intended to assess geological, gA Ød‰L ነU¶T Uz¤È qÜ_R ፩፻፰ መስከረም ፮ ቀን ፪ሺ ዓ.ም Federal Negarit Gazette No. 108 16th September, 2016 …..page9316 ፱ሺ፫፻፲፮ geochemical and geophysical characteristics for ተፈጥሮ ላይ ተጽዕኖ የሌላቸውን የመሬት ላይ የምርመራ ሥራዎችን ለማካሄድ መብት the purpose of determining whether a land may የሚሠጥ ፈቃድ ሲሆን ጉድጓድ መቆፈርን have geothermal resources, but not including አያካትትም፤ drilling activities; @3¼ “¶x!NËK>N” ¥lT y©!åtR¥L fú>N 23/ “re-injection” means a process of returning to bg#DÙD x¥µ"nT ከመሬት b¬C mLî the subsurface geothermal fluids through a m=mR nW፤ well; @4¼ “m\rZ” ¥lT Ælf”Ç f”ዱN በፈቃድ 24/ “revocation” means a return of a license from ሰጪው ባለሥልጣን xSgÄJnT እንዲመልስ the licensee by the order of the licensing ማድረግ nW፤ authority; @5¼ “mmlS” ¥lT bÆlf”Ç bf”d"nT 25/ “surrender” means a voluntary return of a f”ÇN wYM kf”Ç KLL WS_ ytwsnN license or any portion of the license area by a ï¬ lf”D sÀW Æl|LÈN mmlS nW¿ licensee to the licensing authority; @6¼ “የሙቀት mlk!à g#DÙD” ¥lT y©!åúYN 26/ “temperature gradient well” means any well TðK wYM kÑqT UR ytÃÃz mr© drilled expressly for the acquisition of geo- l¥GßT s!ÆL y¸öfR ¥N¾WM g#DÙD scientific or temperature-related data; nW፤ @7¼ “mÌr_” ¥lT kf”D m\rZ½ mn-Q 27/ “termination” means cessation of rights of a wYM mmlS UR btÃÃz# MKNÃèC licensee by an act, including expiration, Ælf”Ç ynbrW mBT s!Ãb” nW¿ revocation or surrender of a license; @8¼ “¥St§lF” ¥lT የ©!åtR¥L f”D ወይም 28/ “transfer” means a sale, encumbrance, ከፈቃዱ UR tÃÙ hBTN m¹_½ b:Ä inheritance, assignment or any other change in ¥SÃZ½ ¥WrS½ mÄrG wYM bl@§ ownership of a geothermal resource license or mNgD ባለቤትነትን ¥St§lF nW፤ related asset; @9¼ “g#DÙD” ¥lT y©!åtR¥L hBT lmflG 29/ “well” means any hole drilled and completed wYM l¥MrT wYM y©!åtR¥L hBt$N on any land which is made for the discovery or ሪኢንጀክት ለማድረግ ወይም lmk¬tL b¥N production of geothermal resources or for re- ¾WM mÊT §Y töFé yt-Âqq g#DÙD injecting or monitoring geothermal resources; nW፤ #¼ “y©!åtR¥L g#DÙD mSK የ¥ል¥T ym- 30/ “geothermal well-field development and use qM f”D” ¥lT y©!åtR¥L የሀብት license” means a license that gives right to መጠንና የአዋጭነት ጥናቶችን ለማጥናት፣ undertake geothermal resource assessment and ከፍተኛ ደረጃ የጂኦሎጂ፣ የጂኦኬሚስትሪና feasibility studies, advanced geological, የጂኦፊዚክስ ጥናቶችን ለማካሄድ፣ የምርት፣ geochemical and geophysical studies, drilling የሪኢንጄክሽንና የክትትል ጉድጓዶችን ለመቆፈር፣ of production, re-injection and monitoring የእንፋሎት መስክን ለማልማት፣ የጂኦተርማል wells, steam-field development, extraction and ሀብትን ከመሬት ሥር ለማውጣትና ለመጠቀም use of geothermal resources; መብት የሚሠጥ ፈቃድ ነው፤ gA Ød‰L ነU¶T Uz¤È qÜ_R ፩፻፰ መስከረም ፮ ቀን ፪ሺ ዓ.ም Federal Negarit Gazette No. 108 16th September, 2016 …..page9317 ፱ሺ፫፻፲ ፯ 31/ “work program” means the program of work #1¼ “የሥራ ፕሮግራም” ማለት ዝርዝሩ በዚህ showing details of the work and expenditure as አዋጅ እና ይህን አዋጅ ለማስፈጸም በሚወጣ may be further defined in pursuant to this ደንብና መመሪያ የሚወሰን ሆኖ የጂኦተርማል Proclamation and regulation and directive ቅኝት ፈቃድ እና የጂኦተርማል ጉድጓድ issued hereunder and required as a precondition መስክ የማልማትና የመጠቀም ፈቃድ for granting a reconnaissance and geothermal ለመስጠት እንዲሁም የጆኦተርማል ምርመራ well-field development and use licenses, and ፈቃድ ለመስጠት ወይም ለማደስ እንደቅድመ granting or renewing exploration license; ሁኔታ መቅረብ ያለበት የሥራ ዝርዝር እና የወጪ ዕቅድ ነው፤ 32/ “State” means any national regional state #2¼ “KLL” ¥lT bx!T×ùà Ød‰§êE specified under Article 47 (1) of the ÁäK‰s!ÃêE ¶pBl!K ?g(mNG|T xNq{ Constitution of the Federal Democratic $7 (1) ytmlktW ¥N¾WM KLL s!çN½ Republic of Ethiopia, and includes the Addis yxÄ!S xbÆ yDÊÄê ktäC xStÄ Ababa and Dire Dawa city administrations; déCNM Y=M‰L፤ 33/ “person” means any natural or juridical person; #3¼ “sW” ¥lT ¥N¾WM ytf_é sW wYM b?G ysWnT mBT ytsW xµL nW፤ 34/ any expression in the masculine gender #4¼ ¥N¾WM bwND ò¬ ytgliW ys@TNM includes the feminine. 3. Scope of Application 3. ytfɸnT wsN This Proclamation shall apply to geothermal YH xêJ bx!T×ùà Ød‰§êE ÁäK‰s!ÃêE resources development activities within the territory ¶pBl!K G²T WS_ b¸µÿÇ y©!åtR¥L hBT of the Federal Democratic Republic of Ethiopia. L¥T |‰ãC §Y tfɸ YçÂLÝÝ

