Powers and Duties of the Prime Minister የኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ The powers and duties of the Prime Minister ጠቅላይ ሚኒስትር ስልጣንና ተግባር በሕገ of the Federal Democratic Republic of መንግሰቱ አንቀፅ ፸4 የተመለከተው ይሆናል :: Ethiopia shall be as specified under Article 74 of the Constitution. 4. ስለምክትል ጠቅላይ ሚኒስትሩ ስልጣና ተግባር 4. Powers and Duties of the Deputy Prime Minister የኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ The powers and duties of the Deputy Prime ምክትል ጠቅላይ ሚኒስትር ስልጣንና ተግባር በሕገ Minister of the Federal Democratic Republic of Ethiopia shall be as specified under Article መንግሰቱ አንቀፅ ፸5 የተመለከተው ይሆናል :: 75 of the Constitution.

5. Powers and Duties of the Council of 5.ስለሚኒስትሮች ምክር ቤት Ministers The powers and duties of the Council of የኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ Ministers of the Federal Democratic የሚኒስትሮች ምክር ቤት ስልጣንና ተግባር በሕገ Republic of Ethiopia shall be as specified መንግሰቱ አንቀፅ ፸7 የተመለከተው ይሆናል:: under Article 77 of the Constitution.

6. Members of the Council of Ministers 6. የሚኒስትሮች ምክር ቤት አባላት 1/ The Council of Ministers shall have the 1/ የሚኒስትሮች ምክር ቤት የሚከለተሉት አባላት following members: ይኖሩታል፦ gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8584 8ሺ5፻፹4 ሀ) ጠቅላይ ሚኒስትር፤ a) the Prime Minister; ለ) ምክትል ጠቅላይ ሚኒስትር፤ b) the Deputy Prime Minister; c) Ministers heading the ministries ሐ) በዚህ አዋጅ አንቀፅ 9 የተመለከቱትን specified under Article 9 of this ሚኒስቴሮች የሚመሩ ሚኒስትሮች፤ እና Proclamation; and መ) በጠቅላይ ሚኒስትሩ የሚሰየሙ ሌሎች d) other Officials to be designated by the Prime Minister. ባለስልጣኖች:: 2/ Where any Minister referred to in sub- 2/ በዚህ አንቀፅ ንዑስ አንቀፅ 1ሐ የተመለከተው article 1(c) of this Article cannot attend ማንኛውም ሚኒስትር በምክር ቤቱ ስብሰባ ላይ the meeting of the Council, the Minister ሊገኝ በማይችልበት ጊዜ የሚኒስቴሩ ሚኒስትር of State of the Ministry shall take part in ዴኤታዎች በምክር ቤቱ ስብሰባ ላይ the meeting of the Council. Where there ይሳተፋሉ:: are more than one Ministers of State unless specific delegation has been given ከአንድ በላይ ሚኒስትር ዴኤታዎች ካሉና by the Minister, the senior Minister of ሚኒስትሩ በተለይ ካልወከለ በሹመት ቅድሚያ State shall, take part in the meeting of ያለው ሚኒስትር ዴኤታ በምክር ቤቱ ስብሰባ the Council. ላይ ይሳተፋል::

7. Meeting Procedure of the Council of 7. የሚኒስትሮች ምክር ቤት የስብሰባ ስነ ስርዓት Ministers 1/ The Council of Ministers shall: 1/ የሚኒስትሮች ምክር ቤት፡- a) have its own procedural manuals; ሀ) የራሱ የውስጥ ደንብ ይኖረዋል፤ b) conduct ordinary and extraordinary ለ) በውስጥ ደንቡ በሚወስነው መሰረት meetings in accordance with its rules መደበኛ እና አስቸኳይ ስብሰባዎች of procedure; ያደርጋል፤ c) have a quorum where more than half ሐ) ምልዓተ ጉባኤ የሚኖረው ከአባሎቹ ከግማሽ of its members are present; በላይ ሲገኙ ይሆናል፤ d) pass decisions by consensus or, መ) የሚያስተላልፈው ውሳኔ በተባበረ ድምፅ failing that, by majority vote. ይሆናል፣በተባበረ ድምፅ መወሰን ካልተቻለ በድምፅ ብልጫ ይወሰናል:: 2/ The Prime Minister shall: 2/ ጠቅላይ ሚኒስትሩ፡- a) without prejudice to the rights of the ሀ) የሚኒስትሮች ምክር ቤት አባላት አጀንዳ members of the Council of Ministers የማስያዝ መብታቸው እንደተጠበቀ ሆኖ to propose agenda items, determine the agenda of the Council; gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8585 ለምክር ቤቱ በአጀንዳ የሚቀርቡ ጉዳዮችን 8ሺ5፻፹፭ ይወስናል፤ b) preside over the meetings of the ለ) የምክር ቤቱን ስብሰባ ይመራል፤ Council; c) adjourn the meetings of the Council ሐ) ለምክር ቤቱ በአጀንዳ የቀረበ ጉዳይ under circumstances where he finds በሚመለከተው የምክር ቤቱ ኮሚቴ it necessary to refer a case included መታየት የሚያስፈልገው ሆኖ ካገኘው in the Council’s agenda to the ስብሰባውን ለሌላ ጌዜ ያስተላልፋል:: relevant Committee of the Council. 