Establlshmept 11 The Ethiopian Agricultural Investment Land Administration Agency (hereinafter the "Agency") is hereby established as an autonomous federal government agency having its own legal personality. 2/ The Agency shall be accountable to the Ministry. 4. Head omsc The Agency shall have its head office in Addis Ababa and may have branch offices elsewhere, as may be necessary . 5. Powers apd Duties The Agency shall have the powers and duties to: 1/ in cooperation with regional states. identify and survey agricultural investment lands; make sure such land . is free from farmers and pastoralists possession and not required by the regional state for any other specific purpose; develop land bank system and collect data on agro-ecology, soil topography, geography and socio-economy; . 21 take possession of the agricultural investment lands identified pursuant to sub-article (I) of this Article on the basis of power of delegation obtained from . the regional states, demarcate borders a.nd prepare site plans for the lands; 3/ prepare agricultural products suitability document of the agricultural investment lands; introduce the crop suitability document to investors in cooperation with ·regional states, the Ethiopian Investment Agency and the Ministry of Foreign Affairs; 41 enter into contracts with investors and transfer the agricultural investment lands, issue site plans of the lands to the investors; monitor and provide advice and technical support on land use system and take corrective measures when deemed necessary; 51 monitor and ensure that investors to whom aaricultural investment lands have been tr~sterred are implementing the business plans they have submitted; 61 collect data on lands transferred to investors and lands under investment and create agricultural investment land information system easily accessible to beneficiaries; 7 I study, organize and administer agricultural economy zone to strengthen agricultural investment; 8/ facilitate the efficient supply of inputs necessary for agricultural investment in cooperation with other stakeholders; ensure that investment incentives granted are used for their intended purposes; conduct studies on granting additional incentives to strengthen the sector and follow up the implementation of same upon approval by the government; • 1 , ~7i.~Y.n ~Y..t·A '1..7~-l· ..7t\."l +.'TC 01 rtarf:-l· ~(; 4>1 17i.(; 'i.9". Qrgaplzatjop of the Agepcy The Agency shall have: 11 a Director General and, as may be necessary, a Deputy Director. Ge~eral to be appointed by the government; and 2/ the necessary staff. 8. Budge& The Agency's budget shall be allocated by the government. 10. Boob of Accoypts 11 The Agency shall keep complete and accurate books of accounts. 2/ The books of accounts and financial documents of the Agency shall be audited annually by the Auditor General or by other auditors assigned by him. 11.
