A PROCLAMATION TO RATIFY THE INTERNATIONL CONVENTION ON LIABILITY AND COMPENSATION FOR DAMAGE IN CONNECTION WITH THE CARRIAGE OF HAZARDOUS AND NOXIOUS SUBSTANCES BY SEA WHEREAS, an International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea has been adopted by the International Maritime Organization in 1996; WHEREAS, the House of peoples’ Representatives of the Federal Democratic Republic of Ethiopia has ratified the said Agreement at its session held on the 30 th day of April, 2009; NOW, THEREFORE, in accordance with Article 55 (1) and (12) of the Constitution of the Federal Democratic Republic of Ethiopia it is hereby proclaimed as follows: 1. Ratification of the Convention The International Maritime Organization convention on liability and compensation for damage in connection with the carriage of hazardous and noxious substances by sea adopted in 1996, is hereby ratified. 3. Responsibility of the Ministry of Transport and Communications The Ministry of Transport and Communications is hereby authorized to undertake in cooperation with the concerned governmental organs all acts necessary for the implementation of the convention. 4. Effective Date This Proclamation shall enter into force up on the date of publication in the Federal Negarit Gazeta.