3/ In the absence of the Prime Minister, the 3/ ጠቅላይ ሚኒስትሩ በማይኖርበት ጊዜ ምክትል Deputy Prime Minister shall preside over ጠቅላይ ሚኒስትሩ የምክር ቤቱን ስብሰባ the meetings of the Council. ይመራል:: 8. Standing Committees of the Council 8. የምክር ቤቱ ቋሚ ኮሚቴዎች 1/ The Council of Ministers may, with a view to facilitating its functions, have 1/ የሚኒስትሮች ምክር ቤት ስልጣንና ተግባሩን various standing committees comprising ለመወጣት ይረዳው ዘንድ የምክር ቤቱ of its members. አባላት የሚገኙባቸው ልዩልዩ ቋሚ ኮሚቴዎች ሊኖሩት ይችላል:: 2/ The powers and duties of standing committees shall be defined in the 2/ የቋሚ ኮሚቴዎች ስልጣንና ተግባር በምክር manuals of the Council. ቤቱ የውስጥ ደንብ ይወስናል:: PART THREE MINISTRIES ክፍል ሶስት

9. 10. Common Powers and Duties of Ministries Each Ministry shall have the powers and duties to: 1/ in its area of jurisdiction: a) initiate policies and laws, prepare 8ሺ5፻፹7 plans and budgets, and upon approval implement same; 0. የሚኒስትሮች የወል ሥልጣንና ተግባር እያንዳንዱ ሚኒስቴር፡- b) ensure the enforcement of federal laws; 1/ በሥራው መስክ፡- c) undertake study and research; collect, compile and disseminate information; ሀ) ፖሊሲዎችንና ሕጎችን ያመነጫል፣ዕቅድና በጀት ያዘጋጃል፣ሲፈቀድም በሥራ ላይ d) undertake capacity building activities; ያውላል፤ implement, cause to implement and ለ) የፌደራል መንግሥቱ ሕጎች በሥራ ላይ ensure effectiveness of the reform መዋላቸውን ያረጋግጣል፤ and good governance works; ሐ) የጥናትና ምርምር ተግባሮችን ያከናውናል፣ e) provide assistance and advice to መረጃዎችንይሰበስባል፣ያቀነባብራል፣ያሰራጫል፤ Regional States, as necessary; and ብራል፣ያሰራጫል፤ provide coordinated support to መ) የአቅም ግንባታ ሥራዎችን ያከናውናል፣ Regional States eligible for የለውጥና የመልካም አስተዳደር ሥራዎችን affirmative support as coordinated ይፈጽማል፣ ያስፈጽማል፣ ዉጤታማነታቸውን by the Ministry of Federal Affairs ያረጋግጣል፤ and Pastoralist Development; ሠ) ለክልሎች እንዳስፈላጊነቱ ድጋፍና ምክር f) enter into contracts and international ይሰጣል፤ እንዲሁም ልዩ ድጋፍ ለሚሹ agreements in accordance with the ክልሎች በፌደራል ጉዳዮችና የአርብቶ law; አደር ልማት ሚኒስቴር አስተባባሪነት 2/ direct and coordinate the performances የተቀናጀ ድጋፍ ያደርጋል፤ of the executive organs made accountable to it under the laws establishing them or under Article 38 of ረ) በሕግ መሠረት ውሎችንና ዓለም አቀፍ this Proclamation; review the ስምምነቶችን ያደርጋል፤ organizational structures as well as the work programs and budgets of the 2/ በማቋቋሚያ ሕጎቻቸው ወይም በዚህ አዋጅ executive organs and approve their አንቀጽ ፴8 ተጠሪ የተደረጉለትን አስፈጻሚ submission to the appropriate አካላት አፈጻጸም በበላይነት ይመራል፤ያስተባብራል፤ government organs; gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8588 አደረጃጀቶቻቸውን እንዲሁም የሥራ ፕሮግራሞ ቻቸውንና በጀቶቻቸውን መርምሮ ለሚመለከተው 3/ address women and youth affairs in the የመንግሥት አካል እንዲቀርቡ ይወስናል፤ preparation of policies, laws and development programs and projects; 4/ create, within its powers, conditions whereby persons with disabilities, the 8ሺ5፻፹8 elderly, segments of society vulnerable 3/ የሚያዘጋጃቸው ፖሊሲዎች፣ሕጎች፣ የልማት to social and economic problems and H.I.V. AIDS positive citizens benefit ፕሮግ from equal opportunities and full ራሞችና ፕሮጀክቶች የሴቶችንና የወጣቶችን participation; ጉዳይ እንዲያካትቱ መደረጋቸውን ያረጋግጣል፤ 5/ exercise the powers and duties given to it 4/ የአካል ጉዳተኞች፣ አረጋውያን፣ የማኀበራዊና under this Proclamation and other laws; ኢኮኖሚያዊ ችግሮች ተጋላጭ የህብረተሰብ ክፍሎች እና በደማቸው ውስጥ የኤች.