Objectives 4. ›§¥ This Proclamation shall have the following ይH xêJ y¸ktl#T ›§¥ãC ይኖሩታል፦ objectives: 1/ ensuring that the country’s geothermal 1¼ yhg¶t$ y©!åtR¥L hBT |R;T resources are developed in an orderly, z§qE nT XNÄ!h#M yxµÆb! _b”N GMT sustainable and environmentally responsible WS_ ÆSgÆ h#n@¬ mL¥t$ N ¥rUg_ ፤ manner; 2/ supporting the generation and delivery of 2¼ k©!åtR¥L `YL lxgR WS_ X lW+ electricity from geothermal energy for local xgR Fí¬ y¸WL x@l@KT¶K ¥mN= consumption and export; TN ¥QrBN mdgF ፤ 3/ promoting the use of Grade II geothermal 3¼ ydr© II ©!åtR¥L hBTN ለልዩ ልዩ resources for various uses; xgLGlÖèC y¸WLbTን h#n@¬ ¥‰mD ፤ 4/ ensuring security of tenure for all investors in 4¼ b©!åtR¥L hBT L¥T |‰ §Y respect of geothermal resources development yt\¥„ ÆlhBèC mBèCN y¥rUg_ ፤ operations; and X 5/ encouraging a sustainable, carbon-neutral 5¼ bx!T×ùà qÈYnT ÃlW kµRïN nÉ yçn economy in Ethiopia. x!÷ñ¸N ¥br¬¬TÝÝ gA Ød‰L ነU¶T Uz¤È qÜ_R ፩፻፰ መስከረም ፮ ቀን ፪ሺ ዓ.ም Federal Negarit Gazette No. 108 16th September, 2016 …..page9318 ፱ሺ፫፻፲፰ PART TWO KFL h#lT GENERAL PROVISIONS ON GEOTHERMAL ስለ ጂኦተርማል ሀብት ልማት -Q§§ DNUg@ãC RESOURCE DEVELOPMENT

5. W-@¬¥ ymÊT l@lÖC ytf_é hBèC 5. Reservation of Land for Geothermal Operations 1¼ yz!H xNq{ N;#S xNq{ (3) X (4) 1/ Without prejudice to sub-articles (3) and (4) of DNUg@ãC XNdt-bq$ çnW ¥ÂcWM this Article, any land in Ethiopia shall be bx!T×ùà WS_ y¸g" mÊT l©!åtR¥L available for geothermal operations. |‰ãC KFT YçÂLÝÝ 2/ The licensing authority may, by public notice, 2¼ f”D sÀW Æl|LÈN lሕዝብ _QM designate an area as a known geothermal xSf§g! nW BlÖ s!ÃMN y?ZB ¥S¬wqEà b¥WÈT ¥ÂcWM mÊT y¬wq y©!åt resources area. Government Geothermal Operations 1¼ mNG|T lhg¶t$ yx!÷ñ¸ X ¥~b‰êE 1/ The Government may, either by itself or in :DgT wú" ¸Â y¸ñ‰cWN y©!åtR¥L partnership with other investors, undertake |‰ãC b‰s# wYM kl@ሎች ÆlhBèC UR geothermal operations that have crucial role for bQNJT l!õ£D YC§LÝÝ the country’s economic and social development. 2¼ yz!H xNq{ N;#S xNq{ (1) DNUg@ 2/ Without prejudice to sub-article (1) of this XNdt-bq çñ f”D sÀW Æl|LÈN Article the Government shall undertake y©!åtR¥L g#DÙD mSK y¥L¥T ym- geothermal resource exploration and qM f”DN xwÄDé lmS-T የሚያስችለው development activities to provide sufficient data bqE mr© እንዲኖረው ለማስቻል mNG|T to the licensing authority to facilitate the y©!åtR¥L hBT FlU X L¥T |‰ãC granting of license for well-filed development ያካሂዳል፡፡ and use license on a competitive basis.

