Kia Manuia Tona Ngateitei Enere Puna Minita Tutara No Te Kuki Airani, Minita No Te Tuanga O Te Pae Tautai Kuki Airani Kaveinga akatereanga i te ki o te pae tai, te akau ki te moana Policy for Coastal Fisheries Resources ph ot o: G. La nd go n 2 Kaveinga akatereanga i te ki o te pae tai, te akau ki te moana Foreword Coastal fisheries resource remains the most important mainstay in sustaining the livelihood of our people, especially in the Pa Enua. We acknowledge our forefather’s knowledge and wisdom in advocating the need to ensure that resources are “sufficiently plentiful” for our people. Harvesting regimes have now evolved to cater for our new life style, such as social obligations and income generating activities. The coastal fisheries offer some of the best commercial opportunities for our people. At the same time the sustainability of the natural resources used by our people is an issue that has been recognized by our government and stakeholders. The challenge is to achieve a balance between what we are harvesting and what needs to be retained to sustain our fisheries resources for the future of our people. There are a number of key elements of this policy which incorporates and advocates the importance of on-going processes of shared decision making, to sustainably develop and manage our coastal fisheries resources. It aims to further enhance the knowledge base and skills not only for our fishers but also for our wider fishing community. More often this brings out the realization of the many opportunities being created for our people. This policy was developed to combine the wishes of fisheries stakeholders, including our fishing communities in the outer islands and our Cook Islands Fishing Association. The challenge for this policy is to ensure we do not lose sight of our forefather’s vision of “sustainable development”. To support us in our endeavors in implementing this policy here is verse that I have chosen from the book of Job, chapter 12 verses 7-10. “But ask the animals, and they will teach you, or the birds of the air, and they will tell you; or speak to the earth, and it will teach you, or let the fish of the sea inform you. Which of all these does not know that the hand of the LORD has done this? In his hand is the life of every creature and the breath of all mankind”. I believe there is flexibility in this policy while at the same time presenting a “robust bearing” towards our policy statement. I would like to invite you all to join me, as I have committed my Ministry towards meeting the aim of this policy. Kia manuia Honorable Henry Puna Prime Minister and Minister for Marine Resources Cook Islands Policy for Coastal Fisheries Resources 3 Policy for Coastal Fisheries Resources Our coastal fisheries is the most important of our sea resources, it is our food cupboard. Our policy statement – “improves access to food security and incoming generating opportunities through increased assistance to our people and enforcement of sustainable development practices”. This policy includes fresh water aquaculture, freshwater fisheries in streams, ponds and lakes. The aim of our policy is to provide the opportunity for our people to: • Work together as people who want to achieve this policy • Strengthen the knowledge and skills that we have on those fishing practices that we are used to that may help us secure sustainable food supply and engage in income generating opportunities. • Create opportunities in areas that we are having problems with to help us secure sustainable food supply and engage in income generating opportunities • In partnership with fishing organizations within the Cook Islands and outside of the Cook Islands to find ways to strengthen our ability to continue fishing sustainably. To carry out the works required to achieve the aims of our policy we must: • Sustain the knowledge and skills that we have on those fishing practices we regularly practice, know the knowledge on the fish that we regularly fish for, and for us to know how to conserve those fish species. • Develop our fisheries according to known ways, and other ways that we can sustainably carry out. • Understand the issues that are holding us back, and find ways to overcome them so that our efforts to develop our resources can advance. • Be smart in the way we develop our coastal fisheries resources.