አይ.ቪ 6/ where necessary, delegate part of its ኤድስ ያለባቸው ሰዎች በኃላፊነቱ ክልል powers and duties to other federal or regional state organ; የእኩል ዕድል ተጠቃሚና ሙሉ ተሳታፊ የሚሆኑበትን ሁኔታ ያመቻቻል፤ 7/ submit periodic performance reports to the Prime Minister and the Council of 5/ በዚህ አዋጅና በሌሎች ሕጎች የተሰጡትን Ministers. ሥልጣንና ተግባሮች በሥራ ላይ ያውላል፤

11. Accountability and Responsibility of 6/ አስፈላጊ ሆኖ ሲገኝ ከሥልጣንና ተግባሩ Ministers በከፊል ለሌላ የፌደራል ወይም የክልል አካል Each Minister shall: በውክልና ሊሰጥ ይችላል፤ 1/ be accountable to the Prime Minister and the Council of Ministers; 7/ ስለሥራው ክንዋኔ በየወቅቱ ለጠቅላይ 2/ represent and exercise the powers and ሚኒስትሩና ለሚኒስትሮች ምክር ቤት ሪፖርት duties of the Ministry he is heading; ያቀርባል፡፡ 3/ effect payments in accordance with 01. የሚኒስትሮች ተጠሪነትና ኃላፊነት the budget and work programs approved for the Ministry; እያንዳንዱ ሚኒስትር፡- 1/ ተጠሪነቱ ለጠቅላይ ሚኒስትሩና ለሚኒስትሮች ምክር ቤት ይሆናል፤ gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8589 2/ የሚመራውን ሚኒስቴር ይወክላል፣ ሥልጣንና 4/ ensure the implementation of ተግባሩን ሥራ ላይ ያውላል፤ performance management system 3/ ለሚኒስቴሩ በተፈቀደው በጀትና የሥራ within the Ministry. ፕሮግራም መሠረት ገንዘብ ወጪ ያደርጋል፤ 12. Accountability and Responsibility of Ministers of State 1/ Each Minister of State of a Ministry shall be accountable to the Minister and shall carry out the responsibilities 8ሺ5፻፹9 specifically entrusted to him. 4/ በሚኒስቴሩ ውስጥ የአፈጻጸም አመራር ሥርዓት 2/ The Minister of State shall act on ተግባራዊ መደረጉን ያረጋግጣል፡፡ behalf of the Minister in his absence. Where there are more than one 02/ የሚኒስትር ዴኤታዎች ተጠሪነትና ኃላፊነት Ministers of State the senior Minister of State shall act on behalf of the 1/ የእያንዳንዱ ሚኒስቴር ሚኒስትር ዴኤታ Minister in his absence. ተጠሪነቱ ለሚኒስትሩ ሆኖ ተለይተው 13. The Ministry of National Defense የሚሰጡትን ተግባሮች ያከናውናል The Ministry of National Defense shall have the powers and duties to: 2/ ሚኒስትሩ በማይኖርበት ጊዜ ሚኒስትር 1/ defend the territorial integrity of the country in cooperation with the ዴኤታው ተክቶት ይሠራል፡፡ ከአንድ በላይ appropriate organs; ሚኒስትር ዴኤታዎች ካሉና ሚኒስትሩ በተለይ ካልወከለ በሹመት ቅድሚያ ያለው ሚኒስትር 2/ establish, equip and supervise the ዴኤታ ተክቶት ይሠራል፡፡ defense forces and ensure their combat capabilities; 03/ የሀገር መከላከያ ሚኒስቴር 3/ ensure that the composition of the የሀገር መከላከያ ሚኒስቴር የሚከተሉት national defense forces reflect equitable ሥልጣንና ተግባሮች ይኖሩታል፡- representation of nations, nationalities 1/ አግባብ ካላቸው አካላት ጋር በመተባበር and peoples and that they carry out their functions free of any partisanship to any የሀገሪቱን የግዛት ሉዓላዊነት ያስከብራል፤ political organization; 2/ መከላከያ ሠራዊት ያቋቁማል፣ ያስታጥቃል፣ 4/ organize training center establishments for the defense forces; ይቆጣጠራል፣ የውጊያ ብቃቱን ያረጋግጣል፤ gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8590 3/ የሀገሪቱ የመከላከያ ሠራዊት የብሔሮች፣ የብሔ ረሰቦችና የሕዝቦችን ሚዛናዊ ተዋጽኦ ያካተተ 5/ enforce security measures and the መሆኑንና ተግባሩንም ከፖለቲካ ድርጅት constitutional order, when instructed in accordance with the provisions of the ወገናዊነት ነፃ በሆነ አኳኋን ማከናወኑን Constitution, where situations ያረጋግጣል፤ endangering public safety are beyond