Short Title This Proclamation may be cited as the “Ethiopian Youth Revolving Fund Establishment Proclamation No. 995/2017”. 2. Definition In this Proclamation: 1/ “Bank” means the Commercial Bank of Ethiopia; 2/ “beneficiaries” means youth organized under micro enterprises who qualify to benefit from the fund in accordance with the criteria set out in this Proclamation and the directive to be issued hereunder; 3/ “micro enterprise” shall have the meaning provided under Article 2(3) of the Federal Urban Job Creation and Food Security Agency Establishment Council of Ministers Regulation No. 374/2016; 4/ “micro financing institutions” shall have the meaning provided under Article 2(11) of the Micro Financing Business Proclamation No. 626/2009; 5/ “Ministry or Minister” means the Ministry or the Minister of Finance and Economic Cooperation, respectively; 6/ "State" means any Regional State referred to under Article 47(1) of the Constitution of the Federal Democratic Republic of Ethiopia and includes the Addis Ababa and Dire Dawa City Administrations; 7/ “youth” means any male or female of Ethiopian Nationality falling within the age range of eighteen to thirty four; 9566 /520B� gA ØdE‰L ነU¶T Uz¤È qÜ R.wx U�\� o qN 4ሺ/ ›.M Federal Negarit Gazette No. 24. 10th March, 2017 ………….page 6U� �f<� �� (G. �C ';Q(! �� ;< �T! Establishment 1/ There is hereby established the Ethiopian Youth Revolving Fund (herein after referred to as “the Fund”). 2/ The fund shall serve as a permanent source of finance to be used in furtherance of the objectives of the Fund. 4. Objectives of the Fund The Fund shall have the following objectives: 1/ assist youth to employ their capabilities in creating job opportunities; 2/ provide financial assistance for organized income generating activities conducted by youth; 3/ ensure the all-rounded participation and benefit of youth. 5. Source of the Fund The source of the Fund shall be budget allocated by the Federal Government. 6. Amount of the Fund 1/ The amount of the fund shall be 10 billion (ten billion) Birr. 2/ The Minister is hereby authorized to transfer from the consolidated fund, the proceeds of the fund to the body entrusted by Article 7 of this Proclamation to administer the fund. Utilization of the Fund 1/ The Fund’s money shall be used for the following purposes: a) for the supply of capital goods necessary for implementing income generating projects proposed by beneficiaries which are supported by the appropriate authority and the micro financing institutions or the bank; b) to cover operating costs of the projects. 2/ The proceeds of the fund shall be transferred to beneficiaries on loan basis in accordance with the scheme of revolving fund. 9. Duties and responsibilities of the Ministry The Ministry shall: 1/ calculate and communicate to the bank the share of each state from the proceeds of the fund on the basis of the size of the youth population of each state; 2/ determine, in consultation with the appropriate entities, the terms and conditions under which the bank transfers the proceeds of the fund to beneficiaries through micro financing institutions; 3/ disburse the proceeds of the fund to the bank upon request from the bank pursuant to Article 6(2) of this Proclamation; 4/ integrate the statement and reports on the utilization of the proceeds of the fund received from the bank into the consolidated financial report of the Government and submit same to the Council of Ministers and the House of Peoples Representatives, respectively. 9568 /520B� gA ØdE‰L ነU¶T Uz¤È qÜ R.wx U�\� o qN 4ሺ/ ›.M Federal Negarit Gazette No. 24. 10th March, 2017 ………….page x/ r%;� �> "�(; �:;� @;9� *$NP! Duties and responsibilities of the Bank The Bank shall: 1/ transfer the proceeds of the fund to beneficiaries through micro financing institutions in accordance with Article 9(1) and (2) of this Proclamation; 2/ without prejudice to the provision of Article 11(1) of this Proclamation, carry out through its branches the functions of micro financing institutions in places where micro financing institutions are not available; 3/ submit to the Ministry every six month a consolidate report of the utilization of the proceeds of the fund it receives from micro financing institutions pursuant to Article 11(2) of this Proclamation and also submit annually to the Ministry an audited statement of the funds’ finance together with the audit findings in accordance with Article 15(2) of this Proclamation within one month of the carrying out of the audit. 11. Duties and responsibilities of the Ministry of Youth and Sport The Ministry of Youth and Sport shall: 1/ coordinate the activities of the appropriate authorities with regard to the utilization of the fund and render the necessary assistance thereto; 2/ evaluate the semi-annual and annual reports on the implementation of beneficiaries’ projects it receives from the appropriate authorities and submit an annual consolidated report to the Council of Ministers and the House of Peoples’ Representatives, respectively. 13. Account of the Fund The proceeds of the fund shall be deposited in special account to be opened for the fund by the Minister. 15. Books of account of the Fund 1/ The Bank shall maintain a separate, complete and accurate book of accounts for the account of the Fund. 2/ The account of the Fund shall be audited annually by the Auditor General or by an auditor appointed by him. PART THREE MISCELLANEOUS 16. Power to issue directive The Minister may issue directives that are necessary for the proper implementation of this Proclamation. 17. Inapplicable laws Any Proclamation, Regulation, Directive and practices which are inconsistent with this Proclamation shall not be applicable on matters covered in this Proclamation. 18.