9. Sl µœ 37. Compensation ¥N¾WM y©!åtR¥L |‰ l¥kÂwN mÊTN Where any geothermal operation requires the ¥SlqQ y¸-YQ Ælf”ድ l¸lqqW expropriation of land, the licensee shall pay ymÊT NBrT ÆlYø¬ ለሕዝብ ጥቅም mÊT compensation to the expropriated land use and y¸lqQbTN lNBrT µœ y¸kfLbTN property in accordance with the payment of h#n@¬ãC lmwsN bwÈ xêJ m\rT µœ compensation for expropriation of property for mKfL xlbTÝÝ public interest Proclamation.

38. Environmental and Social Impact Assessment #8. yxµÆb! y¥~brsB t{:ñ GMg¥ 1/ Any person lodging application to obtain 1¼ y©!åtR¥L |‰ ለማከናወን ፈቃድ ለማግኘት geothermal operations license, except for a ማመልከቻ የሚያቀርብ ¥N¾WM ሰው½ kQ"T reconnaissance license, shall submit an f”D bStqR yxµÆb! y¥~brsB t{:ñ environmental and social impact assessment GMg¥ ሰነድ xGÆB ላlW xµL አቅርቦ ¥idQ document to competent body and get approval. xlbTÝÝ 2/ Any licensee shall, except the holder of 2¼ kQ"T Ælf”D bStqR ¥N¾WM Ælf”D reconnaissance license, allocate funds to cover yf”D KLሉN f”D kmS-t$ bðT the cost of restoration of the license area to knbrbT h#n@¬ btšl wYM bnbrbT h#n@¬ conditions as good as or better than conditions lmmlS y¸WL fND YmDÆLÝÝ prior to the license period. gA ፱ሺ፫፻፵፫ Ød‰L ነU¶T Uz¤È qÜ_R ፩፻፰ መስከረም ፮ ቀን ፪ሺ ዓ.ም Federal Negarit Gazette No. 108 16th September, 2016 …..page9343 #9. tf_éxêE  Æሕ§êE hBèCN SlmNkÆkB 39. ÃLçn BKnT wYM g#ÄT bማÃdRS damage to geothermal or other energy and mineral h#n@¬¿ bgiMDR bkR\MDR W¦ hBèC resources; to protect and enhance the quality of _‰T §Y XNÄ!h#M bxyR bl@lÖC ytf_é surface and ground waters, air and other natural hBèC½ yÇR XNSúTN½ xfR X{êTN resources, including wildlife, soil and vegetation; =Mé bÆH§êE hBèC bxRk!ãlÖ©! QRîC½ and preserve cultural resources, including ytf_é mSHïC lmZ¾ y¸Wl# hBèC archeological, scenic and recreational resources. §Y g#ÄT b¥ÃdRS h#n@¬ ማµÿD xlbTÝÝ $. SlsãC NBrT dHNnT 40. Safety of Persons and Property 1/ ባለፈቃዱ y©!åtR¥L |‰ው ysWN -@ 1/ Geothermal operations shall be carried out in a dHNnT b-bq bNBrT §Y g#ÄT manner that protects human health and safety b¥ÃdRS h#n@¬ ማµÿD xlbTÝÝ and prevents damage to property. 2/ Ælf”Ç b|‰W MKNÃT ሆን ተብሎም 2/ A licensee shall be liable for any loss, damage Yh#N bcLt"nT bl@§ b¥N¾WM sW or injury to any person or property resulting from its operations, whether intentionally or as wYM NBrT §Y l¸dRS ¥ÂcWM a result of negligence. ጥፋት፣ g#ÄT wYM xdU t-ÃqE YçÂLÝÝ $1. Sl¥ኅbrsB L¥T fND 41. Fund for Community Development Any person lodged application for geothermal የ©!åtR¥L g#DÙD mSK y¥L¥T ym- well-field development and use license shall qM f”D ለማግኘት Ãmlkt sW ÆmlktbT include a written community development plan, yf”D KLL WS_ wYM xµÆb! k¸ñ„ developed by the applicant in consultation with the nê¶ãC UR bmmµkR b{/#F ytzUj communities existing in or adjacent to the license y~BrtsB L¥T :QD ¥µtT xlbTÝÝ :QÇ area; and such plan shall include an ynê¶ãc$N ¥~b‰êE tÌ¥T l¥ššL implementation plan including allocation of y¸mdbWN fND =Mé y:QÇN ¥Sfi¸Ã funding to support community welfare. mR¦GBR mÃZ xlbTÝÝ

42. Geothermal Operation Closure Certificate $2.