the control of Regional States or where 4/ የመከላከያ ሠራዊት ማሠልጠኛ ተቋማት any Regional State violates the እንዲደራጁ ያደርጋል፤ Constitution and endangers the constitutional order; 6/ combat guerrilla and terrorist activities; 8ሺ5፻፺ 7/ construct and cause the construction of 5/ ከክልል አቅም በላይ የሆነ የፀጥታ መደፍረስ military camps and residential quarters ሲያጋጥም ወይም ማናቸውም ክልል ሕገ required for the defense forces; 8/ prepare plans and get authorizations for መንግሥቱን በመጣስ ሕገ መንግሥታዊ the coordinated utilization of resources ሥርዓቱን አደጋ ላይ ሲጥል በሕገ መንግሥቱ in the country that may be required in በተደነገገው መሠረት ሲታዘዝ ፀጥታንና ሕገ an event of national mobilization; መንግሥታዊ ሥርዓቱን ያስከብራል፤ 9/ prepare schemes whereby the public can defend or guard itself against enemy threats when general 6/ የሽምቅ ውጊያንና ሽብርተኝነትን ይከላከላል፤ mobilization is declared; and, upon authorization, implement same in 7/ የጦር ሠፈሮችንና ለሠራዊቱ የሚያስፈልጉትን cooperation with concerned organs; የመኖሪያ ሠፈሮች ይሠራል፣ያሠራል፤ 10/ recruit, train and organize National reserve force that shall join the armed 8/ በክተት ጊዜ በአገር ውስጥ የሚገኝ ሀብት forces in time of war or state of በተቀናጀ ሁኔታ ጥቅም ላይ የሚውልበትን emergency and that shall provide ዘዴ እያጠና ያስወስናል፤ assistance in the event of man-made or natural disasters; 9/ የክተት አዋጅ በሚታወጅበት ጊዜ ኀብረተሰቡ 11/ coordinate the activities of, and ከጠላት ጥቃት ራሱን የሚከላከልበትን ዕቅድ cooperate with the appropriate Federal ያወጣል፣ሲፈቀድም ከሚመለከታቸው አካላት and Regional State organs in matters ጋር በመተባበር ሥራ ላይ እንዲውል relating to the defense of the country; 12/ organize and deploy competent ያደርጋል፤ peacekeeping forces where the country 0/ በጦርነት ወይም በአስቸኳይ ጊዜ አዋጅ is required to participate in international peacekeeping missions; gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8591 የመከላከያ ሠራዊትን የሚቀላቀል፣እንዲሁም 13/ retain and utilize, for capacity building ሰው ሠራሽም ሆነ የተፈጥሮ አደጋዎች of National defense upon obtaining the ሲከሰቱ ዕገዛ የሚያደርግ ብሔራዊ ተጠባባቂ approval of the Council of Ministers: ኃይል ይመለምላል፣ ያሰለጥናል፣ያደራጃል፤ a) revenue generated by engaging idle 01/ ሀገር መከላከልን በሚመለከት አግባብ facilities of defense institutions, in ያላቸውን የፌደራልና የክልል አካላት peace times, in income generating ያስተባብራል፣በመተባበርም ይሠራል፤ activities; 02/ ሀገሪቱ የሚቀርብላትን ዓለም አቀፍ የሠላም b) the proceeds of disposal of ማስከበር ጥሪ በአግባቡ ለመወጣት የሚያስችል properties which are no more የሠላም አስከባሪ ኃይል ያደራጃል፣ያሰማራል፤ required for defense purposes; and c) dividends from enterprises put 8ሺ5፻፺1 under its supervision; 03/ ከሚከተሉት ምንጮች የሚገኘውን ገቢ for national defense capacity building የሚኒስትሮች ምክር ቤትን እያስፈቀደ ለሀገር projects. መከላከያ አቅም ግንባታ እንዲውል 14/ ensure that the procedures and standards embodied in the Financial ያደርጋል፡- Administration Proclamation No. ሀ) የመከላከያ ተቋማት በሠላም ጊዜ የሚኖራ 648/2009 and, regulations and ቸውን የማምረትና አገልግሎት የመስጠት directives issued pursuant to the ትርፍ አቅም ለገቢ ማስገኛ ተግባር Proclamation are followed in the እንዲውል በማድረግ የሚገኘውን ገቢ፤ administration of the fund referred to ለ) ለመከላከያ ጠቀሜታ የማያስፈልጉ ንብረ in sub-article (13) of this Article and submit same for auditing by the ቶችን በማስወገድ የሚገኘውን ገቢ፤እና Auditor General; ሐ) በተቆጣጣሪ ባለሥልጣንነት ከሚመራቸው 15/ ensure that the defense forces ድርጅቶች የሚገኘውን የትርፍ ድርሻ፤ participate in the country’s development activities in times of peace.

