Secretary 21 Notwithstanding sub-artiele (l) ofthis Artiele, when deemed necessary, other federai and regional officials as well as professionals, invited to present expert views, may be allowed to participate in sessions of the CounciL 5. Powers and Duties of the Council 6. Il The Council shall have the powers and duties to : a) provide leadership in identifying, designing and effectively implementing solutions to basic hurdles of agricultural development ; b) provide policy directions and leadership In order to ensure that effective coordination is realized among different actors involved in agricultural development; c) approve plans and evaluate performance o~ ,Ile Agency and provide directions as deemed necessary. 21 The Council may establish various committees as may be necessary. Establishment 1/ The Agricultural Transformation Agency (hereinafter the " Agency") is hereby established as an autonomous federai organ having its own legai personality. 21 The Agency shall be accountable to the Ministry. 8. Il. Organization of the Agency The Agency shall have: I l a Director Generai and Deputy Director Generai to be appointed by the govemment, and 21 the necessary sta ff . 12. The Director GeneraI may delegate part of his powers and duties to the Deputy Director Generai and employees of the Agency to the extent necessary for the effiéient performance of the activities ofthe Agency. 13. Powers and Duties of the Deputy Director Generai The Deputy Director Generai shaJl: I I 2/ 31 . assist the Director Generai 10 planning, organizing, directing and coordinating the activities of the Agency; perform other duties specifically assigned to him by the Director Generai ; act on behalf of the Director Generai In his absence. 14. Budget Thé budget of the Agency shall be allocated by the govemment. 15. Books of Accounts I l The Agency shall keep complete and accurate books of accounts. 21 The books of accounts and financial documents of the Agency shall be audited annually by the Auditor Generai or by an auditor designated by him .