16. The Ministry of Livestock and Fisheries 1/ The Ministry of Livestock and Fisheries መስኖ ልማቶች እንዲስፋፉ ያደርጋል፤ shall have the powers and duties to: አ) የገጠር መሬት አስተዳደርና አጠቃቀም a) promote the expansion of extension ሥርዓት መዘርጋቱን ይከታተላል፣ድጋፍ and training services provided to ይሰጣል፣ አገራዊ መረጃ ያደራጃል፤ farmers, pastoralists, private investors and urban communities ከ) የግብርና ልማትን ለማፋጠንና የገጠር engaged in livestock and fish farming ቴክኖሎጂን ለማሻሻል የሚረዱ የማሰልጠኛ to improve the productivity of the ማዕከሎችን ያቋቁማል፣ይመራል፤ sector; b) establish a system that ensures ኸ) የግብርና ምርምር እና የግብርና quality standard of any livestock or ኢንቨስትመንትን የሚመለከቱ ሥራዎች livestock product supplied to the market; and follow up implementation በአግባቡ እንዲከናወኑ መደረጋቸውን of same; 8ሺ6፻7 ያረጋግጣል፤ c) build capacity for supplying, ወ) የምግብ ዋስትና እና የገጠር የሥራ distributing and marketing of ዕድል ፈጠራን የሚመለከቱ ተግባራትን inputs for livestock and fisheries to ያስተባብራል፡፡ ensure the reliability of their supply; establish and follow up the 2/ በስራ ላይ ባሉ የሌሎች ህጎች ድንጋጌዎች implementation of a system for እርሻና የተፈጥሮ ሀብትን በሚመለከት quality control; ለግብርና ሚኒስቴር ተሰጥተው የነበሩ d) establish a system that ensures access ሥልጣንና ተግባሮች በዚህ አዋጅ ለእርሻና to quality veterinary services to የተፈጥሮ ሀብት ሚኒስቴር ተሰጥተዋል፡፡ improve the prevention and timely control of animal diseases; ፳. የእንስሳትና ዓሣ ሀብት ሚኒስቴር 1/ የእንስሳትና ዓሣ ሀብት ሚኒስቴር የሚከተሉት gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8608 ሥልጣንና ተግባሮች ይኖሩታል፡- e) conduct quarantine on import and ሀ) የእንስሳትና ዓሣ ሀብት ዘርፍን ምርታማነት export of livestock, fish and their byproducts; prevent communicable ለማሻሻል ለአርሶ አደሩ፣ ለአርብቶ አደሩ፣ livestock diseases and the outbreak ለግል ባለሃብቱ እና በከተማ እንስሳት ልማት of migratory parasites; ለተሰማሩ የህብረተሰብ ክፍሎች የሚሰጡ የኤክስቴንሽንና የስልጠና አገልግሎቶችን ያስፋፋል፤ f) establish and follow up the implementation of marketing ለ) ለገበያ የሚቀርብ ማንኛውም እንስሳ፣ system for livestock and fish and የእንስሳት ምርትና ተዋጽኦ የጥራት ደረጃውን products of same; የጠበቀ እንዲሆን የሚያስችል ሥርዓት g) ensure the proper administration ይዘረጋል፤ ተግባራዊነቱን ይከታተላል፤ and quality control of veterinary drugs and feeds as well as ሐ) ለእንስሳትና ዓሣ ሀብት ልማት የግብአት veterinary services; አቅርቦት፣ ሥርጭትና ግብይት አቅምን h) develop a system that ensures በመገንባት አስተማማኝ አቅርቦትን ያረጋግ integration and coordination of ጣል፤ የጥራት ቁጥጥር ሥርአት ይዘረጋል፤ stakeholders engaged on livestock ተግባራዊነቱን ይከታተላል፤ and fishery’s research; i) follow up the expansion of water resources, infrastructure and fodder መ) የእንስሳት ጤና አገልግሎትን ጥራትና ተደ banks necessary for livestock ራሽነት ለማሻሻል በሽታን ለመከላከልና resource development in the ወቅታዊ እርምጃ ለመውሰድ የሚያስችሉ pastoral areas; establish a system ሥርዓቶችን ይዘረጋል፤ for natural and irrigated rangeland development and utilization, and 8ሺ6፻8 organize national database ሠ) ወደ ሃገር በሚገቡትም ሆነ ከአገር j) promote fish production and በሚወጡት እንስሳትና ዓሣ እንዲሁም supply; k) provide technical support for the የእንስሳትና ዓሣ ተዋጽኦ ላይ የኳራንታይን development of modern fish አገልግሎት ይሰጣል፤ ተላላፊ የእንስሳት production system and creation በሽታዎችና በወረርሽኝ መልክ የሚከሰቱ of market linkage. ተህዋስያን ተጽዕኖዎችን ይከላከላል፤ 2/ The powers and duties given to the Ministry ረ) የእንስሳትና የዓሣ እንዲሁም የእንስሳትና of Agriculture by the provisions of other ዓሳ ተዋጽኦ ግብይት ሥርዓት ይዘረጋል፣ laws, currently in force, with respect to አፈጻጸሙን ይከታተላል፤ matters relating to livestock and fishery are hereby given to the Ministry of Livestock ሰ) የእንስሳት መድሃኒቶችና መኖ ጥራት and Fisheries. gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8609 እንዲሁም የእንስሳት ህክምና አስተዳደርና 21. The Ministry of Industry ቁጥጥር ሥራዎች በአግባቡ መፈጸማቸውን The Ministry of Industry shall have the ያረጋግጣል፤ powers and duties to: ሸ) የእንስሳትና የዓሣ ሀብት ልማት ምርምሮች 1/ formulate policies, strategies and action ባለድርሻ አካላት በቅንጅትና በትብብር plans that assist in the acceleration of የሚሠሩበትን ሥርዓት ይዘረጋል፤ industrial development, and implement same upon approval by the government; ቀ) በአርብቶ አደር አካባቢ ለእንስሳት ሀብት ‹ 2/ promote the expansion of industry and ልማት አስፈላጊ የሆኑ ውሃ፣ መሠረተ investment; ልማትና የመኖ ባንኮች መስፋፋታቸውን 3/ establish system and provide support to ይከታተላል፤ የተፈጥሮ እና የመስኖ ግጦሽ domestic investors engaged in service, መሬት ልማት እና አጠቃቀም ሥርዓት agriculture and construction sectors to ይዘረጋል፣ አገራዊ መረጃ ያደራጃል፤ transfer and engage in manufacturing sector; በ) የዓሣ ምርትና አቅርቦትን ያስፋፋል፤ 4/ facilitate selection, adoption and implementation of technology, acquiring ተ) በዓሣ ልማት ዘርፍ ዘመናዊ አመራረት best practices, technology transfer and እንዲጎለብትና የገበያ ትስስር እንዲፈጠር skills development that accelerate የቴክኒክ ድጋፎችን ይሰጣል፡፡ industrial sector development and, in general the capacity building activities for 2/ በሥራ ላይ ባሉ የሌሎች ሕጎች ድንጋጌዎች የእን industrial development; 22. 23. 26. 27. የሚያስችል ሥርዓት ይዘረጋል፤ ሥርዓቱ g) take part in the negotiations of በተግባር ላይ መዋሉንም ይከታተላል፤ international environmental and ሐ) ማህበራዊ፣ ኢኮኖሚያዊና አካባቢያዊ ፍትህን climate change agreements and, as በሚያራምድና ከሚገኘው ጥቅም ትልቁን ድርሻ appropriate, initiate a process of በእርምጃው ለሚነኩ ማህበረሰቦች በሚያስገኝ their ratification; የአዋጪነት ማስሊያ ቀመሮችንና የስሌት p) promote and provide non-formal ሥርዓቶችን ያዘጋጃል ወይም እንዲዘጋጁ environmental education programs, ያደርጋል፤ እንደሁኔታውም በጥቅም ላይ and cooperate with the competent የመዋላቸውን ሂደት ይከታተላል፤ organs with a view to integrating environmental concerns in the ተ) ዘላቂነት የጎደለው የተፈጥሮ ሀብቶች regular educational curricula; አጠቃቀም ልምድን፣ የአካባቢ ጉስቁልናን ወይም ብክለትን ለመከላከል በሚያስችሉ q) establish a system for development የመግቻ እርምጃዎች ወይም የማበረታቻ and utilization of small and large ዘዴዎች መጠቀምን በተመለከተ ሃሣብ scale forest including bamboo on ያቀርባል፤ private, communal and watershed areas, and ensure implementation ቸ) የአካባቢ መረጃ አሰባሰብን፣ አደረጃጀትን of same; 31. The Ministry of Public Enterprises 8ሺ6፻፴1 1/ The Ministry of Public Enterprises shall ኘ) የሀገሪቱን የአካባቢና የደን እንዲሁም have the Powers and duties to: ለአየር ንብረት የማይበገር አረንጓዴ a) oversee and assist the corporate ኢኮኖሚን በሚመለከት ዘገባን በየወቅቱ management and financial እያዘጋጀ ያሰራጫል፤ performance of the public enterprises accountable to another supervising አ) መደበኛ ያልሆኑ የአካባቢ ትምህርት መርሃ authorities; ግብሮችን ያስፋፋል፣ ትምህርቱን ይሰጣል፤ b) with respect to public enterprises አካባቢያዊ ጉዳዮችን በመደበኛ ትምህርት accountable to it: ሥርዓተ ትምህርት ውስጥ ለማካተት (1) ensure that they have developed አግባብ ካላቸው መሥሪያ ቤቶች ጋር strategic and annual plan consistent ትብብር ያደርጋል፤ with policies, strategies and economic goals of the government, ከ) አነስተኛና ሰፋፊ የደን ልማት፣ ቀርከሀን approve such plans and monitor ጨምሮ በግል፣ በወል ይዞታ እና በተፋሰስ implementation of same; ውስጥ እንዲለማና ጥቅም ላይ እንዲዉል (2) establish a system to enable them ሥርዓት ይዘረጋል፣ ትግበራውንም play appropriate role in the ያረጋግጣል፤ economy, develop modern ‹‹‹ ኸ) የሀገሪቱ የተፈጥሮ ደን እንዲጠበቅና እንደአስፈ corporate management, design ላጊነቱ ዘላቂ ጥቅም ላይ እንዲዉል ሥርዓት proper guidelines that help them achieve their goals, and ensure ይዘረጋል፣ ትግበራውንም ያረጋግጣል፤ the implementation of same; የሚከተሉት ሥልጣንና ተግባሮች ይኖሩታል፡- (6) closely monitor utilization of ሀ) ተጠሪነታቸው ለሌላ ተቆጣጣሪ አካል finance and performance of loans የሆኑ የመንግሥት የልማት ድርጅቶችን and distribute to relevant የኮርፖሬት አስተዳደር እና የፋይናንስ government agencies reports on አፈጻጸማቸውን ይከታተላል፤ ይደግፋል፤ their financial performance; ለ) ተጠሪነታቸው ለሚኒስቴሩ እንዲሆን (7) evaluate their requests for የተወሰነ የመንግሥት የልማት ድርጅቶችን፡- increase of capital; submit its recommendations to the (1) መንግሥት ከነደፋቸው ፖሊሲዎች፣ Government for approval, and ስትራቴጂዎች እንዲሁም የኢኮኖሚ closely follow up implementation of ግቦች አንፃር የተቃኘ ስትራቴጂክ እና same; ዓመታዊ ዕቅድ እንዲያዘጋጁ ያደርጋል፣ (8) appoint and remove members of ያፀድቃል፤አፈፃፀማቸውንም ይከታተላል፤ board of directors and determine their allowances; issue a (2) በኢኮኖሚ ውስጥ ተገቢ ድርሻቸውን directive on appointment and ለመወጣት ሊመሩ የሚችሉበትን ዘመናዊ removal of members of board of የኮርፖሬት አስተዳደር አሠራር ይዘረጋል፤ directors; ያግዛል፤ ወቅታቸውን የጠበቁ ትክክለኛ (12) create a forum under which they የፋይናንስና የሥራ አፈፃፀም ሪፖርቶች exchange their experiences, and የሚያቀርቡበትን ሥርዓት ይዘረጋል፤ carry out training programs that help build their capacity; (6) የፋይናንስ አጠቃቀም እና የብድር c) carry out studies to identify ሁኔታዎችን በቅርብ ይከታተላል፤ projects that can contribute to ስለፋይናንስ አፈጻጸማቸውም ተገቢውን economic and social development ሪፖርት በማዘጋጀት፣ ለሚመለከታቸው and propose to the Government the ያሠራጫል፤ establishment of new public (7) ካፒታል ለማሳደግ የሚያቀርቡትን enterprises, and when approved implement same; based on studies ጥያቄ ይመረምራል፤ ለመንግሥት conduct expansion of existing የውሳኔ ሃሳብ አቅርቦ ያስወስናል፤ public enterprises; አፈጻጸሙንም በቅርብ ይከታተላል፤ d) carry out other duties to protect the ownership interest of the (8) የቦርድ አባላትን ይመድባል፣ ያነሳል፣ Government in public enterprises. ሊከፈላቸው የሚገባውንም አበል ይወስ ናል፤ የቦርድ አሰያየምና አነሳስ 2/ With respect to public enterprises made መመሪያዎችን ያዘጋጃል፤ የልማት accountable to it, the powers and duties ድርጅቶች ሙያው ክህሎቱና መልካም given to a Supervising Authority of ስብዕና ባላቸው ኃላፊዎች የሚመሩበትን Public Enterprises by Proclamation No. ሥርዓት ይዘረጋል፤ 25/1992, and with respect to public enterprises and shares to be privatized, the powers and duties given to the Privatization Board by Proclamation No. 412/2004 are hereby given to the (9) እንዲፈርሱ፣ ከሌላ ድርጅት ጋር Ministry of Public Enterprises. እንዲዋሃዱ ወይም እንዲከፋፈሉ ወይም እንዲሸጡ ለመንግሥት የውሳኔ ሀሳብ ያቀርባል፤ ይህንን የተመለከተ ግልፅ 32. The Ministry of Health ፴2. የትምህርት ሚኒስቴር The Ministry of Health shall have the powers የትምህርት ሚኒስቴር የሚከተሉት ሥልጣንና and duties to: ተግባሮች ይኖሩታል፡- 1/ formulate the country's health sector 8ሺ6፻፴5 21 development program; follow up and 1/ የትምህርትና ሥልጠና ስታንዳርድ ያወጣል፤ evaluate the implementation of same; በሥራ ላይ መዋሉንም ያረጋግጣል፤ 2/ የዚህ አንቀጽ ንዑስ አንቀጽ (1) አጠቃላይ 2/ support the expansion of health services አነጋገር እንደተጠበቀ ሆኖ፡- coverage; follow up and coordinate the implementation of health programs ሀ) ሀገራዊ የብቃት ማዕቀፍ ያዘጋጃል፤ financed by foreign assistance and loans; 3/ direct, coordinate and follow up ለ) አጠቃላይ የሥርዓተ ትምህርት ማዕቀፍ implementation of the country's health ያዘጋጃል፤ information system; ሐ) የመምህራንን አነስተኛውን የትምህርት 4/ devise and follow up the implementation ብቃት መለኪያ ያወጣል፤ of strategies for the prevention of መ) የትምህርትና ሥልጠና ተቋማት ሊያሟሉ epidemic and communicable diseases; የሚገባቸውን አነስተኛውን ደረጃ ያወጣል፤ 5/ follow up and coordinate the implement 3/ የከፍተኛ ትምህርት እንዲስፋፋ ያደርጋል፣ tation of national nutrition strategies; በበላይነት ይመራል፤ 6/ take preventive measures in the events of 4/ በየደረጃው ባሉ የትምህርትና ሥልጠና ተቋማት emergency situations that threaten public ጥራትና አግባብነት ያለው ትምህርትና health, and coordinate measures to be ሥልጠና መሰጠቱን ያረጋግጣል፤ taken by other bodies; 7/ ensure adequate supply and proper 5/ የሀገሪቱን የትምህርትና ሥልጠና ፖሊሲና utilization of essential drugs and medical equipment in the country; ሥርዓተ ትምህርት መሠረት ያደረጉ ሀገር አቀፍ ፈተናዎች ያዘጋጃል፣ ያስተዳድራል፤ 8/ prepare the country's health services የውጤት ሪከርዶች ይይዛል፣ የውጤት coverage map; provide support for the ማረጋገጫ የምስክር ወረቀት ይሰጣል፤ expansion of health infrastructure; 6/ የሀገሪቱን የቴክኒክና ሙያ ትምህርትና 9/ supervise the administration of federal ሥልጠና ስትራቴጂን ይቀርጻል፤ በሥራ ላይ hospitals; collaborate on the capacity መዋሉን ያረጋግጣል፤ building activities of the federal university hospitals; 7/ የመንግሥት ከፍተኛ ትምህርት ተማሪዎች ቅበላና ምደባ አፈጻጸም ፍትሃዊ መሆኑን gA Ød‰L ነU¶T Uz¤È qÜ_R 0፪ ህዳር !፱ qN ፪ሺ8 ›.M Federal Negarit Gazette No. 12 9th December, 2015 ...page 8637 ያረጋግጣል፤ 10/ collaborate with the appropriate bodies 8/ ትምህርትና ሥልጠናን በተመለከተ ሀገራዊ in providing quality and relevant health professional trainings within the country; የአህዝቦት ተግባሮችን ያከናውናል፡፡ 11/ provide appropriate support to promote research activities intended to provide 8ሺ6፻፴61 solutions for the country's health ፴3. የጤና ጥበቃ ሚኒስቴር problems and for improving health የጤና ጥበቃ ሚኒስቴር የሚከተሉት ሥልጣንና service delivery; 12/ expand health education through various ተግባሮች ይኖሩታል፡- appropriate means; 1/ የጤናውን ዘርፍ ልማት ሀገራዊ ፕሮግራም ይነድፋል፤ አፈጻጸሙን ይከታተላል፣ 13/ ensure the proper execution of food, ይገመግማል፤ medicine and health care regulatory 2/ የጤና አልግሎት ሽፋን እንዲያድግ እገዛ functions; 14/ lead the national social health insurance ያደርጋል፤ ከውጭ በሚገኝ እርዳታ ብድር system and follow its implementation. የሚከናወኑ የጤና ፕሮግራሞችን አፈጻጸም

34. 37.
